영구임대아파트 지역사회복지관 역할에 관한 고찰 : M 종합사회복지관 전수조사를 중심으로

본 연구는 영구임대아파트 지역사회복지관 역할 모색을 위해 연구되었다. M종합사회복지관의 권역인 N구 J임대아파트 주민 대상으로 총 882세대중 415세대를 중심으로 조사분석하였다. 분석방법으로는 SPSS 25.0을 이용하여 분석으로, 빈도분석, 기술통계, 상관관계분석, 로지스틱회귀분석을 통하여 지역사회 및 지역사회복지관에 필요한 사업과 역할, 복지관 참여 여부에 미치는 영향에 관한 내용을 분석하였다. 연구결과, 인구사회학적 특성으로 60대 이상의 고연령층, 장애세대, 수급세대, 독거가구세대의 비율이 높았다. 지역사회 욕구로는 저소득을 위한 일자리 제공과 정기적인 건강검진의 욕구가 높았으며, 개인과 가족이 어려움을 느끼는 영역에서는 건강, 경제, 외로움 및 고독감, 여가, 교육의 순으로 확인하였다. 로지스틱 회귀분석 결과, 외로움 및 교육의 어려움이 있는 경우 복지관 참여의사가 있음을 통계적으로 확인하였다. 이러한 결과 값을 토대로 지역주민의 욕구를 반영한 복지관 역할을 재정립하고자 하며, 사회복지 서비스의 효과성 및 효율성을 확보함으로써 지역사회복지 증진 및 주민들의 삶의 질 향상에 기여하는 방안을 제기하고자 한다. This research was conducted to figure out the appropriate role of the community welfare center for the permanent rental apartments area. survey and ensuing analysis were conducted particularly on 415 households out of total 882 households, targeting the residents of N-gu J permanent rental apartments which were located in the scope of M Community Welfare Center. Regarding the statistical methods for the analysis, SPSS 25.0 was utilized. By using of the frequency analysis, the descriptive statistics, the correlation analysis, and the logistic regression analysis, the program needed to be launched, the roles necessary for the local communities and the community welfare centers were analyzed. The results of the analysis indicated that as a demographic and sociological feature, the proportion of the elderly in their 60s or older, the disabled households, the indigent households on demand and the households living alone was high. Regarding the need of the local community, the jobs for the low-income population and the regular health check-ups were highly needed. In the section where dealt with the difficulties felt by individuals and families, the identified ranks for the cause of the difficulties were as follows in decreasing order: health problems, adverse economic condition, loneliness and solitariness, lack of leisure, and lack of proper education. As a result of the logistic regression analysis, it was statistically confirmed that in the case of people who felt loneliness and difficulties in education, they did intend to participate in the programs of the welfare centers. Based on these results, we therefore seek to re-establish the role of the welfare centers reflecting the needs of the local residents, and to propose ways to enhance social welfare locally and improve the quality of life of the residents.

유동적 무효인 계약의 법률관계

The precedent case law of the Korean Supreme Court recognizes fluid invalidation of rea1 estate sales and purchase contracts which entered into without the Goverument`s permission within the area where the Government expressly requires parties to acquire permission for rea1 estate sales and rea1 estate purchases. The case of law dealt with the legal action which fluid invalidated negates both ob1igationa1 effect and reality effect. The case law, however, acknowledges duty to cooperate with in legal interests. Furthermore, it recognizes canee1ation of defective declaration of intent, exoneration of depository contracts and agreement of compensation for damages. The perspective of the Supreme Court, as shown in precedent case law, is directly contradictory to the 1e gis1ator`s intent and inconsistent with genera1 1egal principles which complete1y negates the effect of invalidated 1egal action. Consequently, this artic 1e intends to clarify limits on interpretation of the legal principles and the adoption of restriction of the offense.

