China and the North Korean nuclear issue: competing interests and persistent policy dilemmas

China`s role in the North Korean nuclear issue has undergone major change in recent years. In the initial years of the Six-Party Talks, China`s role was central as facilitator, arbiter, and host of the diplomatic process. However, since 2007 the U.S. North Korea bilateral relationship has been the dominant factor in Korean nuclear diplomacy, largely marginalizing China and the other three powers involved in these efforts. As a result, China has been confined principally to hosting the talks and to rubber-stamping agreements already achieved between Washington and Pyongyang. China continues to seek an uneasy balance among three vital interests: (1) ensuring peace on the peninsula; (2) fostering North Korea`s denuclearization; and (3) seeking to preserve a continued relationship with North Korea. But it has yet to develop a full strategy for reconciling these interests and managing its policy priorities. However, China has accelerated its economic and political ties with both the Republic of Korea (ROK) and the Democratic People`s Republic of Korea (DPRK). Beijing therefore seems wellpositioned for the peninsula`s longer-term evolution, including its hopes that North Korea will ultimately move toward a more ````reformist```` orientation and a much-diminished emphasis on military power in its national strategy. But the dilemmas in Chinese policymaking persist, with Beijing able to influence but not control the major uncertainties, especially those related to North Korea`s future.
Conceptual Design Optimization of Tensairity Girder Using Variable Complexity Modeling Method

Tensairity girder is a light weight inflatable fabric structural concept which can be used in road emergency transportation. It uses low pressure air to stabilize compression elements against buckling. With the purpose of obtaining the comprehensive target of minimum deflection and weight under ultimate load, the cross-section and the inner pressure of tensairity girder was optimized in this paper. The Variable Complexity Modeling (VCM) method was used in this paper combining the Kriging approximate method with the Finite Element Analysis (FEA) method, which was implemented by ABAQUS. In the Kriging method, the sample points of the surrogate model were outlined by Design of Experiment (DOE) technique based on Optimal Latin Hypercube. The optimization framework was constructed in iSIGHT with a global optimization method, Multi-Island Genetic Algorithm (MIGA), followed by a local optimization method, Sequential Quadratic Program (SQP). The result of the optimization gives a prominent conceptual design of the tensairity girder, which approves the solution architecture of VCM is feasible and efficient. Furthermore, a useful trend of sensitivity between optimization variables and responses was performed to guide future design. It was proved that the inner pressure is the key parameter to balance the maximum Von Mises stress and deflection on tensairity girder, and the parameters of cross section impact the mass of tensairity girder obviously.

What has happened to North Korea-China relations since autumn 2009 is nothing less than a renewal of the alliance. This is a sea change, brought about first of all by the deterioration of Kim Jong Il`s health and then by all the resulting turmoil of his regime`s instability and difficulties. Both sides` policy behavior toward the other became a "new game," dictated by a sort of dire emergency, and placed them in a tightly fixed structure reducing much of the scope for a strategy adjustment. Pyongyang`s new game has been characterized prominently by volatility or a malfunctioning of the "rational" policymaking capacity of the ailing dictator. Volatile desperation dominates behavior in the leadership succession, in military affairs, the nuclear arms program, its posture toward the United States and ROK, respectively, and in its relations with China. The new game can be defined as one between a volatile DPRK and a relatively loyal ally with an anxious strategy that is cornered in its relations with the ROK and the United States on the North Korean issue. China`s relationship with the DPRK is the most complicated of all, and in a sense disabling. As to China-ROK cooperation on the North Korea issue, the above factors unfortunately dim the prospects; however, there is still reason for optimism if efforts continue to be made to find a resolution to the problem.
한국 무역 B2B e-Marketplace의 활성화 연구

최근 들어 인터넷 가상공간에서 수출업자와 수입업자를 연결하여 주는 온․오프라인 무역기업들이 활성화되고 있다. 이러한 e-Marketplace는 국제전자거래를 활성화하는 주요 수단으로 자리매김하고 있다. e-Marketplace는 높은 효율성과 낮은 비용으로 무역업자들의 글로벌 마케팅과 거래 속도를 높여주는 역할을 하고 있다. 따라서 본 연구에서는 한국의 무역 B2B e-Marketplace의 활성화 대안을 제시하는데 있다. 이를 위해 본 연구에서는 가장 성공적인 B2B e-Marketplace인 알리바바닷컴의 성공사례를 분석함으로써 한국 무역 B2B e-Marketplace의 활성화 방안을 제시하고자 한다. 알리바바닷컴의 사례를 분석해 본 결과, 성공 요인은 비즈니스 모델의 개발, 전자 지불 시스템, 신용보증의 지원시스템, 중소기업을 위한 직/간접적 대출 혹은 금융 등으로 나타났다. Recently, all of on-off line enterprises actively have promoted in the e-commerce, connecting buyers and sellers in e-marketplace where is a virtual space. This kind of e-marketplace is an effective way that services for worldwide and appears in international electronic transactions. e-marketplace will assist trader's global marketing and trading speeds with high efficiency and low cost. Therefore, this study aims to investigate the activation alternative of Korean B2B e-marketplace to efficiently diffuse e-trade system in Korea. In this study, through case study of the most successful B2B e-marketplace Alibaba.com in B2B e-commerce, the activation alternatives of Korean B2B e-marketplace were presented. As the result of the case analysis of Alibaba.com, the success factors are revealed as followings ; the development of biz model, electronic payment system, the supporting system for credit assure, direct or indirect supporting of loan or finance in medium and small size companies.
Case Report : Congenital Glaucoma from Sturge-Weber Syndrome: A Modified Surgical Approach

Sturge-Weber syndrome (SWS) is a rare congenital neurocutaneous disorder that causes congenital glaucoma. Previous experiences have shown that drainage procedures are often required to control associated glaucoma. The conventional surgical approach in trabeculectomy carries a significant risk of intraoperative expulsive hemorrhage. Here, we describe a modified approach of the conventional trabeculectomy technique, which may lower the risk of expulsive hemorrhage. A viscoelastic device was employed to maintain a steady intraocular pressure throughout the procedure. Details of the surgical technique and material used are described. One patient with congenital glaucoma associated with SWS underwent a successful trabeculectomy using the modified technique. Postoperative intraocular pressure was successfully reduced and no intraoperative complications occurred. We describe a successful case of trabeculectomy in a SWS case where a modified technique was applied.
