한국전력산업의 정부통제,경쟁환경,소유구조가 공공성 및 기업성 향상에 미치는 영향에 관한 실증적 연구: 한국전력공사를 중심으로

The purpose of this study is to find out main factors affecting public enterprise's environment , which improves the performance of public enterprise. In detail, under the premises of keeping publicity in Korea Electricity Industry, the main target of this study is to seek after factors enhancing entrepreneurship and deals with publicity which is related with entrepreneurship. Questionnaires are distributed to the employee of public enterprise, public servants, and civil corps. A total of 553 copies are collected. The main contents of questionnaires are related with the effect of publicity and entrepreneurship by government control, competitive environment, and shareholding structure in Korea Electricity Power Corporation(KEPCO). The results of this survey are as follows: First, government control is negatively related to the entrepreneurship while it is positively related to the publicity. Second, this survey shows that competitive environment has a positive influence on promoting both publicity and entrepreneurship. Third, this survey in connection with shareholding structure indicates that present structure in KEPCO has a positive effect on publicity but negative effect on entrepreneurship. According to this empirical results, it is verified that the main issues on the performance of KEPCO are related with the level of government control and competitive environment in its industry. 본 연구에서는 한국전력의 경영성과를 제고하기 위한 근본원인을 찾기 위해 기업의 환경적 요인에 대한 탐색을 하고자 하였다. 구체적으로는 공공적 특성을 유지한 전력산업이라는 대전제하에서 한국전력의 기업성의 제고를 연구의 주 대상으로 삼고자 하였으며, 공공성과의 상관관계를 복합적으로 다루었다. 이와 같은 과제를 탐색하기 위하여 정부투자기관 직원, 공무원, 시민단체 등 553명을 대상으로 우리나라 대표 공기업인 한국전력을 중심으로 정부통제, 경쟁환경, 소유구조가 공공성 및 기업성 향상에 미치는 영향에 관한 실증적 연구를 시행하였으며 그 결과는 다음과 같다. 첫째, 한국전력에 대한 정부통제가 경영성과에 미치는 영향분석에서 “공공성 증진에는 정(+)의 영향을 미치고 기업성 증진에는 부(-)의 영향을 미친다”는 가설이 각각 채택되어 공기업의 목적달성을 위해서는 정부통제가 필요하지만, 기업성 확보 측면에서는 정부통제가 부정적인 영향을 끼치는 것으로 밝혀졌다. 둘째, 한국전력에 대한 경쟁환경이 경영성과에 미치는 영향분석에서 “공공성 증진에는 부(-)의 영향을 미치고 기업성 증진에는 정(+)의 영향을 미친다”는 가설은 전력산업에 경쟁환경 도입이 공공성 증진뿐만 아니라 기업성 증진에도 정(+)의 영향을 미치는 것으로 나타나 경쟁의 필요성이 확인되었다. 셋째, 한국전력에 대한 소유구조가 경영성과에 미치는 영향분석에서 “공공성 증진에는 정(+)의 영향을 미치고 기업성 증진에는 부(-)의 영향을 미친다”는 가설이 각각 채택되어 현재 소유구조 하에서는 공공성 증진에 긍정적인 영향을 미치며 기업성 증진에는 부정적인 영향을 미치는 것으로 나타나 기업성 증진을 위해서는 소유구조에 대한 개선노력이 있어야 할 것으로 판단된다. 이상의 가설증명에서 보듯이 한국전력의 경영성과(공공성, 기업성)증진에는 정부통제의 정도, 경쟁환경조성 및 소유구조의 개선이 중요한 변수임이 입증되었다.

Weigi(衛氣) is defensive energy which moves outside the conduits, permeating the surface of the body and warding off exogenous pathogens ; superficial resistance of the body. Yinggi(營氣) is constructive energy which moves though the conduits and nourishes all the organs This volume commets on creation and gathering of Yinggi(營氣)-Weigi(衛氣). Therefore subjicts can be chosen Yong Wi Sang Whei(營衛生會). This volume contents three chapters ChapterⅠdeals that yingi(營氣) is created from zhuogi(終期) ; dense part of food essence or waste gas, e.g., the air expirde or flactus discharged; and wei is created from qinggi(淸氣); ⑴ fresh air usually referred to the air inspired in the lung ⑵ food energy or nutrient esp. the clarified thin part of food essence ⑶ clear up the evil heat from the Qi system: a method in treating febrile diseases. Chapter Ⅱ deals with the difference between a youth and adult. Chapter Ⅲ deals with the relation between yinwei(영위) and Triple Burners.

As public awareness and participation in politics arises with greater consciousness on sovereignty, South Korean government has been making efforts to provide as many voting opportunities as possible through various kinds of institutional and legal strategies. However, despite the systems for voting convenience, complaints and dissatisfactions continue to exist in terms of violating political rights of voters with disabilities. ▲ Expansion of access at all polling stations ▲ All due expediency in the voting process ▲ Strengthening education on disability support for election officials and others ▲ Guarantee of the right to direct participation of persons with disabilities in all voting processes ▲ Guarantee of suffrage for the disabled in residential facilities. It is urgent to legislate for social integration through social participation and equality of the disabled. 우리나라에서는 정치에 대한 국민들의 관심과 참여가 점차 높아지고 주권의식 수준도 향상되어, 유권자들에게 더 많은 투표기회를 제공하려는 노력이 각종 법과 제도를 통해 실현되고 있다. 현재 우리나라에서는 다양한 투표편의제도를 시행하고 있으나, 장애인 유권자의 참정권 확대에 대한 문제제기가 다양하게 나타나고 있다. ▲모든 투표소의 접근성 확보 ▲투표과정에서의 모든 정당한 편의 제공 ▲선거사무원 등 관련자들의 장애인지원에 대한 교육 강화 ▲모든 투표과정에서 장애인당사자의 직접 참여에 대한 권리 보장 ▲장애인거주시설 장애인의 참정권 보장 등이 그것이다. 장애인의 완전한 사회참여와 평등을 통한 사회통합을 실현하기 위하여 이를 법제화하는 것이 시급할 것이다.

Electrocautery-Ignited Surgical Field Fire Caused by a High Oxygen Level during Tracheostomy

Tracheostomy is a relatively common surgical procedure that is performed easily in an operating room or intensive care unit. Open tracheostomy is needed in patients requiring prolonged ventilation when percutaneous tracheostomy is inappropriate. Sometimes, it is difficult to achieve bleeding control in the peritracheal soft tissue, and in such cases, we usually use diathermy. However, the possibility of an electrocautery-ignited surgical field fire can be overlooked during the procedure. This case report serves as a reminder that the risk of a surgical field fire during tracheostomy is real, particularly in patients requiring high-oxygen therapy.