인간-동물 유대(HAB)에 근거한 지역사회 비영리기관의 역할에 대한 탐색적 연구 : M 종합사회복지관 사례를 중심으로

인간과 동물간의 유대(Human-Animal Bond, HAB)는 정서ㆍ심리ㆍ물리적 상호 작용을 통하여 유익하고 역동적인 관계를 제공함으로써 인간의 삶에 긍정적인 영향을 미친다. 우리나라도 반려동물과 함께 사는 반려인 1,000만 시대를 맞아 인간과 동물과의 상호관계에 관한 관심이 높아지고 있다. 하지만, 반려동물을 올바르게 돌보지 못할 때 심각한 부작용도 예상되는데, 이는 신체적 제약과 경제적인 부담을 겪는 반려인들에게 더 취약하다. 최근 들어 반려동물로 인한 문제와 갈등이 가파르게 증가하고 있는데 이를 예방하고 해결할 수 있는 문화나 제도적 뒷받침이 절실하다. 단지 정부나 지자체의 개입만이 아닌 지역사회에서 인간과 동물이 공생하며 긍정적인 삶을 영위할 수 있도록 다양한 프로그램과 서비스를 제공하는 비영리기관의 역할이 필요하다. 이를 위해 본 연구는 HAB에 대한 이론적 배경과 해외 비영리기관의 사례를 살펴본 뒤, 서울시 N구 J영구임대아파트 주민의 반려동물 양육실태 전수조사에 대한 분석과 M 종합사회복지관에서 취약계층을 위한 반려동물 돌봄지원 프로그램에 참여했던 반려인들을 대상으로 FGI를 실시했다. 그 결과를 바탕으로 인간-동물 유대에 근거하여 지역사회 비영리기관의 실천적 방안을 제시했다. Currently, the advent of the era in which 10 million people live with their companion animals in Korea is realized. In the social environment with companion animalss, ties between humans and animals are considered important. Human-Animal Bond(HAB) has a positive effect on human life by providing a beneficial and dynamic relationship through emotional, psychological and physical interactions. However, the risks and side effects of companion animals are also expected, such as the vulnerable and indigent generation, which suffers from physical and financial burdens in taking proper care of the animals. Therefore, non-profit institutions that are providing practice city welfare services in the local community are needed to establish a service system that helps humans and animals co-exist and lead positive lives. in this research, we conducted an FGI to the people with their companion animals who participated in the complete analysis at J permanent rental apartment located in N region, Seoul and companion animal care support program for vulnerable in the M community welfare center, thereby presenting an exploratory alternative to the roles and effects of non-profit institutions in the local community based on the human-animal ties.

