1. Background and Purpose: Since 1999, many areas in the Restricted Development Zone (RDZ) has become selected and planned as public housing areas by national government the names of housing areas are changing from National Public Housing Areas to Bogumjari Housing Areas which will be developed until 2018. The number of the areas is more than 50 at this time. Then, the development plan is made by one-by-one just only for providing housing units without thinking how wide areas can be developed. The purpose is to investigate those public housing areas into development where, when, how, and to identify problems to Seoul, and, settlements which are removed from the Restricted Development Zone are also reviewed to redeveloped properly after removal. 2. Conclusions and Policy Recommendations: Housing and population supply until 2018 will be 293% (446 thousands units) and 42.2% (1 180.9 thousands) respectively in the Restricted Development Zone over the Capital Region from 2005 to 2020. There are five regions in which public housing areas are grouped and those problems are identified: -Mostly are close to administrative boundaries, 201cm away from downtown Seoul, -Just only for housing supply so that there is not self-sufficient and is dependent on Seoul, -There in no cooperative discussion among cities and developing agencies, and each site has a development plan on its own.

This report aims to support planners and decision makers by reviewing the status and environment of CBD, analysing major issues related the CBD management policy, and offering the spatial vision of CBD that integrates strategies in land use, industrial promotion, and historical/cultural reservation. This report consists of 1) reviews and recommendations of relevant plans, 2) summary and analysis result on status and environment of CBD, 3) discussion on 8 major issues, 4) vision and strategies of CBD This report reviews major plans for CBD management and development such as ``Comprehensive Plan 2020``, ``CBD Management Plan (2000, 2004)``, ``Urban Renewal Master Plan (2004)``, and etc.. It also reviews the CBD plans of other cities such as Tokyo, Chicago, London, Atlanta. This reports offers the statistics that shows the status and change of CBD in population and households, land use, urban management plan, industry, historical heritage, cultural diversity. This reports tries to answer some questions on 1) urban growth, 2) development demand and supply, 3) the centrality, 4, 5) the contributions of urban redevelopment projects on the office floor supply and housing 6) land use characteristics of industrial location, 7) industrial restructuring direction, 8) historical reservation policy in CBD. This reports also tries to suggest the spatial vision of CBD and recommend the stratiges for land use, industrial promotion and historical/cultural place making. CBD needs to share the role as the floor supplier with YongSan Sub-CBD and intensify historial and cultural place making for citizen``s quality of life. In CBD, the integrated measures should be applied that consists of land use regulation and industrial promotion. Historical and cultural resources and surroundings should be the place which is networking as axis and area with context.
Home-Based Telecommuting and the Vehicle Distance Traveled

When people telecommute, the city is expand (relocation effect) and workers to commute lesss frequently to the CBD (frequency effect), according to the literature. Because these two effects are competing each other, the total impact of telecommuting on the vehicle distance traveled (VDT) is not a priori known. We show by numerical simulations that the VDT is still decreasing, even when the city telesprawls to a great extent. This means that the frequency effect dominates the relocation effect. In the circular city, home-based telecommuting does not cause the city to expand much, when the expansion is accommodated through concentric developments However, there still remains the possibility of telesprawl and telecommuting is still a challenge to planners and policy makers.
