        Trevor Wood is Chief Operating Officer of Interexport Management Systems (IMS) based in London, UK. IMS are involved in a range of export control training activities worldwide and support the US and UK governments in their work. IMS has also developed the Checker tools for the UK (see http://www.ecochecker.co.uk) and undertook and Impact Assessment Study for the European Commission on possible changes to the EU Dual Use Items Regulation 1334/200 (see http://trade.ec.europa.eu/doclib/docs/2006/april/tradoc_127589.2.pdf). Trevor spent 9 years at the Export Control Organization in the UK, initially as a Technical Officer involved in developing the first EU Dual Use List and then as ‘Head of the Licensing Group’which involved managing all aspects of export licence processing in the UK.         The phylogeographic history of amphitropical Callophyllis variegata (Florideophyceae, Rhodophyta) in the Pacific Ocean

        Chilean species of marine macroalgae with amphitropical distributions oftentimes result from introductions out ofthe Northern Hemisphere. This possibility was investigated using haplotype data in an amphitropical red macroalgaepresent in Chile, Callophyllis variegata. Published sequence records from Canada and the United States were supplementedwith new collections from Chile (April 2014-November 2015). Specimens of C. variegata were amplified for the 5′end of the cytochrome c oxidase subunit I gene (COI-5P) and the full length nuclear internal transcribed spacer region. Haplotype networks and biogeographic distributions were used to infer whether C. variegata was introduced betweenhemispheres, and several population parameters were estimated using IMa2 analyses. C. variegata displayed a naturalamphitropical distribution, with an isolation time of approximately 938 ka between hemispheres. It is hypothesized thatcontemporary populations of C. variegata were established from a refugial population during the late Pleistocene, andmay have crossed the tropics via rafting on buoyant species of kelp or along deep-water refugia coincident with globalcooling, representing a rare case of a non-human mediated amphitropical distribution.

        New Perspectives on the Security of Korea

        The author`s personal link with Korea goes back to 1945, when he was a member of a State-War-Navy Coordinating Committee (SWNCC) working group that formulated the US Government`s “Post-Surrender Policy for Korea.” At that time he was the US Army`s staff action officer on matters relating to Korea. Now, 44 years later, he is assessing significant perspectives affecting the military security of South Korea for the year 1990. The environment for this assessment is undergoing remarkable changes. Nevertheless, there are some military considerations that have not changed, and that are not likely to change. Important among these is the effect of terrain on combat, particularly significant in Korea, an extremely rugged peninsula. Also unchanged are the relationships of man and human nature to war, and the classical Principles of War, with Mass, Surprise, Maneuver and Security particularly relevant to combat in Korea. An assessment of the security of Korea must be undertaken, however, bearing also in mind considerations that do change. Significant among these are developments in new weapons technology and the new international climate. Two kinds of technological developments affect combat: first are improvements in existing weapons. Second are totally new weapons, to include “zero-CEP” and directed-energy varieties. New politico-military developments will affect relations of Korea with its neighbors: China, Japan and the USSR. These relations are, in turn, affected by the growing attention to arms control in a world of generally reducing tensions; but a trend less manifest in Korea than in most other parts of the world. The survey concludes by war gaming a hypothetical invasion scenario. The war game assumes that terrain, as it has in the past, dictates the invasion routes. The model selected for this analysis (an adaptation of the Quantified Judgment Model) indicates that, because of fortified defenses and rugged terrain, the ROK Army should be able to stop a North Korean advance after a modest penetration of fortifications in the western littoral. Despite relaxation of tensions in many parts of the world, the Republic of Korea cannot afford to allow its military strength to decline. However, security can be assured with a three-way balance between battle readiness of active forces, efficient mobilization of well-trained reserves, and research and development to adapt new technologies to Korea`s defense needs.

