제조업에 속한 기업의 연구개발 투자 행위를 대상으로 대리인 비용의 영향을 분석한 것으로 경영자 지분율(ERM)은 연구개발 투자집중도와 1% 수준에서 유의한 정(+)의 관계로 주주와 이해관계의 일치 가능성을 높이는 역할을 하며, 최대 주주지분율(ERIO)과 외부 대주주 지분율(EREO)은 1% 수준에서 유의한 부(-)의 관계로 나타나 경영자 통제 효과보다 자산 집중으로 인한 위험 분산 효과가 나타나고 있다. 잉여 현금흐름 변수는 부(-)의 관계로 나타나 잉여 현금흐름비율이 높을수록 연구개발 투자비중이 감소하여 자금조달 순위이론보다는 대리인 비용이 영향을 미치는 것으로 나타나고 있다. 지분율이 높은 집단과 잉여 현금흐름 변수의 상호효과가 연구개발 투자집중도에 미치는 영향을 분석한 결과 경영자 지분율(ERM)과 최대 주주 지분율(ERIO) 상위 25% 집단에서는 잉여 현금흐름비율이 부(-)의 영향을 가진 것으로 나타나 지분율이 낮은 집단에 비해 위험회피 정도가 높은 것이 증명되며, 외부 대주주 지분율(EREO) 상위 25% 집단의 상호효과는 연구 개발 투자와 (+)의 관계로 나타나 대리인 비용을 감소시키는 역할이 증명되고 있다. There are a number of factors that makes a firm's R&D investments. This paper categorizes these factors into agency costs and financial position variables. The explanatory variables are agency costs consisting of the manager's equity, the largest shareholder's equity and the large outside blockholder's equity as monitoring measures of CEO' behaviors. The control variables are financial characteristics of firms such as free cash flow, firm size, leverage, Tobin‘s Q, sales growth rate. The coefficient of manager's equity is significantly positive to R&D at 1% level. The largest shareholder's equity and the large outside blockholder's equity are significantly negative to R&D at 1% level. The interaction effect of free cash flow and the top 25% manager's equity has significant negative relation on R&D. The interaction effect of free cash flow and the top 25% largest shareholder's equity and the large top 25% outside blockholder's equity has insignificantly and significantly positive relation respectively.

통일교육법 개정에 따른 지역통일교육의 변화 방향

이 연구는 시대의 흐름에 적응하면서 변화를 추구해야 하는 통일교육의 방향, 내용, 방법의 변화를 모색하고자 한다. 통일교육은 국가와 국가의 미래를 위한 설계이며 앞으로도 지속해서 이루어져야 할 과업임이 틀림없다는 전제 아래, 전제하에 점차 약화하고 있는 통일에 대한 우리의 과제를 다시 한 번 성찰할 기회가 될 수 있다는 차원에서 이루어졌다. 이 연구를 통해 다음과 같은 결론을 제시한다. 첫째, 통일교육에 대한 방향은 중앙 정부에서부터 산하단체, 지방 자치 단체, 지방 기초지자체, 통일교육전문가, 시민 동아리의 통일교육 활동까지 확고하게 정립되어야 한다. 둘째, 통일교육의 내용은 정책과제 중심으로 이루어져야 하나 안보의 내용이 추가되어야 한다. 셋째, 통일교육 방법은 변화되어야 한다. 대면 강의의 중심에서 벗어나 온라인 강의와 콘텐츠를 강화하는 방식으로 변화되어야 한다. 넷째, 통일교육전문가 양성에 관한 기준을 수정하여 교육 활동이 활발히 진행될 수 있도록 해야 한다. 통일교육전문가 양성 과정의 문호를 개방해야 한다는 것이다. 다섯째, 통일교육은 통일교육원, 광역·기초지자체, 전문가, 시민이 협력하여 이루어질 수 있도록 해야 한다. This study addresses changes in the direction, content, and method of unification education that must be pursued to adapt to the changing circumstances over time. Under the premise that unification education is a design for the country and the future of the country and therefore an ongoing task, it provides an opportunity to reflect periodically on our task for unification, which is gradually weakening. As findings of this study, the following conclusions are presented. First, the direction for unification education must be firmly established by the central government in terms of the unification education activities of affiliated organizations, local governments, sub-local governments, unification education experts, and civic groups. Second, the content of education on unification should be focused on policy tasks, but with the addition of content related to security. Third, the method of unification education must be changed, from being centered on face-to-face lectures to reinforcing online lectures and content. Fourth, the standards for training unification education experts should be revised so that educational activities can proceed actively. It is necessary to open the door to the process of training experts in unification education. Fifth, education on unification should be conducted in cooperation with the Institute for Unification Education, metropolitan and local governments, experts, and citizens.

