RDMS : 소형 컴퓨터 시스템을 위한 관계 DBMS

본 논문은 퍼스널 컴퓨터 기종에서 사용할 수 있는 관계 DBMS 의 설계와 구현 (RDMS : RELATIONAL DATABASE MANAGEMENT SYSTEM)에 관하여 논술하였다. 또한, 기존의 DBMS에서는 없었던 시간 개념의 구현으로 정보와 과거의 정보를 비교하여 시간이 흐름에 따라 변화한 정보를 제공할 수 있고, NULL VALUE 개념의 구현으로 사용자가 입력하지 않은 정보로 인하여 잘못된 결과가 발생하는 것을 방지할 수도 있다. 이러한 이론적인 개념들의 실제적인 구현으로 RDMS 사용자에게 더욱 진보된 기능들을 제공할 수 있다.

With drastic increase of mixed multimedia data of text, image, audio and video, number of users also increased. Multimedia data have characteristic of delivering large amount of information within short time span. For this reason, multimedia is rising as a medium for effectively transferring data. Downside of video is difficulty of searching specific information. Thus development of quick and accurate video search method is needed. Video search engine of showing search result and specific segment of video must be developed. To develop the proposed search engine, easier method must be identified and new unit concept must be established from current record or file unit. Objective of this research is to propose video search engine that can yield quick and accurate search result for increasing effectiveness of video information delivery.

주일 영국외교관 어니스트 사토의 조선 행적에 관한 연구: 사토일기(1877-1878)를 중심으로

Ernest Satow worked at the British legation in Japan from 1862, and after serving as minister to Japan, he was well versed in East Asian diplomacy. In 1980, the Satow Collection stored in the British Public Record Office was opened to the public. Among them, the contents related to Korea recorded in diaries and letters are very important materials in Korean modern diplomacy. In previous studies, both at home and abroad, the study focused on the process of Satow’s contact with the figures of the Korean Enlightenment Party in 1880, but the research was lacking in the motives for Satow’s interest in Korea and the diplomatic contact he made during his visit to Korea. Therefore, this study examines the diplomatic history of the related countries by comparing the historical records of Korea and the British with the contents related to Korea from 1877 to 1878 in the diaries. In 1877, Satow visited a pottery village where abducted Koreans lived by chance during a visit to Kagoshima and showed interest in Koreans who had preserved Korean customs for a long time. In 1878, in response to the incident in which Korea subsequently rescued a wrecked British merchant ship, British Minister Harry Parkes saw it as an opportunity to seek diplomatic ties with Korea and dispatched Satow to Korea. Satow not only solved the problem of shipwreck disposal that Britain wanted through the talks with Korea but also his high interest in the Korean language and culture developed into academic research and resulted in the publication of many papers. It seems that Satow’s diplomatic behavior in the course of his contact with the enlightenment Party in Korea was influenced by the good feeling he had during his visit to Korea.

선택적 학습률을 활용한 학습법칙을 사용한 신경회로망

본 논문은 연결강도를 조정할 때 결정 경계선 근처에 있는 데이터를 더 반영하는 학습법칙을 제안하였다. 이 학습법칙은 outlier가 결정 경계선에 미치는 영향을 줄여 더 나은 결정 경계선을 형성하도록 한다. 제안하는 학습법칙을 IAFC(Integrated Adaptive Fuzzy Clustering) 신경회로망의 구조에 적용하였다. IAFC 신경회로망은 배운 것을 유지하는 안정성이 있으면서, 새로운 것을 배울 수 있는 안정성이 있다. 이 퍼지 신경회로망의 성능과 LVQ(Learning Vector Quantization) 신경회로망 및 오류역전파 신경회로망의 성능과 비교하였다. 실험결과 제안하는 퍼지 신경회로망의 성능이 우수함을 보여주었다. This paper presents a learning rule that weights more on data near decision boundary. This learning rule generates better decision boundary by reducing the effect of outliers on the decision boundary. The proposed learning rule is integrated into IAFC neural network. IAFC neural network is stable to maintain previous learning results and is plastic to learn new data. The performance of the proposed fuzzy neural network is compared with performances of LVQ neural network and backpropagation neural network. The results show that the performance of the proposed fuzzy neural network is better than those of LVQ neural network and backpropagation neural network.