        The basis of modern risk-based safety management is to focus on what might happen and ensure it is designed out of the system by robust hazard identification and risk analysis. However, in the real world things go wrong and it is essential to be prepared for the worst so that the response can minimise harm and loss of property and damage to the environment. Whilst some hazard mitigation measures are aimed at preventing incidents, others are aimed at minimising harm and preventing escalation.The results of the tests concluded that the most effective means of evacuation was that carried out by the control room, both with and without, local station staff assistance using directive public address announcements and CCTV surveillance.

        An Experimental Study on Bond Strength of Reinforcing Steel in Self-Consolidating Concrete

        An experimental investigation was conducted to compare the bond strength of reinforcing steel in self-consolidating concrete (SCC) with conventional concrete (CC). This study investigated two different compressive strengths of SCC as well as CC. The experimental program consisted of 24 pull-out specimens as well as 12 full-scale beams (three for each concrete type and strength). The pull-out specimens were based on RILEM recommendations, and the beam specimens were tested under a simply supported four-point loading condition. The CC test results served as a control and were used to evaluate the results from the SCC pull-out and beam specimen tests. Furthermore, a comparison was performed between results of this study and a bond database of CC specimens. These comparisons indicate that SCC beams possess comparable or slightly greater bond strength than CC beams.

        Frailty Syndrome and the Use of Frailty Indices as a Preoperative Risk Stratification Tool in Spine Surgery: A Review

        This comprehensive narrative literature review aims to extract studies related to frailty indices and their use in elective spine procedures, as limited studies regarding frailty exist in the spine literature. Most studies are retrospective analyses of prospectively collected databases. Evidence suggests a positive correlation between frailty level and mortality rate, postoperative complication rate, length of stay, and the possibility of discharge to a skilled nursing facility; these correlations have been illustrated across various spine procedures. The leading index is the modified frailty index, which measures 11 deficits. The development of more comprehensive frailty indices, such as the Adult Spinal Deformity Frailty Index, are promising and have high predictive value regarding postoperative complication rate in patients with spinal deformity. However, a frailty index that combines clinical, radiographic, and laboratory measures awaits development. Perhaps, the use of a frailty index in preoperative risk stratification for elective spine procedures could serve multiple purposes, including screening for high-risk patients, enhancement of operative decision making, approximation of complication rate for informed decision making, and refinement of perioperative care. Further prospective studies are warranted to determine clinically meaningful interventions in frail individuals.

        Design and Simulation of an 808 nm InAlAs/AlGaAs GRIN-SCH Quantum Dot Laser Diode

        Quantum dots were designed within a GRIN-SCH(Graded index - Separate confinement Heterostructure)heterostructure to create a high power InAlAs/AlGaAs laser diode. 808 nm light emission was with a quantum dot composition of In0.665Al0.335As and wetting layer composition of Al0.2Ga0.8As by LASTIP simulation software. Typical characteristics of GRIN structures such as high confinement ratios and Gaussian beam profiles were shown to still apply when quantum dots are used as the active media. With a dot density of 1.0x1011 dots/cm2, two quantum dot layers were found to be good enough for low threshold, high-power laser applications.

      • REASONS FOR DOING BUSINESS WITH NORTH KOREA

        Loss of allies in the early 1990s, consecutive floods in 1995 and 1996, and a severe drought in 1997 shrunk the North Korean economy. While North Korea had gradually reformed its troubled economic system in the 1990s, these measures were limited and different from market-oriented reform. Inter-Korean relations have improved significantly since the historical encounter of two Korean leaders on June 13, 2000. In July 2002, North Korea introduced liberalization measures, the most significant since the start of communist rule in I 948 (French, 2002). The conventional explanation for this sudden reversal of North Korean economic policy is that it is desperate for external economic assistance and investment. Such an open-door policy creates opportunities and challenges for foreign governments, companies, and individuals. This paper discusses reasons to do business with North Korea, entry modes of North Korean markets, differences in management style between Western and Asian corporations, and political risk analysis.
