현행 국가 보육정책 하에서 어린이집 원장의 운영경험에 대한 면담 연구

This study sampled a total of four daycare center directors for the purpose of qualitatively analyzing interviews about daycare center directors' operating experiences under the national childcare policy. The study was conducted from September 2022 to March 2023, and data were collected through a total of 20 in-depth interviews (5 times per person). As a result of the study, first, daycare center directors played a multi-player role by operating operations that reflected the national childcare policy and the characteristics of the type of daycare establishment, consumer-centered parent education, and teacher management within the Labor Standards Act. Second, the directors stated that the national childcare policy, specifically the childcare subsidy, has led to the transformation of childcare into a service. It has also resulted in the expansion of public and workplace daycare centers for display purposes and the weakening of parental responsibility for raising children due to various childcare support systems. Third, the directors discussed the pros and cons of guiding and inspecting daycare operations under the national childcare policy, the uniformity brought about by the daycare center evaluation system, and the pros and cons of improving the current teacher treatment. Lastly, the directors suggested the direction of integrating kindergartens, guaranteeing the identity of school staff, implementing mandatory parent education, and strengthening basic education for infants and toddlers as urgent tasks that the national childcare policy should embrace. Accordingly, this study suggests the need to strengthen the public nature of national childcare policies and establish a ‘bottom-up’ national childcare policy that guarantees the rights and happy lives of infants, young children, and parents while accommodating the needs of consumers. 본 연구는 국가 보육정책 하에서 어린이집 원장의 운영 경험에 대한 면담 내용을 질적으로 분석하는것을 목적으로 총 4명의 어린이집 원장을 목적 표집하였다. 연구는 2022년 9월부터 2023년 3월까지진행되었으며, 총 20회(5회/1인)의 심층 면담을 통해 자료를 수집하였다. 연구 결과 첫째, 어린이집 원장들은 국가 보육정책과 어린이집 설립 유형 특성을 반영한 운영, 수요자 중심의 부모교육, 근로기준법내에서 교사 관리, 멀티플레이어의 역할을 하였다. 둘째, 원장들은 국가 보육정책인 보육료 지원이 가져온 보육의 서비스화, 보여주기식 국공립 · 직장어린이집 확충, 다양한 양육 지원제도로 인한 부모 양육책임 약화 등이 나타난다고 하였다. 셋째, 원장들은 국가 보육정책의 어린이집 운영 지도 · 점검의허와 실, 어린이집 평가제가 가져온 획일화, 현행 교사 처우개선이 가져다준 득과 실에 대해 말하였다. 마지막으로 원장들은 국가 보육정책이 끌어안아야 할 당면과제로 유보통합의 방향성, 교직원의 정체성보장, 부모교육 의무화, 영유아를 위한 기본교육 강화를 제안하였다. 이에 본 연구는 국가 보육정책의공공성 강화와 부모뿐만 아니라 영유아의 권리와 행복한 삶을 보장하고 수요자들이 필요로 하는 요구를 수용하는 ‘아래에서 위로’의 국가 보육정책 수립의 필요성을 시사한다.

현직 유아 교사들이 경험하는 부모 상담: 혼돈과 극복, 그리고 해법

This study aims to examine, through qualitative analysis, the experiences of early childhood teachers who provide parental counseling. Five teachers interested in parental counseling and willing to share their experiences were recruited for this study. Three semi-structured interviews were conducted with each of them. The findings on their experiences in parental counseling were summarized as confusion, overcoming, and solution. First, they experienced a chaotic reality during the counseling process, which was attributed to the roles and identities of parents, children, and teachers. Second, they used various methods to overcome this confusion, such as the use of directive and non-directive counseling strategies. Third, they expressed a need for professional support and institutional support for parents, teachers, and infants to address the issues raised during parental counseling. The findings of this study are meaningful as they revealed the realities confronted by early childhood teachers in parental counseling and the direction that teacher or parental support should take since it is needed in parental counseling. 본 연구는 현직 유아 교사들의 부모 상담 경험에 대한 이야기를 듣고 내용을 질적으로 분석하는 것을 목적으로 한다. 자료 수집을 위해 부모 상담에 관심이 많고 적극적으로 이야기를 공유해 줄 수 있는 연구참여자 5명을 목적적 표집하고 반구조적 심층 면담을 3회 실시하였다. 연구 결과 현직 교사들의 부모 상담 경험은 혼돈과 극복, 그리고 해법이라는 세 단어로정리되었다. 첫째, 교사들은 상담 과정에서 혼돈되는 현실을 경험하고 있었다. 교사들이 마주한 혼돈된 현실은 부모, 유아, 교사 각자의 역할과 정체성으로부터 비롯되는 것으로 나타났다. 둘째, 교사들은 이러한 혼돈을 극복하기 위해 다양한 방법을 사용하고 있었다. 교사들은직접적으로 보이는 구체적인 상담 전략, 또는 표면적으로 드러나지는 않지만 자신만의 우회적인 방법으로 상담에 임하고 있었다. 셋째, 교사들은 부모 상담에서 당면한 문제 해결을 위해 부모, 교사, 유아에 대한 전문적인 지원과 제도적 지원의 필요성을 경험하고 있는 것으로나타났다. 본 연구는 부모 상담에 관심과 적극성을 가진 현직 교사들의 적극적인 부모 상담경험을 분석함으로써 그들이 부모 상담에서 마주하고 있는 현실을 진단해 보았다는 데에 의의가 있다. 이와 같은 연구 결과는 부모 상담에서 현실적으로 필요한 교사 지원이나 부모 지원의 방향성을 제시할 수 있을 것으로 기대된다.