Cooperative actions of p21 ^WAF¹ and p53 induce Slug protein degradation and suppress cell invasion

<P>How the p53 transcription factor/tumor suppressor inhibits cell invasion is poorly understood. We demonstrate that this function of p53 requires its direct interaction with p21(WAF1), a transcriptional target of p53, and that both p21 and p53 bind to Slug, which promotes cell invasion. Functional studies reveal that p21 and p53 cooperate to facilitate Mdm2-dependent Slug degradation and that this p53 function is mimicked by p53(R273H), a mutant lacking trans-activating activity. These actions of p21 and p53 are induced by 관-irradiation of cells and also operate in vivo. This is the first study to elucidate a mechanism involving p53 and p21 cooperation.</P>

차량 공조시스템 공력소음의 단품 특성에 대한 실험적 연구

In the present study, noise levels of the components (blower, heater unit, duct) and combinations of the components are measured to investigate the characteristics of HVAC noise and to understand the contribution of the components to overall HVAC noise. In addition, noise levels of a HVAC system equipped with different ducts are compared with those of the original HVAC system to investigate the effects of the geometry of ducts on the noise<br/> level of HVAC system. Test results show that noise level increases in the following order: HV (HD) < V (D) < BH ~ BHV (BHD) < B (B, H, V, D denote for blower, heater unit, vent duct, defrost duct, respectively). The effects of windshield glass on the noise level in the case of defrost mode are very large and the effects of the geometry of ducts on the overall HVAC noise prove to be not small.

茶山 思想에서의 공직 리더십에 관한 연구

본 논문은 실제 조선(朝鮮)사회에서 공직(公職)리더로 활동했고 실학(實學)을 집대성한 다산(茶山) 정약용(丁若鏞)의 사상을 통해 공직리더십 구현방안을 모색해 보는데 목적이 있다. 다산은 당시 부란(腐爛)의 상태에 있던 조선을 사유(思惟)체계의 변화, 법제(法制)의 개혁, 기술개발(技術開發)이라는 실사구시(實事求是)적 발상으로 세계열강들의 조류에 맞춰 변화(變化)와 혁신(革新)을 추구했고, 실제로 현장에서는 그러한 리더십을 발휘함으로써 백성들에게 용기와 희망을 주고자 했다. 특히 억울한 누명과 함께 18년간의 유배생활(流配生活)을 하면서도 “오직 나라와 백성을 위해 옳은 것만을 추구한다.”는 ‘가치혁신(價値革新)’적 자세로 542권의 저서를 남기는 등 행동하는 지식인으로서의 변혁적 삶을 보여주었다. 공직자로서의 리더십에 대해서는, 다산의 대표적 저서라 할 수 있는 목민심서(牧民心書)에 잘 나타나 있다. 공직자가 부임할 때 유념해야 할 부임육조(赴任六曹)로부터 임무를 마칠 때의 해관육조(解官六曹)에 이르기 까지 12편으로 주옥같은 내용이 망라되어 있음을 볼 수 있다. 따라서 본 논문은 먼저 다산이 보여준 변혁적 삶을 통하여 다산이 공직리더에게 주는 현대 리더십 메시지를 살펴보고, 목민심서(牧民心書)에 나타나 있는 리더십 관련 내용을 통해 공직리더십의 지혜를 찾아보고자 하였다. This paper seeks to find methods of realizing public office leadership through Tasan Jeong Yakyong's ideology. Tasan, who compiled ShilHak, also was a leader in public office in the Chosun Dynasty. Tasan pursued changes and innovations in a time where Chosun was in a state of decay, through following the flow of world powers towards the concept of studying truth based upon facts such as changing the system of thought, reforming legislations, and developing technologies. Moreover, he gave courage and hope to the people by demonstrating such leadership in practice. In addition, despite false accusations and spending 18 years in exile, he showed revolutionary life as an active intellectual by leaving 542 volumes of writing through his 'value innovation' that he "pursue only rightful things for the people and the state." MokMinShimSuh, known as Tasan's most important work, mentions one's leadership as a public official thoroughly. From BooImYookJo to HaeGuanYookJo, the book covers 12 chapters of literary gems that tells essential points one should keep in mind when inaugurates and resigns as a public official. Hence, this paper observes Tasan's revolutionary life and the modern leadership message Tasan leaves to leaders in public office. Also, methods and wisdom to public office leadership are examined through MokMinShimSuh.

