국제공조의 이해와 강화 방안 – 인터폴을 중심으로 –

21세기에 들어서면서 국제사회는 초국가 사회로의 진입이 가속화 되고 있다. 또한 4차 산업혁명이라는 새로운 패러다임의 등장은 비단 과학기술의 진보뿐만 아니라 치안환경에 있어서도 무수히 많은 변화를 가져오고 있다. 이러한 변화들은 인간의 삶 전 영역에 있어 영향을 준다는 점은 부정할 수 없는 사실이며, 과학기술 및 교통과 통신의 발달은 치안환경에 있어서도 시간적ㆍ공간적 영역의 경계를 허물어버리고 있다. 특히 전화금융사기, 불법온라인도박, 디지털성범죄, 랜섬웨어 공격 등과 같은 해외를 거점으로 활동하는 초국가적 범죄의 사례가 매년 증가하고 있는 사실만 보더라도 충분히 인식할 수 있을 것이다. 이 연구는 나날이 증가하고 있는 국제범죄의 해결을 위해 필연적으로 수행해야 하는 국제공조수사의 종류, 법적근거, 절차 등 기본적인 이해를 도모하고 인터폴을 중심으로 하는 국제공조수사의 강화 방안의 제시를 목적으로 한다. 현재 인터폴을 통한 국제공조뿐만 아니라 국제공조수사자체에 대한 인식 수준은 전반적으로 낮은 단계에 머물러 있는 상황이다. 따라서 이 연구는 구체적으로 국제공조의 이해를 선행적으로 도모하고, 외교경로를 통한 국제공조의 실효성 문제를 살펴보고자 한다. 또한 실효성에 대한 문제들을 보완하고자 인터폴을 통한 국제공조수사의 강화 방안을 제시하고자 한다.

This study promotes the improvement of local incomes and rural activation by establishing rural experience theme park plans using local resources of Samzi district, Yeongyang-gun. The spatial scope of the study is the whole district of Samzi 1-ri, Yeongyang-eup, Yeongyang-gun, Gyeongsangbuk-do, the destination area is 129.927m2. The scope of the contents was to investigate general status of the site and was conducted as a basic plan, a basic planning stage through analysis of terrain and topography, slope analysis, aspect, SWOT analysis. The satisfaction of the customers to experience is increased, activation of rural exchange and income-generating infrastructure can be expected by creations the space of rural experience theme park. Themes are selected systematically and variety of the programs and spatial planning will be analyzed to promote more efficient business.

The  police  organization  has  been  influenced  by  various  social  environments and  has  made  ceaseless  efforts  to  change  according  to  the  paradigm  of  the times  and  society.  One  of  the  most  basic  and  core  elements  of  a police organization  is  human  resources.  This  is  because  good  and  essential  policies that  meet  social  needs  can  only  be  implemented  and  realized  thr ough  the management  of  human  resources. Efficient  human  resource  management  and  organizational  management  are essential  elements  in  achieving  the  goals  of  a  police  organization.  In  particular, the  management  of  human  resources  constituting  an  organization  must  be  carried out through more complex and diverse approaches than the organizational management aspect achieved through legal and institutional reorganization.  . Therefore, it is impossible to identify the root cause of social  phenomena  only with the identification of external factors such as legislation and standardized social  indicators  such  as  population  decline,  employment  rate,  and  crime  rate. I  think  there  will  be. Therefore,  this  study  aims  to  confirm  whether  there  are  actuall y  differences in  perceptions  by  generation  within  the  police  organization  where  various generations  coexist.  We  tried  to  find  out  if  it  existed  by  year. 경찰조직은  다양한  사회  환경에  영향을  받아  왔으며,  시대나  사회의  패러다임에  맞추어  변화하기  위해  끊임없이  노력  해  왔다.  경찰조직의  내적인  요소  중  가장  기본이자  핵심이라고  할  수  있는  것은  인적자원일  것이다.  사회적  요구에  부응하는  좋은  정책,  필수적  정책이  안착되려면  결국  인적자원의  운용을  통해야  비로소  실행되고  실현  될  수  있기 때문이다. 경찰조직의  목표달성에  있어  효율적인  인적자원관리와  조직관리는 필수적인  요소이며  특히  조직을  구성하고  있는  인적자원의  관리는 법적・제도적  정비를  통해  이뤄지는  조직관리 측면보다  더욱  복잡하고  다양한  접근을  통해  진행되어야  한다.  따라서  사회  현상들은  조직 외적인  요소인  법제의  파악과  인구감소,  취업률,  범죄율  등의  정형화된  사회적  지표만으로는  근본적인  원인을  파악  할  수  없을  것이며  조직 내의  다양한  원인들까지  파악해야  비로소  이러한  문제들을  어느  정도  해결  할  수  있을  것이라  생각한다. 따라서  이  연 구는  다양한  세대가  공존하는  경찰조직  내에서  세대별  인식의  차이가  실제로  존재하는지  확인하고자  하며,  구체적으로  조직 이탈  요인  중  하나로  지목  된  직무스트레스에  대한  구성원들의  인식차이가  세대별,  연 령별,  입직연 차별로  존재하는지  구분하여  파악  해  보고자  하였다

