Web 3.0 is a new web paradigm that aims to overcome the excessive commercialism and influence of big tech companies. Web 3.0 can be defined as a user-centered decentralized Internet environment, and Web 3.0 is a mixture of various terms and technologies such as blockchain, cryptocurrency, NFT, artificial intelligence, and metaverse. When new technology fields emerge, it is common to have positive and negative evaluations. As a result, rather than deciding which position is correct, it is necessary to investigate the causes and directions of change and prepare to seize the opportunity. In light of this, the present study examines the change in the web paradigm and the context of the emergence of Web 3.0, investigates the characteristics and major cases of Web 3.0, and discusses future issues and prospects.

Stainless steel type 304L has been nitrided in the low pressure (600Pa) and high nitrogen (80% N₂+20% H₂) environment for 5 hours by the square-wave-pulsed-d.c. plasma as a function of temperature 400∼550℃ and pulsation. At the lower temperature range of 400∼500℃ and at the relatively high ratio of pulse duration to pulse period. S-phase has been developed in the form of thin nitrided surface layer which has many cracks, leading to be nearly impossible for the industrial anti-wear and anti-corrosion applications. At the higher temperature up to 550℃ with the increasing ratio of the pulse duration to pulse period up to 50㎲/100㎲, the nitrided layer, whose growth rate has increased also, has been composed mainly of CrN and Fe₄N phases and has become thick, uniform and nearly crack-free.

The acquisition of advanced scientific and technological knowledge is essential for the economic and security interests of any nation. Major countries are actively accumulating capacities by strategically identifying and nurturing key technologies, aiming to gain a competitive advantage amidst internal and external environmental shifts and the global competition for technological dominance. By comparing and analyzing trends in strategic technology policies in leading countries, we may be able to understand Korea's technology status and level as well as identify technologies to focus or develop. Accordingly, this study scrutinizes policy trends, criteria for technology selection, objectives, and strategies adopted by major countries regarding strategic technologies and offers insights into Korea's technological development by means of comparative analyses across strategic technologies among these countries.
