지역내 이동성(micro mobility) 지원에 있어서 끊김 없는 이동성 보장은 중요한 이슈이다. 본 논문에서는 Cellular IP의 세미 소프트 핸드 오프 방안을 개선하였다. 기존의 Cellular IP의 세미 소프트 방식에서 핸드 오프시 패킷의 유실과 중복을 최소화 하기 위하여 설정한 세미 소프트 지연값을 동적으로 할당함으로 좀 더 실제 환경에 적합하도록 하였으며 또한, 일시적인 버퍼링을 통해 패킷 유실과 중복을 최소화하는 핸드 오프 방안을 제시하였다.
Prioritizing Telecommunications Service Policies in South Korea: An Innovation System Approach

Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

정부 주도 표준화정책 평가 연구: 광대역 융합망 표준모델 사업을 중심으로

한국과 중국 등 신흥산업국은 정부 주도의 대규모 공공 사업으로 대표되는 대형 R&D 사업을 전개함과 동시에 공적 표준화 형태의 국가 표준화 정책을 적극적으로 활용하였다. 이러한 정책은 주로 이동통신 관련 기술 표준으로 확인되며, 광대역 융합망(Broadband convergence Network, BcN) 사업에서도 그 시작과 함께 표준화를 동시에 고려한 BcN 표준 모델 사업이 함께 착수되었다. BcN 사업의 성과는 정성적인 방법을 통해 주로 분석되어 왔으나, BcN 표준 모델에 대한 연구는 찾아보기 쉽지 않다. 따라서 본 연구는 BcN 표준 모델을 평가하여 정부주도 표준화 정책의 효과를 살펴 본다. 사례 분석을 위해 표준 모델의 채택률을 조사하였으며 추가적인 인터뷰로 그 과정을 살펴보 았다. 설문조사 결과 많은 투자가 필요한 BcN 표준 모델의 하위 계층은 채택률이 낮은 반면 상위 계층은 중소기업의 많은 참여로 인해 높은 채택률을 보였다. 이는 정부 주도의 공적 표준화가 의도 하지 않은 결과이며, 오히려 컨소시엄 주도의 표준화가 확인되었다. 이와 같은 대형 공공 사업의 경우 많은 수의 이해관계자가 동시에 존재하므로 표준화 정책의 노력이 효과적이지 않음을 확인하 였다. Attempts by government-led large scale R&D projects are frequently identified and proactive national standardization policies named de jure standardization are implemented in newly industrialized countries such as South Korea and China. Though these policies usually focus on technology standards associated with mobile communication, the Broadband convergence Network (BcN) project was also planned to consider standardization by implementing a subproject, BcN standard model from the beginning. While the performance of BcN is largely evaluated using qualitative methodologies, studies on standardization policy by BcN standard model are not investigated. Therefore, this paper evaluates the BcN standard model in order to examine the effectiveness of a government-led standardization policy. For the case analysis, a survey is conducted to observe the adoption rate of the BcN standard model, and an interview is entailed to review the efforts on BcN standard model. According to the adoption rate of the BcN standard model, the lower layer which needs a significant amount of investments shows a low adoption rate, while the higher layer shows a high adoption rate due to small and medium enterprises (SMEs). Different adoption rates of the layers are unintended results of de jure standardization, and rather a form of consortia-led standardization is revealed. In such large scale public sector projects in which multiple stakeholders are involved, standardization policies may not be effective.
보건의료 연구개발사업 유형별 경제성평가항목 우선순위 도출 연구

This study was conducted to draw prioritized indicators which are applicable to decide priority order in the assessment process of budget allocation for the healthcare R&D project. We set up the hierarchy based on the review of previous researches and the prioritized assessment indicators, and conducted a survey to experts in Healthcare-related government agencies, academia, research and industry. The results are derived, using the method of Analytic Hierarchy Process (AHP). When no specific research type is suggested, “Necessity of the research” is chosen with the highest proportion (57.0%). In the case of basic research and policy research, “importance of policy direction” is highly chosen (51.2%) with the response of “Necessity of the research” (61.7%). However, “Economic feasibility” is critically recognized (51.5%) in case of the high technology research, indicating that the response to expected effect may be different depending on research type.
