정책집행의 영향요인 분석 - 농촌진흥청 정부3.0사업을 중심으로 -

이 연구는 농촌진흥청의 정부3.0정책과제를 사용하여 효과적인 정책집행의 요인을 탐색하기 위한 연구이다. 조직운영, 조직구조, 조직문화, 관계성, 구성원 역량의 5개 측면에서 정책과제를 집행하는 담당자들이 중요시 여기는 요인들을 탐색하고, 이를 통해 효과적 정책집행을 도모하고 있다. 농촌진흥청에서 추진 중인 19개 정책과제 담당자들과의 면접 및 문서검토를 통해 분석틀이 제공한 5개 분야에서 정책집행자들이 주목해야 될 요인들을 파악하였다. 실무담당자들은 조직 구조와 조직 운영 분야를 가장 중요한 부분으로 생각하였고, 그 다음이 조직문화와 관계성, 그리고 구성원의 역량에 대한 부분을 비교적 적게 중요시하였다. 특히 유관부서와의 소통 및 소통능력이 강조되면서, 과제와 관련된 다양한 행위자들이 유기적으로 소통할 수 있는 조직구조 및 운영지침, 아울러 문화를 만드는 것이 강조되었다. The study seeks to explore factors contributing to policy implementation, with a case study of 19 government3.0 programs in Rural Development Administration, Korea. This study analyzes their policy implementations with a framework which consists of organizational operation, network of actors, organizational culture, ability of implementers, and organizational structure. The analysis finds out that structural and operational sides run by the implementing organization are the most critical factors for effective implementation. The structure and operation have to be designed in a way to promote communication among actors and stakeholders. Effective and frequent communication leads to the maturation of organizational culture in the agency.

Social enterprises have been introduced as a way to overcome both market failure and state failure. Inheriting the tradition of new public management suggested are the collaboration among nonprofit organizations, business organizations, and government agencies. While social enterprises in the western countries are built upon the strong legacy of the 3rd sector, ones in Korea have been rapidly developed through public policies. Despite the rapid development, the social enterprise have heavily criticized by civic groups for its poor performance and ideological tendency. This study argues that, to improve their performance, public policies related to social enterprises must understand the three key concepts: the complexity of its goals, sustainability from financial independence, and interaction with the 3rd sector organizations and social enterprises.
Toward Sustainable Watershed Management:A Case Study of San Francisquito Creek Watershed

This paper employs the complex adaptive system approach to explore aprocess by which collective action emerges among a number of different stakeholderorganizations in a functionally-integrated space. The exploration is to investigate thelearning process of the organizations and to identify the critical factors that facilitate andprohibit learning and ensuing change. This case study of San Francisquito Creekwatershed management shows that information search and exchange activities ofindividual actors in the system lead to the learning of shared nature of problems and havethem change the pattern of interaction and build shared understanding about managingwatersheds. The change to collective action through information exchange is an essentialpart of maintaining the sustainability of the watershed and of generating collective actionof individual actors.
Change Analysis and Development Direction of BK21 PLUS Project: Focusing on Social Big Data Analysis

Fundamental changes are also emerging from the missions and roles in the university education and the contents and methods in the university education. In the changes of environments and constitutions in this university education, now is the time when more fundamental reflection is required and long-term and detailed plans are established regarding what is the image of university that people want, how to develop university education and how the financial support for university education should be changed. Meanwhile, BK21 PLUS (Brain Korea 21 PLUS) has been analyzed through the reports and related press releases. Recently, as smart devices and social media spread out rapidly, the amount of data is increasing exponentially and Big Data Age arrives where the data can become an economic asset while making big changes in data production, distribution and consumption, now is the time to analyze the public awareness about the government policy through social big data analysis. Therefore, this paper analyzed the changes of the project through the analysis of social big data focusing on the university financial support project, especially on BK21 PLUS Project which is a research-oriented university support project, and presented the development direction of this project in an exploratory level. In the tentative BK21 FOUR project which will newly start in 2021, differentiation is required to select only the top 15% of universities as research-oriented university. First, in the aspects of human resource development, a virtuous autogenous ecosystem should be established for higher education. A system should be designed to construct virtuous ecosystem and utilization plans of manpower should be improved. Second, in the aspects of research competitiveness, efforts should be made to strengthen the quality of balanced research competence. In order to strengthen autonomous competition and research competitiveness, project reorganization should be made focusing on project teams.
Sustainable Development in an Environmentally - Focusing on Intermediate Organizations -

Sustainable redevelopment of environmentally challenged regions has been a major interests in the fields of regional development and environmental policy. Difficult are always developing watersheds in which a multiplicity of local governments, nonprofit and civic organizations, and interest groups are tangled up in complex ways. Imbuing policy ideas such as sustainable development in a diversity of regional development policies are even more harder in complex policy environment. This case study analyzes efforts of local government and stakeholder organizations in a watershed and identifies adaptive capacity of stakeholder organizations, their communication channels and networks, and external resource from entities from state and federal levels. Actors in the watershed established an intermediate organization, IMEF, which provides a place for dialogue and deliberation among stakeholders. IMEF recruited a local education and research institutes and have them play a role of facilitator. The intermediate organization helps communities in the watershed build a long-term plan based upon social and environmental sustainability while undertaking sustainable development projects in the first place.
