정책아이디어의 도입과 진화과정에 관한 연구- 주택 사전청약 제도를 중심으로 -

본 연구는 이명박 정부 시절 싱가포르에서 유입된 주택 사전청약 제도의 정책 아이디어가 이후 각 정부를 거치면서 역사적, 상황적 맥락에 맞게 적응해 온 과정을 분석함으로써 정책아이디어의 진화 양상을 살펴보고자 하였다. 이를 위해 킹던의 정책흐름모형과 루만의 진화이론을 접목하여 입체적으로 탐색하였다. 킹던의 정책모형을 다룬 다수 연구가 정책, 문제, 정치 흐름의 결합에 초점을 두고있는 가운데, 본 연구는 상대적으로 관심을 덜 받아온 킹던의 정책아이디어 선택 논리에 주목했으며, 아이디어가 실현되기 위해 진화하는 과정을 함께 분석함으로써 기존 연구와 차별점을 두었다. 분석결과로, 첫째, 같은 정책 아이디어라도 다른 목적을 위해 활용될 수 있다. 이명박 정부에서 시행된 사전예약제는 보금자리주택의 선제 공급에 맞게 변형되었고, 이후 문재인 정부에서는 ‘영끌’이라는 사회문제에 대한 대응으로 과열된 부동산 시장을 진정시키기 위해 사전청약제가 재도입되었다. 윤석열 정부에서는 임대 위주의 청년 주택정책에 대한 반성으로 사전청약 제도를 활용했다. 둘째, 같은 정책 아이디어라도 목적이 상이하면 실현되는 정책 내용은 다르게 진화하며, 그 효과도 달라질 수 있다. 특히 주택 사전청약 제도는 수요자의 주택청약 리스크를 줄여줌으로써 주택가격 상승기와 하락기 모두에서 각각의 효과를 기대하고 사용되었고, 이에 따라 세부적인 정책 내용에서 차이가 있었다. This study aims to examine the evolution of policy ideas by analyzing how the policy idea of a housing pre-subscription policy, which was introduced from Singapore during the Lee Myung-bak administration, has been adapted to the historical and situational context through subsequent governments. To do this, we combined Kingdon’s policy streams model with Luhmann’s evolutionary theory to explore it. While many studies of Kingdon’s policy model focus on the coupling of policy, problem, and politics streams, this study focuses on the logic of Kingdon’s policy idea selection, which has received less attention, and distinguishes itself from previous studies by analyzing the process by which ideas evolve to become reality. Our analysis shows that, first, the same policy idea can be utilized for different purposes. The pre-subscription policy implemented by the Lee Myung-bak government was adapted to pre-emptively supply bogeumjari housing, and later reintroduced by the Moon Jae-in government to cool down the overheated real estate market in response to the social problem of “youngkkeul”. The Yoon suk-yeol government used the pre-subscription policy as a repercussion of former rental-oriented housing policy. Second, the same policy idea with different objectives can evolve into different realizations and have different effects. In particular, the housing pre-subscription policy was expected to be effective in both rising and falling housing prices by reducing the risk of housing subscription for consumers, so there were differences in the detailed policy contents.

This paper proposes a space vector control of permanent magnet synchronous machine(PMSM) based on Hall effect sensor, which is very useful in practical applications due to exactly same hardware structures between PMSM and brushless DC(BLDC) machine. This proposed method can be considered as an intermediate stage of development between the general incremental encoder based and sensorless based PMSM control methods. Because the Hall effect sensor is an absolute position sensor with 60-degree resolution, the position initialization process is not needed and the reversal rotation risk can be avoided. To improve resoultion the interpolation method implemented by software is employed. Finally the high performance of this proposed method is validated by some experimental results.

The number of people who are suffering from chronic sleep disorder has been growing dramatically in modern era. In order to diagonse the sleep disorder, sleep doctors perform polysomnography: Patients sleep with attaching several vital sign sensors on their body, and doctors monitor the patients in order to find the exact reason of the sleep disorder. Typical polysmonography makes patients sleep with several sensors on their bodies, which prevents the patients from making a comfortable sleep. Furthermore, it is impossible to have a long-term monitoring since the measurements should be done in sleep hosiptal within a few hours. In order to tackle these problems in the typical polysomnography, we envision the development of a non-contact long-term home polysomnography system using UWB radar and related technologies such as multi-modal signal processing.