반려동물을 포함하는 지역사회복지 실천에 대한 고찰 - 서울시 M 종합사회복지관 사례를 중심으로 -

반려동물 1000만 가구 시대를 맞아 인간과 동물의 관계에 대한 논쟁이 뜨겁다. 인간과 반려동물 사이의 긍정적이거나 부정적인 관계에 대한 증거는 사회복지의 다양한 실천영역에서의 관심을 증대시키고 있다. 본 연구는 ‘인간과 동물간의 유대감(human and animal bond, HAB)’을 바탕으로 ‘상호돌봄’을 통해 사람과 동물이 행복하게 공존하는 지역사회복지의 실천의 필요성 및 가능성을 탐색하기 위해 수행되었다. 이를 위해 우리나라의 반려동물과 관련된 지역사회의 현황을 살펴보고 외국의 선행연구를 탐색했다. 또한 반려동물을 주제로 하여 지역주민을 대상으로 전수조사를 실시하고, 교육, 사례관리, 주민갈등 해결 그리고 돌봄지원 프로그램을 시행하고 있는 서울시 M 종합사회복지관을 사례로 들어 분석했다. 전체 가구 중 31.3%가 응답한 이 조사에서 주민들의 13%가 반려동물을 키우고 있었다. 주로 홀로 거주하는 노인들이 반려동물을 키우고 있었으며 반려동물로 인해 외로움과 스트레스가 감소하고 생활의 활기와 운동량이 증가했으며 가족이나 이웃과의 대화가 늘었다는 긍정적인 결과가 보고되었다. 그러나 반려동물을 제대로 돌보기 위한 정보나 기술이 부족하며 산책의 어려움을 겪고 있었으며 병원비를 비롯한 반려동물을 돌보는 비용에 대해 부담을 느끼는 응답자가 많았다. 한편, 반려동물을 키우지 않는 주민들의 절반가량의 응답자들이 소음(52.1%), 배설물 문제(52.9%), 공격행위(46.3%), 알레르기 등 건강문제(50%), 동물학대(방치, 유기)로 인한 지역문제(48.4%) 등 이웃의 반려동물로 인한 불편을 호소했다. 이 같은 연구 결과를 바탕으로 지역사회에서 반려동물을 포함한 사회복지실천을 위한 함의에 대해 논의했다. As Korea celebrates 10 million households of companion animals, evidence of positive or negative relationship between humans and companion animals increases interest in various areas of social welfare practice. This study was conducted to explore the need and possibility of community social welfare where human beings and animals are happily coexisting through ‘mutual care’ based on ‘human and animal bond(HAB).’ For this purpose, this study searched the current state of the companion animals in Korea and explored the foreign studies. In addition, this study analyzed the case of M social welfare center in Seoul, which conducts a survey on local residents on the subject of companion animals. In this survey, where 31.3% of all households responded, 13% of residents were raising companion animals. Elderly people living alone mainly raised companion animals. The result showed that for those who raised companion animals experienced loneliness and stress were decreased while daily activity and exercise were increased. They also had increased conversation with family members and neighbors. However, respondents lacked of information and skills in properly caring for companion animals and had difficulty in taking a dog-walk. Also, many respondents felt the burden of the cost of caring for their companion animals, including hospital expenses. On the other hand, half of the respondents who did not raise their companion animals complained about their neighbors’ companion animals, such as noise, feces, aggression, allergies, and animal abuse (neglect). Based on these findings, this study discussed implications for social welfare practice which includes companion animals in the community.

영구임대아파트 노인무료급식서비스 만족요인에 대한 델파이 및 AHP 분석

본 연구는 영구임대아파트에 거주하는 노인 무료급식서비스의 만족요인을 확인함으로써 무료급식서비스의 질 향상과 효과적인 서비스 제공에 기여하는 것에 목적이 있다. 이에 본 연구는 M종합사회복지관 무료급식 이용자 183명을 대상으로 델파이조사와 AHP 조사를 진행하고, AHP 결과의 일관성이 높은 54명의 설문 응답자를 중심으로 2021년 9월부터 2022년 2월까지 연구를 진행하였다. 델파이분석 결과 무료급식 만족도에 미치는 중요 요인으로 음식의 맛, 음식의 양, 반찬의 가짓수, 위생상태, 배송시간, 조리식품, 간편식, 육류, 어패류, 채소류, 직원의 친절성, 안부 건강확인 총 12가지가 확인되었다. 델파이분석을 중심으로 우선순위를 확인한 AHP분석결과 위생상태 > 음식의 맛 > 조리식품 > 어패류 > 채소류 > 안부건강확인 > 직원의 친절성 > 배송시간 > 육류 > 간편식 > 음식의 양 > 반찬의 가짓수 순으로 나타났다. 본 연구는 노인들의 무료급식 만족에 미치는 세부 요인을 확인한 결과로서, 효과적인 무료급식서비스 제공을 통한 대상자들의 건강과 만족에 기여할 수 있다. This study confirms the satisfaction of free meal service for the elderly living in permanent rental apartments. The purpose of the study is to contribute to improving the quality of free meal services and providing effective services. Therefore, this study targeted 183 users of free meals at M Social Welfare Center in N-gu. The study conducted Delphi surveys and AHP surveys. 54 questionnaire respondents with high consistency in AHP results were centered. The study was conducted from September 2021 to February 2022. As a result of Delphi analysis, the factors affecting the satisfaction of free meals are as follows. There are a total of 12 types of food, such as taste, amount of food, number of side dishes, hygiene, delivery time, cooked food, convenient food, meat, seafood, vegetables, kindness of employees, and safety confirmation. As a result of AHP analysis, which confirmed priorities based on Delphi analysis, hygiene > taste of food > cooked food > fish and shellfish > vegetables > safety confirmation > kindness of employees > delivery time > meat > amount of food > number of side dishes. This study will contribute to the effective provision of free meal services by identifying the factors affecting the satisfaction of free meals for the elderly.

