2017년 미얀마 독재 세력이 미얀마 라카인주 등지에서 로힝야족 학살을 자행했다. 2021년에 미얀마 군부는 쿠데타를 일으켜 시민들을 살해하고 있고, 이들은 오히려 쿠데타의 정당화 근거를 로힝야 난민캠프에서의 선거 부정 때문이라고 밝히고 있다. 이 글은 미얀마에서의 이러한 심각한 인권침해에 연루된 한국 다국적 기업의 책임을 고찰하고자 한다. 먼저, 이러한 중대한 인권침해에 연루된 한국 다국적 기업의 상황에 대한 유엔 특별보고문서 및 엠네스티 인터내셔널 보고서 등을 분석한다. 이에 대한 전통적인 국제법에서의 법인의 책임, 국제인권법의 판례이론 및 기타 법적 구속력 있는 책임을 검토한다. 국제무기조약(ATT), 기업과 인권 조약(국제인권법에서 초국적 기업 및 기타 기업의 활동에 관한 법적 구속력 있는 협약) 및 유럽연합 기업실사의무화 지침을 이 사안에 적용하여 해당 기업에 대한 책임의 추궁방법을 모색하고자 한다. 이를 통하여 유엔 기업과 인권 이행원칙(UNGPs)에서는 누락된 요소인 다국적 기업의 ‘역외적’ 인권 보호 또는 존중 의무를 결론적으로 검토하려는 목적이다. The Myanmar military dictatorship that slaughtered the Rohingya in 2017 launched a coup for the rigged election in the Rohingya refugee camp area, thereby killing the Myanmar citizens in 2021. The purpose of this article is to provide a preliminary examination of holding the Korean multinational corporation accountable for their complicity in the gross human rights violations of Myanmar. It also intends to theoretically examine the accountability of legal persons within traditional international law, accountability in international criminal law, theories of criminal law in major countries, and criminal, administrative, and civil accountability in the international human rights treaties. This short contribution aims to assess how to hold the Korean multinational corporation(POSCO) accountable for their involvement in the serious human rights abuses in Myanmar through the Arms Trade Treaty(ATT), a new treaty on business and human rights(Legally Binding Instrument to Regulate, in International Human Rights Law, the Activities of Transnational Corporations and Other Business Enterprises) and EU Draft Directive on corporate due diligence and corporate accountability. In light of those developments, this paper aims to explore ways how to regulate the business extraterritorial accountability to respect or protect human rights, which is a missing component of the UN Guiding Principle on Business and Human Rights(UNGPs) in the conclusion.

As the impact and complexity of disasters, either natural or man-made, have increased, collaborative operation of a group of unmanned vehicles attracts much attention for effective response in disaster environments. In particular, mission planning is crucial for an effective collaboration of multiple heterogeneous vehicle systems. This study presents a mission planning algorithm and its application procedure in disaster situations. In general, disaster response missions such as search, rescue, and oil spill tracking are complicated in nature and come in various forms. Therefore, the mission needs to be broken down into simpler tasks that are more readily achievable to autonomous vehicles without human intervention. This study also presents a set of algorithms for efficient initial search and task allocation. The performance and feasibility of the proposed methodologies are evaluated with numerical simulations.

In this study, the problem of trajectory optimization for underwater gliders considering depth constraints is discussed. Typically, underwater gliders are controlled to dive and climb in a saw-tooth pattern at constant gliding angles. This approach is effective and close to optimal for deep water applications. However, the optimal path deviates from the saw-tooth path in shallow water conditions. This study focuses on finding more efficient gliding paths that can minimize the traverse time in the horizontal plane when the water depth is limited. The trajectory optimization problem is formulated into a minimum time control problem with inequality path constraints and hydrodynamic drag effects. A numerical approach based on the pseudo-spectral method is adopted as a solution approach, and the simulation results are presented.

본 논문에서는 소형 달 착륙 지상비행시험기의 시스템 설계와 개발에 관한 내용을 기술하였다. 지상비행시험기는 착륙 기술의 검증과 개발을 위해 우주 임무에 앞서 지상에서 실험하기 위해 운용하는 실험체이다. 본 연구에서 설계 및 개발한 지상비행시험기의 하부 체계는 한국형 달 착륙선과 상사성을 갖도록 선정됐으며, 연구실 수준에서 안정적으로 운용할 수 있도록 최대 이륙 중량을 40kg 미만으로 설계했다. 최대 이륙 중량을 40kg 미만으로 제한시켜 연구실 수준에서 안정적으로 운용할 수 있도록 설계했으며, 100N급 하강 추력기를 포함한 추진 시스템, 구조체와 제어 시스템 등을 개발했으며, 시스템 조립 후 수직 연소 시설에서 지면 고정 상태로 연소 실험을 수행했다. 본 연구에서 개발한 지상비행시험기는 향후 펄스폭 변조 추력 제어 방식을 이용한 착륙선 추진 시스템의 수직이착륙 비행 가능성 평가를 위해 활용될 예정이다. In this paper, system design and development of a miniature-sized lunar landing ground test vehicle is described. Ground test vehicle is a test bed operated on the ground used to demonstrate and acquire advanced landing technologies prior to the space mission. The subsystems of the test bed developed in this research were selected to be similar to the Korean lunar lander. In order to operate the test bed in the lab, the wet mass of the test bed was constrained below 40kg. Propulsion system including 100N descent thrusters, as well as structure, and control system were designed and implemented. After the system assembly, the test bed was mounted on the vertical fire test facility for the static firing test.
당량비와 열방출률에 따른 예혼합화염의 CH* chemiluminescence 신호 특성

The CH* chemiluminescence characteristics of premixed flames and their variation with equivalence ratio and heat release rate has been experimentally investigated on laminar methane and propane premixed flames. The measured chemiluminescence intensities are observed linearly proportional to the fuel flow rate, which could be considered as linearly proportional to the heat release rate under fuel lean conditions. The effect of equivalence ratio could be expressed by an exponential function as ICH*∝ α₁ exp(b₁ φ), where α₁=0.00054 and b₁= 4.60 for methane and α₁=0.0056 and b₁=5.02 for propane. Oscillating flames showed the temporal fluctuation of chemiluminescence intensity : however, the time averaged values are virtually identical to those of quiescent flames under the same fuel flow rate and equivalence ratio condition. This observation suggests that there is no flame stretch effect on chemiluminescence intensity, in average values.

Many research works for improving a boundary lubrication performance have been executed by using solid lubricants, and been tried to apply an engine lubrication. However those general lubricants have not been applied on engines due to the extreme conditions such as very high temperature and pressure by combustion process in a cylinder. In this study a copper alloy nano-powder is applied on a diesel engine, which is worked by a motor, not by combustion in cylinder. Motor driven torque and shaft vibration are measured, then an engine friction loss and rotating stability are assessed.