퍼지 학습법칙을 사용한 감독 신경회로망

본 논문은 새로운 학습법칙을 제안하였다. 새로운 학습법칙은 한쪽에 치우쳐 있는 outlier의 영향을 줄이면서 결정경계선 근처에 있는 입력 데이터의 클래스의 대표값에 반영하는 정도를 높인다. 제안하는 학습법칙을 IAFC(Integrated Adaptive Fuzzy Clustering) 신경회로망에 적용하였다. 이 퍼지 신경회로망의 성능과 LVQ(Learning Vector Quantization) 알고리듬과 오류역전파 신경회로망의 성능을 Iris 데이터를 사용하여 비교하였다. 실험결과는 제안하는 퍼지 신경회로망의 성능이 LVQ 알고리듬과 오류역전파 신경회로망의 성능보다 우수함을 보여주었다.

조합추천 수의계약 제도가 소기업 성장에 미치는 영향

This study empirically analyzed the effect of Negotiated Contracts Concluded upon Recommendation of Cooperatives targeting small enterprises as one of the public procurement policies on the growth of small enterprises. The Negotiated Contracts Concluded upon Recommendation of Cooperatives is a system to expand the chances of being awarded for small or micro enterprises. This study empirically analyzed the effects of overall public procurement performance and performance through the Negotiated Contracts Concluded upon Recommendation of Cooperatives on sales and employment growth for 44 small enterprises. As a result of the analysis, the overall public procurement performance was analyzed to have a statistically significant effect on sales and employment growth. However, the growth effect of the Negotiated Contracts Concluded upon Recommendation of Cooperatives was not statistically significant. This is believed to be because the scale of the Negotiated Contracts Concluded upon Recommendation of Cooperatives has decreased and small enterprises have not received substantial support from the system. Therefore, it is judged that the government needs to expand the scale of the Negotiated Contracts Concluded upon Recommendation of Cooperatives to a reasonable level to support small enterprises so that they can receive practical support from the system. 본 연구는 공공조달정책의 일환으로 소기업을 대상으로 한 조합추천수의계약 제도가 소기업의 성장에 미치는 효과를 실증적으로 분석했다. 조합추천수의계약 제도란 영세 소기업·소상공인의 수주와 조합 기능을 활성화하기 위해 공공기관이 협동조합으로부터 업체를 추천받아 중소기업자 간 경쟁제품을 견적 경쟁을 통한 수의계약으로 구매할 수 있도록 하는 제도로, 자체 판로를 확보하기 어려운 중소기업을 육성하기 위한 제도이다. 본 연구에서는 44개 소기업의 2018~2020년 재무자료 및 공공조달 실적자료를 활용해, 해당 기업의 전체 공공조달 실적과 조합추천 수의계약 제도를 통한 실적이 매출액 및 고용 성장에 미치는 효과를 실증적으로 분석했다. 분석 결과, 전체 공공조달실적은 매출액 및 고용 성장에 통계적으로 유의미한 효과를 미치는 것으로 분석되었다. 그러나 조합추천 수의계약 제도의 성장효과는 통계적으로 유의미하게 도출되지 않았다. 이는 조합추천 수의계약 제도의 규모가 감소해 소기업들이 해당 제도로부터 실질적 지원을 받지 못했기 때문으로 풀이된다. 따라서 정부는 조합추천 수의계약제도의 규모를 합리적인 수준으로 확대해 소기업들이 제도의 실질적인 지원을 받을 수 있도록 지원할 필요가 있을 것으로 판단된다.

Network Neutrality 현황 및 주요 이슈에 관한 연구

IT 기술의 발달과 인터넷 사용자들의 Needs 향상으로 디지털 컨텐츠와 온라인 서비스의 사용이 늘어가고 있다. 이로 인해 네트워크 트래픽 사용량 역시 늘어나고 있으며, 네트워크 사업자들은 기존 망 사용료 이상의 비용을 요구하고 있다. 이러한 문제점으로 인해 망 중립성이 국내 외에서 중요 이슈로 부각되고 있다. 이에 본 연구는 망 중립성에 대한 개념과 국내외 현황을 분석해 봄으로써, 망 중립성 도입 시 살펴보아야 할 중점 사항과 그 해결 방안을 모색해 보고자 하였다.

클래스간의 거리를 고려한 학습법칙을 사용한 퍼지 신경회로망 모델

본 논문은 클래스들의 대표값들과 입력 벡터와의 거리를 사용한 새로운 퍼지 학습법칙을 제안한다. 이 새로운 퍼지 학습을 supervised IAFC(Integrated Adaptive Fuzzy Clustering) 신경 회로망에 적용하였다. 이 새로운 신경회로망은 안정성을 유지하면서도 유연성을 가지고 있다. iris 데이터를 사용하여 테스트한 결과 supervised IAFC 신경회로망 4는 오류 역전파 신경회로망과 LVQ 알고리즘보다 성능이 우수하였다.
