<P>Nonvolatile memory (NVM) devices with a nitride–nitride–oxynitride stack structure on a rough poly-silicon (poly-Si) surface were fabricated using a low-temperature poly-Si (LTPS) thin film transistor technology on glass substrates for application of flat panel display (FPD). The plasma-assisted oxidation/nitridation method is used to form a uniform oxynitride with an ultrathin tunneling layer on a rough LTPS surface. The NVMs, using a Si-rich silicon nitride film as a charge-trapping layer, were proposed as one of the solutions for the improvement of device performance such as the program/erase speed, the memory window and the charge retention characteristics. To further improve the vertical scaling and charge retention characteristics of NVM devices, the high-κ high-density N-rich SiN<I><SUB>x</SUB></I> films are used as a blocking layer. The fabricated NVM devices have outstanding electrical properties, such as a low threshold voltage, a high ON/OFF current ratio, a low subthreshold swing, a low operating voltage of less than ±9 V and a large memory window of 3.7 V, which remained about 1.9 V over a period of 10 years. These characteristics are suitable for electrical switching and data storage with in FPD application.</P>
Development of BIM-based bridge maintenance system for cable-stayed bridges

Maintenance plays a critical role in the bridge industry, but actual practices show many limitations because of traditional, 2D-based information systems. It is necessary to develop a new generation of maintenance information management systems for more reliable decision making in bridge maintenance. Enhancing current work processes requires a BIM-based 3D digital model that can use information from the whole lifecycle of a project (design, construction, operation, and maintenance) through continuous exchanges and updates from each stakeholder. This study describes the development of a data scheme for maintenance of cable-stayed bridges. We implemented the proposed system for a cable-stayed bridge and discussed its effectiveness
Impact of EVFTA on Trade Flows of Fruits between Vietnam and the EU

The European Union Vietnam Free Trade Agreement (EVFTA) took effect on August 1 paving the way for increased trade between the EU and Vietnam; this marked a huge turning point for the Vietnamese economy. Agriculture products, especially fruits, must be listed when it comes to Vietnam export industries that profit the most from EVFTA. After a period of study, with the desire to contribute to the improvement in the efficiency of Vietnam’s agricultural products to the EU, the researchers want to assess the impact of the EVFTA on the flows of Vietnamese fruits to the EU market. The study uses a quantitative analysis method via the WITS-SMART model with data on export turnover and tariff reductions in parallel with the analysis of changes in factors affecting the trade flows of fruits between the two markets when the EVFTA takes effect. As a result, Vietnam’s fruit importing from the EU is expected to escalate by 29.18% in 2021, while the flow of export will only inch up by 0.955%, which is rather low compare to the increase in import value. Hence, effective policies must be introduced in Vietnam to innovate production methods and increase product quality, so that the EVFTA can be used to boost Vietnam’s fruit exports to the EU.

Objectives: Online misinformation has reached unprecedented levels during the coronavirus disease 2019 (COVID-19) pandemic. This study analyzed the magnitude and sentiment dynamics of misinformation and unverified information about public health interventions during a COVID-19 outbreak in Da Nang, Vietnam, between July and September 2020. Methods: We analyzed user-generated online information about five public health interventions during the Da Nang outbreak. We compared the volume, source, sentiment polarity, and engagements of online posts before, during, and after the outbreak using negative binomial and logistic regression, and assessed the content validity of the 500 most influential posts. Results: Most of the 54,528 online posts included were generated during the outbreak (n = 46,035; 84.42%) and by online newspapers (n = 32,034; 58.75%). Among the 500 most influential posts, 316 (63.20%) contained genuine information, 10 (2.00%) contained misinformation, 152 (30.40%) were non-factual opinions, and 22 (4.40%) contained unverifiable information. All misinformation posts were made during the outbreak, mostly on social media, and were predominantly negative. Higher levels of engagement were observed for information that was unverifiable (incidence relative risk [IRR] = 2.83; 95% confidence interval [CI], 1.33–0.62), posted during the outbreak (before: IRR = 0.15; 95% CI, 0.07–0.35; after: IRR = 0.46; 95% CI, 0.34-0.63), and with negative sentiment (IRR = 1.84; 95% CI, 1.23–2.75). Negatively toned posts were more likely to be misinformation (odds ratio [OR] = 9.59; 95% CI, 1.20–76.70) or unverified (OR = 5.03; 95% CI, 1.66–15.24). Conclusions: Misinformation and unverified information during the outbreak showed clustering, with social media being particularly affected. This indepth assessment demonstrates the value of analyzing online “infodemics” to inform public health responses.
ROBUST TRAFFIC LIGHT DETECTION AND CLASSIFICATION UNDER DAY AND NIGHT CONDITIONS

Recently, traffic light detection and classification systems have been studied and developed to build an autonomous car by many research institutes, universities, and companies. However, the results of existing traffic light detection systems are still not stable under day and night conditions. It is difficult to detect the location of traffic light due to their small size. Moreover, traffic lights’ shapes are also similar to advertisement lights in a city road. Therefore, this paper proposed a new approach to improve the performance of existing traffic light detection systems by using the benefits of hand-crafted features and deep learning techniques. Experimental results show that the proposed system obtained the detection rate of 80% under night conditions, while the color-based density method only got the detection rate of 50.43% under night conditions.

<P>Silicon-rich SiO<SUB><I>x</I></SUB> material is a good charge storage candidate for memory applications that promise a large memory window and low operation voltage. Nonvolatile memory (NVM) devices fabricated on excimer laser-annealed polysilicon using SiO<SUB>2</SUB>/SiO<SUB><I>x</I></SUB>/SiO<SUB><I>x</I></SUB>N<SUB><I>y</I></SUB> (OOxOn) structure are investigated with SiO<SUB>2</SUB> blocking thicknesses changing from 15 to 20 to 30 nm. The Si-rich SiO<SUB><I>x</I></SUB> material exposed numerous non-bridging oxygen hole-centre defect sources and a rich silicon phase in the base material. These defects, as well as amorphous silicon clusters existing in the SiO<SUB><I>x</I></SUB> layer, enhance the charge storage capacity of the device. Retention properties were ensured by 3.2 nm SiO<SUB><I>x</I></SUB>N<SUB><I>y</I></SUB> tunnelling layer growth via N<SUB>2</SUB>O plasma-assisted oxynitridation. NVM characteristics showed a retention exceeding 85% of the threshold voltage shift after 10<SUP>4</SUP> s and greater than 70% after 10 years. Depending on the blocking thickness of 15, 20 or 30 nm, operating voltages varied from ±9 to ±13 V at a programming/erasing duration of only 1 ms. These excellent operating properties of the OOxOn structure make it a potential competitor among the new generation of memory structures on glass.</P>
