The issues of assessing the navigational safety have been studied due to the importance and relevance of the issue in question, however, due to the great complexity of the problem under consideration, the article considers and indicates the directions for the development of the solution of the given direction, where, first of all, it became necessary to analyze the issue of assessing the levels of navigation risks when navigating vessels of various types in difficult navigation conditions.

      • The current state and prospects of travel business development under the COVID-19 pandemic

Tkachenko, Tetiana,Pryhara, Olha,Zatsepina, Nataly,Bryk, Stepan,Holubets, Iryna,Havryliuk, Alla International Journal of Computer ScienceNetwork S 2021 International journal of computer science and netw Vol.21 No.spc12

The relevance of this scientific research is determined by the negative impact of the COVID-19 pandemic on the current trends and dynamics of world tourism development. This article aims to identify patterns of development of the modern tourist market, analysis of problems and prospects of development in the context of the COVID-19 pandemic. Materials and methods. General scientific methods and methods of research are used in the work: analysis, synthesis, comparison, analysis of statistical data. The analysis of the viewpoints of foreign and domestic authors on the research of the international tourist market allowed us to substantiate the actual directions of tourism development due to the influence of negative factors connected with the spread of a new coronavirus infection COVID-19. Economic-statistical, abstract-logical, and economic-mathematical methods of research were used during the process of study and data processing. Results. The analysis of the current state of the tourist market by world regions was carried out. It was found that tourism is one of the most affected sectors from COVID-19, as, by the end of 2020, the total number of tourist arrivals in the world decreased by 74% compared to the same period in 2019. The consequence of this decline was a loss of total global tourism revenues by the end of 2020, which equaled $1.3 trillion. 27% of all destinations are completely closed to international tourism. At the end of 2020, the economy of international tourism has shrunk by about 80%. In 2020 the world traveled 98 million fewer people (-83%) relative to the same period last year. Tourism was hit hardest by the pandemic in the Asia-Pacific region, where travel restrictions are as strict as possible. International arrivals in this region fell by 84% (300 million). The Middle East and Africa recorded declines of 75 and 70 percent. Despite a small and short-lived recovery in the summer of 2020, Europe lost 71% of the tourist flow, with the European continent recording the largest drop in absolute terms compared with 2019, 500 million. In North and South America, foreign arrivals declined. It is revealed that a significant decrease in tourist flows leads to a massive loss of jobs, a sharp decline in foreign exchange earnings and taxes, which limits the ability of states to support the tourism industry. Three possible scenarios of exit of the tourist industry from the crisis, reflecting the most probable changes of monthly tourist flows, are considered. The characteristics of respondents from Ukraine, Germany, and the USA and their attitude to travel depending on gender, age, education level, professional status, and monthly income are presented. About 57% of respondents from Ukraine, Poland, and the United States were planning a tourist trip in 2021. Note that people with higher or secondary education were more willing to plan such a trip. The results of the empirical study confirm that interest in domestic tourism has increased significantly in 2021. The regression model of dependence of the number of domestic tourist trips on the example of Ukraine with time tendency (t) and seasonal variations (Turˆt = 7288,498 - 20,58t - 410,88∑5) it forecast for 2020, which allows stabilizing the process of tourist trips after the pandemic to use this model to forecast for any country. Discussion. We should emphasize the seriousness of the COVID-19 pandemic and the fact that many experts and scientists believe in the long-term recovery of the tourism industry. In our opinion, the governments of the countries need to refocus on domestic tourism and deal with infrastructure development, search for new niches, formats, formation of new package deals in new - domestic - segment (new products' development (tourist routes, exhibitions, sightseeing programs, special rehabilitation programs after COVID) -19 in sanatoriums, etc.); creation of individual offers for different target audiences). Conclusions. Thus, the identif

      • Modernization determinants by ensuring economic security of enterprises in the competitive conditions

Tkachenko, Tetiana,Tulchynska, Svitlana,Kostiunik, Olena,Vovk, Olha,Kovalenko, Nataliia International Journal of Computer ScienceNetwork S 2021 International journal of computer science and netw Vol.21 No.8

The study develops methodological aspects for modeling the determining impact of modernization on the enterprise's economic security in development competitive conditions using the model of speed, stability and spaciousness of modernization. Modeling the determining impact of modernization on the enterprise's economic security in a competitive conditions involves: firstly, the formation of estimated modeling indicators in accordance with the speed, stability and spaciousness of the enterprise's modernization; secondly, establishing the weight of indicators in the assessment system using the tools of cognitive judgment; thirdly, the establishment of reference values of sound evaluation indicators; fourthly, the calculations of the integrated impact assessment of the modernization's determining impact modeling on the enterprise's ensuring economic security in a competitive conditions; fifthly, conducting calculations and analytical summarization of the results. To determine a comprehensive integrated indicator of the modernization changes impact on the competitiveness and economic security of enterprises, we use the correlation method of the calculated value with the reference value, as well as use weights for groups of calculations. Approbation of modeling of determining influence of modernization on maintenance of economic safety of the enterprise in competitive conditions of development by authors was carried out concerning such enterprises, as: JSC "Ukrzaliznytsia", SE "Ukraerorukh", SE IA "Boryspil", SE "Ukrposhta", KP "Kyivpastrans".