인문,사회과학편 : 축구클럽을 말하는 모성(母聲): 자녀의 축구클럽 참가에 대한 사회학적 모델화 연구

이 연구는 축구클럽 참가라는 개별적 행위가 전체 사회문화적 구조 내에서 어떻게 이해될 수 있는가를 분석하고자 수행되었다. 이 목적을 달성하기 위해 연구자들은 D광역시에 N동에서 운영되는 축구클럽을 연구장소로 선정한 후, 여기에 참가하는 아동의 엄마 일곱 명을 심층면담 하였다. 연구질문은 ``어떤 이유에서 자녀를 이 축구클럽에 참가시키는가``로서, 단순히 심리적 동기 차원이나 건강 때문이라는 개인적 차원의 의도를 넘어 사회문화적 문제 속에서 이동기를 파악하고자 했다. 그 결과 이 연구는 그 사회적 동기를 세 가지 차원에서 밝혀내 모델화 하였다. 첫 번째 동기는 바로 ``획득(Acquirement)``의 이유였다. 이는 축구클럽에 자녀를 참가시키는 이유가 아이의 건강함과 사내다움을 획득하여 또래 간의 관계에서 우세한 지위를 차지하려는 목적에 있다는 명제로 구성되었다. 두 번째로 드러난 동기는 ``어울림(Bond)``으로, 이 동기는 축구클럽으로의 참가가 학교에서의 적응을 용이하게 하고, 또래집단에 들어가 어울림으로써 궁극적으로는 왕따와 같은 사회적 문제에 휘말리지 않게 하려는 일종의 보험으로 이해될 수 있음을 우리에게 보여주었다. 마지막 사회적 동기는 바로 ``삶의 기회(Chance)``로서 명명되었는데, 이는 축구클럽에 참가함으로써 학교에서 충족되지 못한 신체활동의 기회를 확보하여 미래에 자녀의 보다 나은 삶의 기회를 확보해주는 신자유주의적 사고방식으로 명제화 되었다. 종합하면, 이 연구는 축구클럽으로 아이를 보내는 엄마의 목소리를 종합하며 ``신체활동에 대한 사회적 동기의 ABC모델``을 개발한 것이다. This study examined how we understand participation of kids into soccer club recognized as an individual behavior in the contexts of the socio-cultural structure. For this, we performed an in-depth interview with seven mothers who enrolled their sons in the private soccer club at the N-dong in D-metropolitan city. Asking to them "why do you send your sons to the club", we tried to reveal the structure of social motivation beyond the common sensual understanding of this kind of participation as psychological or healthy issues. The first reason to participate in the club was to acquire somethings that were beneficial to their children. This first reason was made into proposition, saying that the reason to participate their sons into the club was to acquire dominant status in the relationships among peers by building hegemonic masculinity and increasing health. The second reason was to bond of friendships with increased physical capital and social capital by distinguishing themselves with soccer playing ability. The last reason to participate into the club was named as a chance of life, propositioning that by enrolling their sons in the club, mothers anticipated qualitative upgrade of their children``s life chance because the children are able to experience special lessons about soccer with the private domain, which most other kids cannot have in their life.

Study on effect of N-containing polymer/graphene electrical-conducting composites for supercapacitor electrodes

A polypyrrole and reduced graphene oxide composite (PPy/rGO) was successfully synthesized via an in situ polymerization. The structure and morphology of the composite are characterized by X-ray diffraction (XRD), Fourier transform infrared spectrometer (FTIR), scanning electron microscopy (SEM) and transmission electron microscope (TEM). Electrochemical properties were characterized by cyclic voltammetry (CV) in 1M NaNO₃ electrolyte. The nanostructure of the PPy was induced and greatly affected by the addition of graphene during the synthesis process, which might greatly contribute to the electrochemical properties of the composite. The electrochemical tests show that the PPy/rGO composite exhibits the highest specific capacitance among investigated materials and excellent cycling stability. The composite is a promising candidate for supercapacitors to have higher specific capacitance and better rate capability than those of pure polypyrrole.