최중증성인발달장애인의 문화예술교육 효과성 검증에 관한 연구

본 연구는 최중증성인발달장애인의 삶의 만족 증진을 위한 목적으로 문화예술교육의 효과성을 검증하는 것에 목적이 있다. 본 연구는 중랑구발달장애인평생교육센터 교육생 7명으로대상으로 2022년 4월부터 11월까지 총 36회기 「자유투」프로그램을 진행하고 F. Wilcoxon에 의해 제안된 비모수 통계검정인 사전-사후 검사를 실시하였다. 「자유투」프로그램은 농구를 매개로 한 문화예술교육으로 최중증성인발달장애인의 삶의 만족 증진과 농구를 이해하는것을 목적으로 한다. 연구결과 첫째, 최중증성인발달장애인의 삶의 만족에 관한 변화가 통계적으로 유의미하였다(p=.046). 둘째, 최중증성인발달장애인의 농구 이해도에 변화가 통계적으로 유의미하였다(p=.023). 본 연구는 최중증성인발달장애인의 삶의 만족에 영향을 미치는 문화예술교육의 효과성을 검증함으로써 최중증성인발달장애인의 삶의 만족을 높이고 자립을 위한 평생교육의 방향성을 제시하는 것에 연구의 의의가 있다. The purpose of this study was to verify the effectiveness of culture and arts education in the life satisfaction of adult with the most severe developmental disabilities.. This study was conducted with 7 trainees from the Jungnang-gu Lifelong Education Center for the Disabled. The 「Free Throw」 program was held a total of 36 times from April to November 2022. As for the analysis to verify the effectiveness, pre-post-test was conducted with F. Wilcoxon's nonparametric statistical test. The 「Free Throw」 program aims to improve life satisfaction and help people with developmental disabilities understand basketball through basketball. As a result of the study, First, the change in life satisfaction of adult with the most severe developmental disabilities was statistically significant(p=.046). Second, the change in basketball understanding of adult with the most severe developmental disabilities was statistically significant(p=.023). This study was meaningful in verifying the effectiveness of culture and arts education for the most severely disabled, thereby enhancing the life satisfaction of the most severely disabled and suggesting the direction of lifelong education for self-reliance.

문화예술교육이 성인발달장애인의 삶의 질에 미치는 영향

목적 본 연구는 문화예술교육이 성인발달장애인의 삶의 질에 미치는 영향을 알아보는 것이다. 방법 2022년 8월 16일부터 2022년 12월 29일까지 J발달장애인평생교육센터 문화예술교육에 꾸준히 참여하며 빨간 강아지, 뭐 어때? 그림책을 제작한 성인발달장애인들 중 본 연구의 취지와 방법에 동의한 4명을 대상으로 심층 인터뷰를 통하여 진행하였다. 결과 결과를 보면 첫째, 문화예술교육은 성인발달장애인의 삶의 질 향상에 영향을 미치는 강점과 즐거움을 높였다. 둘째, 문화예술활동은 성인발달장애인의 삶의 질 향상에 영향을 미치는 성취감, 자신감 및 자기효능감을 높여 주었다. 마지막으로, 성인발달장애인의 문화예술교육 참여를 높이기 위한 소근육 및 인지 수준 향상 활동 등이 포함될 필요가 있다. 결론 본 연구결과는 성인발달장애인의 삶의 질 향상을 위한 체계적인 문화예술교육이 필요하다는 것을 시사한다. 이상의 결과를 중심으로 성인발달장애인을 위한 문화예술교육 방안을 제언하고 연구의 한계점을 제시하였다. Objectives The purpose of this study is to examine the influence of cultural and arts education on the quality of life for adults with developmental disabilities. Methods From August 16, 2022, to December 29, 2022, in collaboration with J Lifelong Education Center for Developmental Disabilities, in-depth interviews were conducted with four consenting adults with developmental disabilities who actively participated in cultural and arts education programs and were involved in the creation of the picture book “Red Puppy, Who Cares?” in line with the objectives and methods of this study. Results The results of the study are as follows: Firstly, cultural and arts education had a positive impact on enhancing the quality of life for adults with developmental disabilities and increasing their sense of enjoyment. Secondly, cultural and arts activities improved the sense of achievement, self-confidence, and self-efficacy, thereby positively influencing the quality of life for adults with developmental disabilities. Lastly, activities aimed at improving fine motor skills and cognitive levels should be included to enhance the participation of adults with developmental disabilities in cultural and arts education. Conclusions The findings of this study highlight the need for systematic cultural and arts education to improve the quality of life for adults with developmental disabilities. Based on these results, suggestions for cultural and arts education approaches for adults with developmental disabilities are provided, along with the limitations of the study.

