        Space-Time Quantization and Motion-Aligned Reconstruction for Block-Based Compressive Video Sensing

        The Compressive Video Sensing (CVS) is a useful technology for wireless systems requiring simple encoders but handling more complex decoders, and its rate-distortion performance is highly affected by the quantization of measurements and reconstruction of video frame, which motivates us to presents the Space-Time Quantization (ST-Q) and Motion-Aligned Reconstruction (MA-R) in this paper to both improve the performance of CVS system. The ST-Q removes the space-time redundancy in the measurement vector to reduce the amount of bits required to encode the video frame, and it also guarantees a low quantization error due to the fact that the high frequency of small values close to zero in the predictive residuals limits the intensity of quantizing noise. The MA-R constructs the Multi-Hypothesis (MH) matrix by selecting the temporal neighbors along the motion trajectory of current to-be-reconstructed block to improve the accuracy of prediction, and besides it reduces the computational complexity of motion estimation by the extraction of static area and 3-D Recursive Search (3DRS). Extensive experiments validate that the significant improvements is achieved by ST-Q in the rate-distortion as compared with the existing quantization methods, and the MA-R improves both the objective and the subjective quality of the reconstructed video frame. Combined with ST-Q and MA-R, the CVS system obtains a significant rate-distortion performance gain when compared with the existing CS-based video codecs.

The implementation of the “The Belt and Road Initiative” will help cushion the external pressure faced by China's peaceful rise. At the same time, it promotes the construction and improvement of the new international order, and enhance China's right to speak internationally in the international community. At the same time, with the deepening of China's “the belt and road initiative”, China and other countries along the route will gain development opportunities in the fields of economic diplomacy, people-to-people humanities diplomacy, and non-traditional security. Further more, in the process of promoting the “The Belt and Road Initiative”, there are also many challenges, such as the countries along the route are skeptical about the “The Belt and Road Initiative”, the conflicts caused by ethnic, religious and cultural differences, and the interference of external forces. The so-called opportunities and challenges keep pace with each other. We need to seize the diplomatic opportunity of the “The Belt and Road Initiative”, whilist try our best to cope with the challenges we are facing, and effectively promote the development and construction of our country.

      • The Evolution Logic and Its Influence of the Geopolitical Conflict in the Middle East Under the Profound Changes Unseen in the Century—— A Study on the Evolution of the Syrian Civil War—Proxy war Conflict

        The civil war in Syria became the “crater” and “pustule mouth” of the Jasmine Revolution. Looking back at history, the development trend in Syria is based on the logic of “civil strife-civil war-chaotic war-proxy war”. Anti-government armed activities aimed at overthrowing Bashar regime are one after another, and Syria's political and economic development has been seriously affected. Compared with other countries in the Middle East, Syria's civil war is slightly different. This is not just a civil war and sectarian conflict in a strict sense. In the later period, its civil war evolved into a geopolitical game in which the big countries inside and outside the territory and the triple powers in Syria crisscross each other. In addition, the spillover effect of the Syrian civil war has had a substantial impact on the Middle East. The development sequence of Syrian geopolitical conflict is from civil war to Proxy war, which is essentially the external manifestation of several rounds of military and political games between big countries. The logic of this geopolitical conflict is universal in the Middle East. Syria’s geopolitical strategy is prominent, and multi-dimensional forces inside and outside the region participate in it. Its geopolitical game has experienced a long period, while other Middle Eastern countries may have only experienced part of it. In the Middle East, due to sectarian contradictions and political dominance competition within the country, it will eventually develop into a geopolitical situation in which internal and external forces are superimposed. In short, in the future development process, these “indirect forces” inside and outside the domain will probably still play an invisible role in the geopolitical conflicts in the Middle East, and will continue to influence the development trend of the geopolitical pattern of Middle East countries.

        Linear stability analysis of Rayleigh-Bénard convection of cold water near its density maximum in a vertically heated annular container

        In order to understand the onset of Rayleigh-Bénard convection of cold water near its density maximum in a vertical annular container heated from below and cooled from above, the instability of the static diffusive state was investigated by linear stability analysis. Two kinds of thermal boundary conditions, perfect insulating and conducting sidewalls, were used. The aspect ratio and radius ratio of the annular container varied from 0.5 to 4.5 and 0.1 to 0.8, respectively. Results indicate that the critical Rayleigh number and the critical wave number increase with the increase of density inversion parameter. There are some new flow modes with large azimuthal wave number near the convection onset for cold water with density maximum, which are not observed in Rayleigh-Bénard convection of the Boussinesq fluids. The stratified flow phenomenon in cold water with density maximum is certified. The larger the density inversion parameter is, the more obvious the stratified flow phenomenon becomes. With the increase of the aspect ratio, the critical Rayleigh number decreases, but the critical wave number increases. However, with the increase of the radius ratio, both the critical Rayleigh number and the critical wave number increase continuously. Furthermore, the effect of thermal boundary conditions at the sidewalls on the convection stability is also validated.

      • An Examination of Security Risks in China-Pakistan Investment Cooperation under Changing Dynamics

        As the most important part of China-Pakistan Economic Corridor, Pakistan itself has been facing problems like terrorism attacks, political turmoil and economic crisis. Especially after the U.S. withdraw from Afghan, its western borders close to Afghan has been facing numerous violence accidents and unstable factors. These problems cause serious situation to any personnel stay in Pakistan, and thus difficulties in progressing projects. However, except for those obstacles in front of Chinese personnel, Pakistan government has been determined to dedicate to economic development, thus CPEC and its related programs undoubtedly become Pakistan’s most feasible and reliable economic growth projects and vice versa. Among many other policies, Pakistan has launched security policies and special measures for Chinese staffs. Thus for investors, Pakistan is still the friendliest government with welcoming people. Based on analysis, there is still solid ground to stick to the CPEC and go on cooperation, while new investors need to assess all practical problems and factors to make decisions.