Distribution of Conducting and Nonconducting Matter in the Discharge Channel upon Wire Explosion

        Svetlana Tkachenko,Talat Khattatov,Vladimir Gasilov,Olga Olhovskaya,Albert Mingaleev,Sergey Pikuz,Vera Romanova,Tatiana Shelkovenko 한국물리학회 2011 THE JOURNAL OF THE KOREAN PHYSICAL SOCIETY Vol.59 No.61

We study a single wire explosion by power current pulse with amplitude of I = 10 kA and its rise rate dI/dt ~ 50 A/ns. Distribution of matter in the discharge channel was studied. The simulations were performed by means of Lagrangian-Eulerian MHD code based on Braginskii two-temperature model; the radiation energy transport was simulated in multigroup spectral approximation with the use of diffusion model. The numerical results are compared with experimental data.

Synthesis of Perfectly Alternating and Statistical Meta-Linked Fluorinated Poly(arylene ether) Copolymers Containing Octafluorobiphenylene and Trifluoromethyl Units

        Ihor M. Tkachenko,Yaroslav L. Kobzar,Yurii V. Yakovlev,Oleg V. Shekera,Valeriy V. Klepko,Valery V. Shevchenko 한국고분자학회 2017 Macromolecular Research Vol.25 No.2

The strategy to the synthesis of the statistical and alternating fluorinated poly(arylene ether) (FPAE) copolymers with the same composition containing octafluorobiphenylene and trifluoromethyl units as well as meta-oxyphenylene fragments was proposed. The structures of the synthesised polymers were determined by Fourier transform infrared, 1H NMR, and 19F NMR spectroscopy techniques. The polymer’s characteristics including molecularweight, tensile strength, thermal stability, and dielectric characteristic were studied depending on the sequence distribution of co-monomers along the polymer chain. Despite the same overall composition, the statistical copolymer showed higher molecular weight and better mechanical properties whereas the alternating FPAE copolymer demonstrated better thermal stability as well as lower dielectric constant and loss factor.

        Lessons of the Pueblo Crisis

( Vadim P Tkachenko ) 한국국방연구원 1993 The Korean Journal of Defense Analysis Vol.5 No.2

January 1993 marked the twenty-fifth anniversary of a crisis in Korea that began with the intervention in North Korean territorial waters by a U S Navy ship. Though the armed clash nearly caused a nuclear-missile conflict, world mass media tended to treat it as nothing more than a regional incident, evidently because the main battles of this Korean crisis, fortunately, took place on the diplomatic front and thus remained in the shade for quite a long time. Returning to this historical subject today seems well-justified for various reasons. First, contemporary researchers cannot ignore that the security system on the peninsula, as had been formed by the time of the crisis, has to some extent been sustained until now. That this security system is not the best is hardly a point of disagreement. However dramatic was the situation in Korea of the 1960s, though, the system as a whole has proved fairly efficient. It prevented another war in Korea, although there have been more than enough pretexts over the last thirty years to unleash a war. Hence comes the natural interest of researchers to see how the security system worked and how its mechanism operated in the past. The earlier-unpublished information used in this article helps in gaining a more objective assessment of the positions and motivations of the Soviet Union as well as the decision-making process and mechanism of political consultations among the Soviet Union, United States, and DPRK during this 1968 crisis. It turned out to be an important landmark in reconstructing Russian policy towards the Korean peninsula because it activated formulation of new approaches to security on the peninsula that became feasible only in the early 1990s. Exploring the circumstances of the conflict off the Korean coast through a new prism and attracting new information (including that related to the Soviet-DPRK relationship) will provide a more objective and fuller picture of what happened on the peninsula twenty-five years ago. Besides, to analyze the lessons of the crisis in 1968 is important for us today because it amply shows the scope of changes that have occurred in the surrounding world, ourselves, and our perceptions of political priorities and moral values. One can hardly provide firm guarantees against armed incidents in Korea, but today because the world itself is. different, obviously their consequences would not drive it to the brink of catastrophe.

A Russian View on Korean Security after the North-South Korea Summit

( Vadim P Tkachenko ) 한국국방연구원 2000 The Korean Journal of Defense Analysis Vol.12 No.2

For Korea, the year 2000 emerged truly historical. There were events capable of changing relations considerably between the two Korean states and bolstering security on the peninsula. The historical June 13-15 summit will no doubt render essential influence on inter-Korean relations and the situation in the region. Now in turn there are the tasks of adaptation of internal and external policy to the North-South rapprochement. Many on both sides are reflecting upon whether there are pan-Korean national interests for the sake of which it be necessary to change all antagonistic practices existing until now in the international arena, and to try to establish inter-Korean cooperation. Clearly, it is the Koreans who must solve these matters independently, as masters of their own country. Some foreign observers did not assume that the Pyongyang summit would be so significant. Moreover, they have felt for the first time that Korean national interests and priorities could well exceed ROK alliance responsibilities. The political leaders on the peninsula have denied all pessimistic forecasts from the experts and have shown ability and determination to change the course of events in the interests of the nation and peace in Korea. It instills hope that Korean summits will continue well into the future. But if the Koreans really want to pull together, and even unite, they will be compelled to correct internal and external policies. Such updating might be unexpected for Korea`s neighbors, and we are probably beginning to notice it already.

      • Korean Unification: Political and Economic Aspects in the East-Asian Context

        Stanislav L. Tkachenko 건국대학교 통일인문학연구단 2015 통일인문학 Vol.1 No.2

Since Ukraine’s crisis started in February 2014, the relations of the Russian Federation with Western powers deteriorated significantly and have reached the level of the Cold War conflict. That is why the “Pivot to Asia” is currently the key characteristics of its foreign policy strategy. This article analyses several scenarios of future security regime in Asia as well as Russia’s vision of possible developments in the Korean peninsula. It concludes that the strategic aim of the international community of nations nowadays should be peace-keeping, conflict resolution, maintaining status-quo in those regions (the Korean peninsula, for example), where an immediate solution is impossible.
