정상가족 규범과 한국의 주택공급정책에 대한 비판적 고찰

현대사회에서 가족의 형태는 다양하게 변화하고 있으며 이전과는 다른 재생산의 단위들이 만들어지고 있다. 그러나 한국의 주택정책은 이러한 현실과 엇박자를 내고 있다. 본 연구는 주택공급정책의 변천을 살펴보고 그 과정에서 정상가족 규범이 어떻게 작동하고 있는지 규명하고자 한다. 이를 위해 신제도주의를 분석의 틀로 사용한다. 분석의 결과 사회 전반에 자리잡은 문화로서 가족주의와 정상가족 이데올로기는 한국의 주택청약제도에 영향을 주었고 주택청약가점제도라는 결과를 낳았다. 또한 특별공급 역시 정상가족으로 향하여 나아가고 있는 가족을 포섭함으로써 가족의 정상성을 더 강화하는 결과로 이어졌다. 주택정책의 입안자들은 ‘주택의 실수요자를 누구로 볼 것인가?’에 대해 다시 한번 생각할 필요가 있다. 추가적으로 주택정책에서 저출산문제 해결 전략에도 변화가 필요하다. In contemporary society, Families and units of reproduction are changing. The rapid demographic change is likely generating policy mismatch. This paper examines the history of housing policy in South Korea, and critically investigates the embedded ideology that shapes the contemporary policy drawing on the New Institutionalism as a frame of analysis. As a result, the familism and normal family ideology as a macroscopic culture affect housing policy and lead to the point-based apartment application system. Even the special housing supply for the newly married couples and first-time buyers embrace the ‘normality’ of families, resulting in its re-enforcement. Policy makers should reconsider the actual demander of housing market and reflect the reality on the housing scheme. Additionally, the population strategy of housing policy should be transformed.

Neuropsychiatric events are common in patients with systemic lupus erythematosus (SLE). The estimated incidence of neuropsychiatric SLE (NPSLE) is 30 to 40%. However, NPSLE poses a difficult diagnostic challenge because a variety of conditions should be considered in the differential diagnosis, especially when patients present with uncommon or rare NPSLE features. We herein describe a 49-year-old man with SLE who initially presented with diplopia, ptosis, and gait disturbance that had developed 1 week after an upper respiratory tract infection. He was finally diagnosed with Miller Fisher syndrome (a variant of Guillain-Barr? syndrome) according to clinical symptoms, anti-GQ1b antibody positivity, and neurological study results. The patient recovered without sequelae with intravenous immunoglobulin therapy. This is the first report to describe a case of Miller Fisher syndrome that developed in a patient with SLE in Korea and suggests that Miller Fisher syndrome should be included as a differential diagnosis of NPSLE. Inflammatory bowel disease (IBD) is an idiopathic chronic inflammation of the intestines. IBD treatment may require anti-inflammatory agents such as sulfasalazine or 5-aminosalicylate (5-ASA) and immunomodulators to control the symptoms. However, these agents have a variety of common adverse effects such as nausea, vomiting, skin rash, leukopenia, thrombocytopenia, and infections. Moreover, rare side effects such as nephrotic syndrome, pneumonitis, and pericarditis can occur. A 21-year-old male was admitted to the hospital due to acute chest pain, fever, and sweating. The patient had a history of Crohn`s disease and had been taking mesalazine for 3 weeks. Chest x-ray, echocardiography, and clinical manifestations revealed that the patient had acute pericarditis. However, we did not recognize the relationship between these findings and 5-ASA at that time. Two years later, the patient took 5-ASA again, and similar symptoms occurred, which led us to confirm that he suffered from pericarditis induced by this drug. We report a case of acute recurrent pericarditis that developed after taking 5-ASA for IBD treatment with a review of the literature. (Intest Res 2012;10:289-294)