<P> The screening of bioactive compound libraries can be an effective approach for repositioning FDA-approved drugs or discovering new treatments for human diseases (drug repositioning). Drug repositioning refers to the development of existing drugs for new indications. Dabrafenib (DAB) is a B-Raf inhibitor and initially used for the treatment of metastatic melanoma therapy. Here, we tested the possible use of DAB in the treatment of lipopolysaccharide (LPS)-mediated vascular inflammatory responses. The anti-inflammatory activities of DAB were determined by measuring permeability, neutrophils adhesion and migration, and activation of pro-inflammatory proteins in LPS-activated human umbilical vein endothelial cells (HUVECs) and mice. We found that DAB inhibited LPS-induced barrier disruption, expression of cell adhesion molecules (CAMs), and adhesion and transendothelial migration of neutrophils to human endothelial cells. DAB also suppressed LPS-induced hyperpermeability and leukocytes migration in vivo. Furthermore, DAB suppressed the production of tumor necrosis factor-α (TNF-α) or interleukin (IL)-6 and the activation of nuclear factor-κB (NF-κB) or extracellular regulated kinases (ERK) 1/2 by LPS. Moreover, treatment with DAB resulted in reduced LPS-induced lethal endotoxemia. These results suggest that DAB possesses anti-inflammatory functions by inhibiting hyperpermeability, expression of CAMs, and adhesion and migration of leukocytes, thereby endorsing its usefulness as a therapy for vascular inflammatory diseases. </P>

「국민건강보험법」상 요양급여비용환수에 관한 소고

「국민건강보험법」 제52조 제1항은 "공단은 사위 기타 부당한 방법으로 보험급여를 받은 자 또는 보험급여비용을 받은 요양기관에 대하여 그 급여 또는 급여비용에 상당하는 금액의 전부 또는 일부를 징수한다."라고 규정하여 요양기관의 사위 기타 부당한 방법의 요양행위로부터 지급된 요양급여와 요양급여비용의 환수를 규정한다. 이에 대하여 건강보험공단은 그 절차적 담보로서 요양급부비용의 청구에 대한 건강보험심사평가원의 심사를 거치도록 하고, 동 심사원으로부터 통보받은 소위 '기준위반의 요양급여행위'에 대한 요양급여 및 요영급여비용에 대하여는 차기 요양기관에 지급할 요양급여비용에서 부당이득의 징수로서 차감하여 왔다. 그러나 의약분업의 시행으로 의료기관에는 진료비를, 약사에게는 약제비를 지급하게 됨으로써 소위 기준위반 원외처방 약제비를 「동법」 제52조 제1항 위반의 부당이득금으로 환수할 수 없게 되었다. 그러자 건강보험공단은 이를 극복하기 위하여 동조 적용을 확장하여 「민법」 제750조 불법행위로 인한 손해배상채권으로 상계, 환수함으로써 요양기관과 보험공단 사이에 많은 분쟁을 빚고 있다. 그렇다면, 과연 요양급여기준 위반의 요양급여는 「민법」 제750조 불법행위로 인한 손해배상책임으로서 「건강보험법」 제52조 제1항에 의한 환수대상의 요양급여로 되는가, 문제된다. 이 논문에서는 그동안 요양기관의 요양급여기준 위반의 요양급여로 건강보험공단이 지급한 요양급여비용의 환수에 따른 각종 분쟁을 당사자들의 주장과 판례를 중심으로 고찰하여 그 타당성여부를 정하고 이에 따른 대안을 제시함으로써 「건강보험법」 상 사위 또는 부당한 방법의 요양급여로 지급된 요양급여비용의 환수를 위한 법률제도의 개선점을 제시하였다. 「The National Health Insurance Act」is intended to promote of public health and to improve the health care system as a perfomed of the health insurance system. The p53/p21 Complex Regulates Cancer Cell Invasion and Apoptosis by Targeting Bcl-2 Family Proteins

<P>These findings provide a new foundation for understanding aberrant p53 signaling processes that lead to tumor progression and therapy resistance.</P><P>The tumor suppressor p53 binds prosurvival Bcl-2 family proteins such as Bcl-w and Bcl-X<SUB>L</SUB> to liberate Bax, which in turn exerts proapoptotic or anti-invasive functions depending on stress context. On the basis of our previous finding that p53 interacts with p21, we investigated the possible involvement of p21 in these functions. Here, we report that although p53 can bind Bcl-w alone, it requires p21 to liberate Bax to suppress cell invasion and promote cell death. p21 bound Bcl-w, forming a p53/p21/Bcl-w complex in a manner that maintained all pairwise p53/p21, p21/Bcl-w, and p53/Bcl-w interactions. This allowed Bax liberation from the complex. Accordingly, a p53 derivative incapable of binding p21 failed to mediate radiotherapy-induced tumor cell death in mice. Bcl-X<SUB>L</SUB> also served as a target of the cooperative action of p53 and p21. Overall, our findings indicate that the p53/p21 complex rather than p53 itself regulates cell invasion and death by targeting Bcl-2 proteins. We propose that the p53/p21 complex is a functional unit that acts on multiple cell components, providing a new foundation for understanding the tumor-suppressing functions of p53 and p21. <I>Cancer Res; 77(11); 3092–100. ©2017 AACR</I>.</P>