재가독거노인의 건강증진프로그램 참여의사 결정요인에 관한 연구: 앤더슨 행동모형(Anderson Model)의 적용

본 연구는 재가독거노인의 중요한 삶의 질 결정요소인 건강증진에 초점을 맞춰 이들이 지역사회복지관의 관련 프로그램에 참여하는데 있어 어떠한 요인에 의해 영향을 받는지 실증적으로 확인해보고자 하였다. 즉 재가독거노인의 건강증진프로그램 참여의사에 미치는 요인을 앤더슨 행동모형에 근거하여 소인요인, 가능성요인, 욕구요인으로 구분하고, 중요한 변수들을 분류 설정하여 프로그램 참여의사에 대한 절대적 상대적 영향력을 확인함으로써 실효성 높은 프로그램 개발에 기초자료를 제공하고, 건강증진프로그램 활성화를 위한 정책적 실천적 개입방안을 모색하고자 하였다. 이를 위해 서울에 소재한 관련기관을 통해 재가독거노인 309명을 확보하고, 전화 및 면답방법의 구조화된 설문지를 통해 서베이조사를 실시하였다. 이를 통해 확보된 자료를 근거로 요인 간 상호통제와 상대적 중요성확인이 탁월한 위계적 회귀분석을 통해 분석을 시행하였다. 분석결과, 우선 세 요인 중 욕구요인의 상대적 중요성이 가장 높은 것으로 확인되었고, 개별 변수로는 일반적 건강인지정도와 복지관 접근성이 정적(+)으로, 복지관 참여여부와 정보인지는 부적(-)으로 각각 프로그램 참여의사에 중요하게 영향을 미치는 것으로 나타났다. 이에 잠재적 실제적 복지관 이용노인에 대한 체계적 사례관리를 기반한 보건복지통합프로그램을 전제로, 건강인지 향상을 위한 교육프로그램의 개발, 복지관 접근성 강화를 위한 방문서비스 강화, 홍보매체의 다양화를 통한 효과성 재고 등에 대한 실천전략을 제시하였다. With a focus on health promotion, one of the important determinants of quality of life among the elderly living at home, this study set out to empirically investigate which factors would influence their participation in a program at a local social welfare center. That is, it aimed to provide basic data for the development of highly feasible programs and explore policy- and practice-based intervention plans to activate health promotion activity programs by categorizing the factors influencing the willingness to participate in a health promotion activity program among the elderly living alone at home into the predisposing, enabling, and need factor based on Anderson Model, classifying and setting important variables, and checking their absolute and relative effects on their willingness to participate in such programs. For those purposes, the investigator took a survey with a structured questionnaire based on phone calls and interviews among 309 senior citizens living alone at home through the concerned agencies in Seoul. Gathered data were put to hierarchical regression analysis, which is known for its excellence in mutual control and relative importance. The analysis results show that the need factor had the highest level of relative importance of the three factors and that the general health awareness level and accessibility to a welfare center had positive(+) effects on their willingness to participate in a program with participation in a welfare center and information awareness having negative(-) effects on it. On the premise of an integrated health and welfare program based on the systematic case management of the potential and actual elderly users of welfare center services, the study proposed practice strategies for the development of educational programs to improve their health awareness, reinforcement of visiting service to increase their access to a welfare center, and augmentation of effects through the diversification of promotional media.

