        사회서비스 부적정 이용에 대한 감사 효과분석 -사회서비스 바우처 사업을 중심으로-

        최근 사회복지 수급대상자의 자격위반, 초과수혜, 그리고 중복수혜와 같은 다양한 형태의 부적정 이용에 대한 사회적 관심이 크다. 이에 본 연구는 사회서비스 분야의 부적정 행태에 대한 감사를 할 경우, 과연 부적정 행위가 억제될 것인지 여부를 실증분석을 통해 확인해 보고자 한다. 구체적으로 감사를 받은 실험집단과 그렇지 않은 유사한 통제집단을 비교하여 감사의 효과를 이중차이(DID: Difference in difference)기법을 통해 분석해 보고자 한다. 특히 사업 규모(제공인력과 이용자 수), 사업대상자 유형(노인, 장애인 등), 조직 형태(영리, 비영리), 지역 유형(대도시, 중소도시, 농어촌), 감사 회차(1, 2, 3차) 등을 통제변인으로 설정하고, 다중회귀분석을 활용하여 이중차이기법에서 추정된 감사효과를 확인하고자 했다. 분석결과에 따르면, 감사 이후 부적정 형태 중, 결제위반 비율은 약 4.02%, 결제위반 제공인력 수는 약 5.07명, 그리고 결제위반 이용자 수는 약 9.59명 각각 감소한 것으로 나타났다. 추후 연구에서는 감사효과로 부적정 이용의 감소가 왜, 그리고 어떻게 발생했는가에 관해 더욱 심도 깊은 분석과 더불어, 이를 설명할 수 있는 이론개발이 요구된다. The various types of improper usages in the process of delivering social services have been increasingly paid to attention in South Korea. This study, relying on empirical data about the various improper behaviors, explore whether the audit activity can reduce the degree of the improper behavior. In order to estimate the impact of the audit, we use the DID(Difference in difference) method, comparing the experimental group with the audit treatment and the control group without it. We control for size(the number of Service personnel and user), types of social service (elderly, disabled, etc.), organizational forms(profit, non-profit), region(metropolitan areas, small-medium cities, rural areas), and the number times of audit (1, 2, and 3 number). Our empirical results show that the audit decreased the ratio of payment violation by about 4.02 percent, the number of violations from providers’ improper payment by approximately 5.07 and the number of violations from users’ improper payment by approximately 9.59. Further research is required to explore why and how the audit can decrease the improper usage in social service with rigorous theoretical models.

        공유 전자의무기록을 위한 MFER과 HL7 표준 적용

        Medical environments incorporate complex and integrated data networks to transfer vast amounts of patient information, such as images, waveforms, and other digital data. To assure interoperability of images, waveforms and patient data, health level seven(HL7)was developed as an international standard to facilitate the communication and storage of medical data. We also adopted medical waveform description format encoding rule(MFER) standard for encoding waveform biosignal such as ECG, EEG and so on. And, the study converted a broad domain of clinical data on patients, including MFER, into a HL7 message, and saved them in a clinical database in hospital. According to results obtained in the test environment, it was possible to acquire the same HL7 message and biosignal data as ones acquired during transmission. Through this study, we might conclude that the proposed system can be a promising model for electronic medical record system in u-healthcare environment.

        Turnout is a mechanical installation enabling railway trains to be guided from one track to another at a railway junction. there are classified variously according to rail type, sleeper type, fastening system, track type. Construction of concrete track are on the increase recently to secure the safety of track structure as well as to reduce the maintenance cost. SFC fastening system used the plain track a lot and for those reasons, The fast clip turnout demand growing to improving efficiency of the maintenance cost by unification of fastening clip on whole line. in this study is about development of the fastening system for new turnout using fast clip. this fastening system assembled elasticity pad underneath a base plate. its can change stiffness how to adjust contact surface area of elasticity pad Developed fastening system have passed test according to rule of KRS-TR0014-09R (rail fastening system) and Performance Certification by KR

        Turnout is a mechanical installation enabling railway trains to be guided from one track to another at a railway junction. A movable nose crossing frog is a device used at a railway turnout to eliminate the gap at the common crossing (High manganese block assembly crossing)which can cause impact damage noise and vibration. Our government has a plan speed up of conventional line to 250km/h semi-high speed. We had already developed flexible turnout with fixed crossing(High manganese) and SFC fastening system can cover in the semi-high speed line In this study is about development of the movable nose crossing turnout available Semi-high speed line on concrete track. This paper describes about geometry attack angle bending stress at the nose switching force safety of continuous welded long rails. This movable nose crossing turnout is expected greatly increases passing speed of turnout in national railway

        정보경제방법을 이용한 병원정보시스템의 경제성분석

        Objectives: To perform economic analysis for the newly developed hospital information system (HIS) based on EMR by using information economic (IE) approach and to perform the sensitivity analysis for the hypothetical parameters and the scenarios on the number of hospitals to be disseminated. Methods: We used IE approach in order to quantify intangible benefits in a systematic manner. IE attempts to categorize benefits into five value types: direct benefits, value acceleration, value linkage, value restructuring, and innovation valuation. While actual hospital data were used in most of the analysis, some data were extrapolated from the literature if actual data were not available. Patient waiting time for two outpatient departments were compared for two hospitals (with EMR and without EMR) in order to estimate the time savings from the reduction in waiting time. Results: Benefits to costs (B/C) ratio was 0.47 if only direct benefit was included but it was increased to 0.86 if value acceleration was added; was increased to 0.93 if value linkage was included; increased to 1.50 if value restructuring was added; and was increased to 1.51 of innovation valuation was added. Conclusions: IE analysis showed that HIS was economically profitable project if all intangible benefits were included. Sensitivity analysis showed that B/C ratio was further increased if the same system was disseminated to other public hospitals