        Grenville-age orogenic event along the northeastern margin of the Quanji massif, NW China: constraints from ~1.1 Ga migmatite

        Detailed petrologic, geochemical and geochronological investigation on migmatites provide key information on the tectonic-magmatic history of the Quanji Massif, NW China. The studied migmatites are mainly composed of granitic gneisses, with lenticular refractory residua spread along its foliation. Zircon U-Pb ages of 1129.2 ± 7.4 Ma (1σ, MSWD = 0.34, N = 31) and 1135.1 ± 9.5 Ma (1σ, MSWD = 0.05, N = 22) were determined for the granitic gneiss and refractory residue, respectively. Garnet grains from the refractory residue show no distinctive intra-crystalline zonation, and are rich in Fe and Mg, but poor in Ca and Mn, akin to those from metapelite. Samples from the granitic gneisses have high contents of SiO2 (from 67.92% to 69.89%), K2O (from 3.94% to 5.00%) and A/CNK (1.11–1.17), with LREE enrichment and distinctly negative Eu anomalies (Eu/Eu* = 0.49–0.53) in the chondrite-normalized REE patterns, and significantly negative Nb, Ta, Ti and Sr anomalies in the primitive mantle-normalized spider diagrams. Granitic gneisses samples have consistent Nd isotope compositions with negative εNd(t) values ranging from –1.06 to –6.04, and TDM model ages ranging from 1.83 to 2.23 Ga. These geochemical features suggest that the granitic rocks belong to the S-type granites, which were predominately derived from a late Paleoproterozoic crustal source. The granitic gneiss was probably formed by partial melting of the sediments which had been suffered graunlite-facies metamorphism. The components with low melting points (e.g., felsic minerals) might replace the sediments to form migmatites and migmatitic granites, and thus preserved the refractory residua. Therefore, the late Mesoproterozoic orogenic event is the coeval response of the global Grenvillian orogeny, indicating an important crustal remelting episode in the Quanji Massif.

        이상과 같이 Frying시 기름의 성상 변화를 살펴 본 결과 Heat, Oxygen등의 요소로 인해 기름내부에서는 끊임없이 수 많은 화합물이 생성되고 분해되는데 이러한 변화는 각 화합물마다 단독적으로 혹은 타화합물과 상호 작용하여 이루어지며 중복, 연속적이 가운데 진행됨을 보여 주었고 또 산패도 측정시에는 P.V. 나 C.V.등 어느 한 가지 방법만으로는 유지의 멱적 변화를 판단하기 어려우므로 적어도 몇 가지 방법을 동시에 이용해야 함을 강조해 주었다. Frying 유지에 대한 Preliminary test인 본 실험을 바탕으로 앞으로의 연구를 위해 몇 가지 제언을 한다면 첫째, 일단 생성된 Peroxide, Carbonyl화합물, Polymer등은 분해되어 다른 물질로 변화된다 하더라도 잠재적인 toxic effect를 보유하고 있으므로 이들의 양적인 변화만으로는 가열된 유지가 체내로 흡수된 후의 toxic effect를 보유하고 있으므로 이들의 양적인 변화만으로는 가열된 유지가 체내로 흡수된 후의 toxic여부를 단정지을 수 없다. 그러므로 본 실험에서 얻은 바, Frying유지 성상변화에 대한 결과를 바탕으로 tissue level에서의 toxicity에 대한 연구가 뒤따라야 하겠다. 둘째, 외국에서는 Frying fat, 특히 Commercial frying fat에 대한 survey 및 연구가 광범위하게 이루어지고 있는 반면, 우리나라에서는 튀김음식을 대량으로 생산, 소비하고 있는 현실에서 Frying fat에 대한 연구가 충분히 되어 있지 않았으므로 앞으로 이에 대한 자세한 연구가 뒤따라야 하겠다. 셋째, Frying유지는 유지의 종류 및 성질, Frying시간, Frying온도, 공기와의 접촉정도, Fry하는 용기의 상태, 튀김 음식의 종류, 보관상태등 여러 가지 조건에 따라 질적인 변화에 있어서 차이가 극심하므로 이러한 여러 가지 Fry조건에 대한 안전기준이 세워져야 하겠다.

        Research on Evolution of Regional Synergetic Cross-border E-Commerce Ecosystem

        Based on the ecosystem theory, the theory of regional synergetic cross-border e-commerce ecosystem is put forward. According to the theory, regional synergetic cross-border e-commerce ecosystem is composed of environment and various species. Its evolution is the result of game between environment and components and among components. Especially, the synergetic development of regional ecological communities has an important impact on ecosystem evolution. Its evolution process is gradual, including four stages: synergetic constrution, synergetic expansion, synergetic co-opetition and synergetic innovation. On this basis, taking the cross-border e-commerce ecosystem in Beijing-Tianjin-Hebei as an example, this paper applies the theory of regional synergetic cross-border e-commerce ecosystem to analyzed the status quo of environment and species of cross-border e-commerce ecosystem in Beijing-Tianjin-Hebei and the impact of its basic relationship. The results show that the cross-border e-commerce ecosystem in Beijing-Tianjin-Hebei is in the stage of synergetic expansion. On the advance of the cross-border e-commerce ecosystem in Beijing-Tianjin-Hebei, policy support and supervision, scientific and technological innovation, cross-border logistics support and integrated service system construction will be valued, and the focal point will be strengthening regional synergy by building regional core competitiveness, rational positioning and dislocation development.