초등학생의 힘 개념에 따른 연모 실험 설계의 유형

지역사회복지관 사례관리가 클라이언트의 삶의 만족 및 욕구변화에 미치는 영향에 관한 연구 - 서울시 N구 M 종합사회복지관 사례관리사업을 중심으로 -

최근 빈곤, 고령, 가족해체, 학대 등 복합적인 욕구를 가진 클라이언트 증가로 사례관리실천에 대한 관심이 증대되었으나, 클라이언트의 삶의 만족에 미치는 영향에 관한 연구는 미흡한 실정이다. 본 연구는 지역사회복지관 사례관리 만족도가 클라이언트의 삶의 만족 및 욕구변화에 미치는 영향을 검증하는데 목적이 있다. 이를 위해 N구 M 종합사회복지관 2019년 사례관리사업에 참여한 49명을 대상으로 SPSS 23.0와 PROCESS Macro를 활용한 분석을 하였으며, M 종합사회복지관 사례관리 대상자를 중심으로 사례관리 욕구 사전-사후검사를 실시하였다. 연구결과 첫째, 지역사회복지관 사례관리 만족도가 클라이언트 삶의 만족에 대하여 정(+)적인 영향으로 사례관리가 클라이언트의 삶의 질에 영향을 주는 긍정적인 요인으로 나타났다. 둘째, 지역사회복지관 사례관리 만족도가 클라이언트 삶의 만족에 영향을 미칠 때 사례관리 당사자 참여가 자립도모와 긍정적인 삶의 질 향상에 정(+)적인 조절작용을 하였다. 셋째, 지역사회복지관 사례관리가 클라이언트의 욕구변화에 효과성이 있음을 알 수 있었다. 분석에 따른 제언으로 첫째, 사례관리자의 역량강화를 위한 슈퍼비전 및 교육이 필요하다. 둘째, 사례당사자의 주도적 참여를 위한 실천이 중요하다. 셋째, 강점관점에 따른 사례개입이 요구된다. 이처럼 본 연구는 당사자주의에 입각한 사례관리를 통해 사례관리의 성과 및 만족도가 당사자욕구변화와 삶의 질에 유의미한 영향력이 있다는 검증을 통해 사례관리 실천방향에 관한 함의를 제시하였다는데 의의가 있다. Although interest in case management has recently increased due to the increasing number of clients with complex needs such as poverty, aging, family dismantling, and abuse, research regarding the impact of case management on clients’ life satisfaction is largely inadequate. Hence, this research aims to verify the effect of the satisfaction about the case management of the community welfare center on the satisfaction of the clients’ life and change of desire. For the research, an analysis using SPSS 23.0 and PROCESS Macro was conducted on 49 people who participated in the case management project of N-gu M community Welfare Center in 2019. The pre-test and post-test regarding the demands for the case management were mainly conducted on recipients of the case management at the M community Welfare Center. As a result of the research, firstly, the satisfaction about the case management of the community welfare center has a positive (+) effect on the satisfaction of the clients’ life, so the case management is found to be a positive factor that influences the quality of life of the clients. Secondly, the participation of the case management recipients played a positive (+) moderating effect on promoting independence and improving positive quality of life when the satisfaction about the case management of the community welfare center affected the satisfaction of the clients’ life. Lastly, it was revealed that the case management of community welfare centers is efficacious in changing the needs of clients. As a suggestion according to this analysis, firstly, supervision and education are necessary to bolster the competence of the case manager. Secondly, supporting for leading participation of case recipients is needed. Finally, case intervention is required according to the strong point of its clients. This research is meaningful in presenting implications for the direction of case management by verifying that the performance of the case management and satisfaction regarding the case management have a significant influence on the change of the recipients’ desire and quality of life through the case management based on each person participated.