고등학교 지리교육의 자연지리 내용변천에 관한 연구

The aims of this study are to recognize changes of physical Geography contents in high school geography teaching, 1945-1974, and to be useful for the better organization of Physical Geography contents. For the purpose of study, structures of Physical Geography units, geographical terms, illustrations, maps, and graphs were analyzed in 12 text books used in different periods. The period is divided into 3 parts: The Period of the Geography Sylabus (1945-1955), the Period of the First Geography Curriculum (1955-1963), the Period of the Second Geography Curriculum (1963-1974). During the period of the Geography Sylabus, among the Physical Geography headings of global earth and landform were more emphasized in text than in those of the later periods. About 45 percent of the whole text was allocated into physical units. It is partly because there was no course of earth science and because of strong Physical Geography tradition during this period. In the period of the First Geography Curriculum, Physical Geography was treated with more emphasis on 'man-land' relationship. The relative importance of Physical Geography among the geography as a whole,- however, was lessened as compared with that of the other periods. Finally, in the period of the Second Geography Curriculum, Physical Geography was dealt with systematically and substantially in its contents, though total text book pages for Physical Geography contents were reduced. In this period, they put more emphasis on subjects of climates and soils.

경찰공무원 자살생각의 영향요인에 관한 연구: 스트레스-취약성 모델을 중심으로

Suicide is the most extreme of the various social phenomena we can experience, and it is highly likely that we will be sick even if we limit it to a group of civil servants, especially police officers, within society. This study recognized the importance of research on the idea of suicide of police officers in this background and wanted to identify factors that affect the idea of suicide. Specifically, factors affecting the idea of police officers committing suicide were identified, focusing on stress and vulnerability models. The scope and scope of the research, which had been suggested as the limitations of the existing prior studies, were expanded to include the entire police officers in the study, and the logistic return analysis was conducted by setting stress and depression as independent variables and suicidal thoughts as subordinate variables by utilizing the latest data for empirical verification among the published data. The analysis shows that stress and depression have a significant static effect on suicidal thoughts. Based on these findings, it suggests what should be the first priority in solving problems related to police officers' thoughts on suicide. Specifically, police officials themselves should encourage passive willingness to improve the current state of depression, and in line with this, the organization should also move toward easing the policy-tight organizational culture. In addition, efforts should be made to minimize the occurrence of welfare blind spots within the police organization by gradually increasing the budget for police-related mental health promotion. 자살이라는 현상은 우리가 겪을 수 있는 다양한 사회적 현상 중에서 가장 극단적인 현상일 것이며 이것이 사회 안에 사회인 공무원집단 특히 경찰공무원 집단으로 한정지어 보더라도 병들어 있을가능성이 높다고 예상할 수 있을 것이다. 이 연구는 이와 같은 배경에서 경찰공무원 자살생각에 대한 연구의 중요성을 인식하고, 자살생각에 영향을 미치는 요인을 확인하고자 하였다. 구체적으로는 스트레스-취약성 모델을 중심으로 경찰공무원 자살생각에 영향을 미치는 요인들을 확인하였다. 기존 선행연구들의 한계점으로 제시되었던 연구대상과 범위를 경찰공무원 전체로 확대하여 연구대상에 포함시켰고, 공개된 자료 중 실증적 검증을 위한 가장 최근의 자료인 ‘2013 경찰복지실태조사’ 데이터를 활용하여, 스트레스와 우울감을 독립변수로, 자살생각을 종속변수로 설정하여 로지스틱회귀분석을 실시하였다. 분석결과 스트레스와 우울감은 자살생각에 유의미한 정적인 영향을 미치는것으로 나타났다. 이와 같은 연구결과는 경찰공무원의 자살생각과 관련된 문제들을 해결하는데 있어 가장 우선시되어야 할 부분이 무엇인지 시사해 준다. 구체적으로 경찰공무원 스스로가 우울감을 가지고 있는 현재의 상태를 개선시키려는 소극적인 의지를 고취시켜야 하며 이에 발맞춰 조직 역시 정책적으로 경직된 조직문화를 완화시키는 방향으로 나아가야 할 것이다. 또한 경찰 관련 정신건장증진 예산을 점진적으로 늘려가 경찰조직 내의 복지 사각지대 발생을 최소화시키는 노력이 필요하다고 할 수 있다.

스마트해양경찰 구축을 위한 과학치안기술 정책 발전방안

이 연구는 4차 산업혁명시대에 맞춰 대한민국 경찰을 넘어 전 세계 경찰조직에서 도입하고 있는 스마트치안(SMART Policing)을 해양의 안전을 책임지고 있는 해양경찰에 도입하여 해양안전의 발전방향을 설정하는 데 목적이 있다. 대한민국의 해양경찰은 국가의 성장과 더불어 급속한 성장이 함께 이루어지고 있다. 해양경찰은 시대의 변화 및 과학기술의 발전 등으로 인한 새로운 전환점에 와 있다. 정보통기술과 과학기술이 빠르게 발전하면서 해양경찰 역시 조직적·정책적으로 이를 적용해야 하며 변화해야만 한다. 제4차 산업시대의 다양하고 융합적인 기술 격변을 해양경찰 정책에도 적용되어 사회 여러 분야의 발전과 함께 발전하고, 변화과정의 시행착오를 최소화해야 할 것이다. 또한 해양현장에서의 의사결정의 방법 및 사고예방의 방법을 개선시키는데, 유효한 이론적 틀과 활동 모델로서 선진국이 활용하고 있는 스마트 치안과 의사결정 방법으로서 재난환경을 분석을 고찰하고, 이를 적용 시키는 것이 중요하다고 할 것이다.
