        Employment Status of Caddies in the Korean Golf Industry

        This study is desgined to identify employ status of golf caddies in the Korean golf industry and to provide possible recommendations according to a judgement standard of workers defined in the Korean Labor law. In Korea, golf caddies are regarded as “independent contractors under the Korean labor law.” Unfortunately, since golf caddies in Korea are not considered as workers, they are not protected by law from an unfair treatment, unequal opportunity and employment, sexual harassment, and injuries. That is, there is limited options to get compensation. therefore, the Labor laws can be reconsidered, modified, or applied broadly to the labor market for independent contractors, golf caddies. First possible recommendation is that a judgment standard of workers defined in the Korean Labor law should be broadened to include the independent contractors, golf game assistants. Second, the term workers defined in the Labor Standard Act and the Trade Union &Adjustment Act is not identical. Third, while maintaining the traditional distinction between a worker and a non-worker under the Labor law, some minimal protections such as Industrial Accident Compensation Insurance or social security program should be applied to golf caddies.

        Prioritizing Telecommunications Service Policies in South Korea: An Innovation System Approach

        Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

        정부 주도 표준화정책 평가 연구: 광대역 융합망 표준모델 사업을 중심으로

        한국과 중국 등 신흥산업국은 정부 주도의 대규모 공공 사업으로 대표되는 대형 R&D 사업을 전개함과 동시에 공적 표준화 형태의 국가 표준화 정책을 적극적으로 활용하였다. 이러한 정책은 주로 이동통신 관련 기술 표준으로 확인되며, 광대역 융합망(Broadband convergence Network, BcN) 사업에서도 그 시작과 함께 표준화를 동시에 고려한 BcN 표준 모델 사업이 함께 착수되었다. BcN 사업의 성과는 정성적인 방법을 통해 주로 분석되어 왔으나, BcN 표준 모델에 대한 연구는 찾아보기 쉽지 않다. 따라서 본 연구는 BcN 표준 모델을 평가하여 정부주도 표준화 정책의 효과를 살펴 본다. 사례 분석을 위해 표준 모델의 채택률을 조사하였으며 추가적인 인터뷰로 그 과정을 살펴보 았다. 설문조사 결과 많은 투자가 필요한 BcN 표준 모델의 하위 계층은 채택률이 낮은 반면 상위 계층은 중소기업의 많은 참여로 인해 높은 채택률을 보였다. 이는 정부 주도의 공적 표준화가 의도 하지 않은 결과이며, 오히려 컨소시엄 주도의 표준화가 확인되었다. 이와 같은 대형 공공 사업의 경우 많은 수의 이해관계자가 동시에 존재하므로 표준화 정책의 노력이 효과적이지 않음을 확인하 였다. Attempts by government-led large scale R&D projects are frequently identified and proactive national standardization policies named de jure standardization are implemented in newly industrialized countries such as South Korea and China. Though these policies usually focus on technology standards associated with mobile communication, the Broadband convergence Network (BcN) project was also planned to consider standardization by implementing a subproject, BcN standard model from the beginning. While the performance of BcN is largely evaluated using qualitative methodologies, studies on standardization policy by BcN standard model are not investigated. Therefore, this paper evaluates the BcN standard model in order to examine the effectiveness of a government-led standardization policy. For the case analysis, a survey is conducted to observe the adoption rate of the BcN standard model, and an interview is entailed to review the efforts on BcN standard model. According to the adoption rate of the BcN standard model, the lower layer which needs a significant amount of investments shows a low adoption rate, while the higher layer shows a high adoption rate due to small and medium enterprises (SMEs). Different adoption rates of the layers are unintended results of de jure standardization, and rather a form of consortia-led standardization is revealed. In such large scale public sector projects in which multiple stakeholders are involved, standardization policies may not be effective.

        The effects of olfactory cue on affective behaviors in digital content

        후각단서는 디지털콘텐츠에 대한 사용자의 니즈를 충족시키기 위해서 디지털콘텐츠 제작자들이나 개발자들에게 많은 관심을 받고 있는 추세이다. 그러나 이와 같은 관심에 비해, 후각단서를 어떤 방식으로 활용할지, 어떻게 개발하면 좋을지에 대한 연구는 아직 부족하다. 따라서, 본 연구는 새롭게 떠오르고 있는 환경적 특징인 후각단서가 사용자의 정서적 반응에 미치는 영향을 검증하였다. 더 나아가, 디지털콘텐츠 내부와 외부에서 전달될 수 있는 모든 가능성을 고려하여 후각효과를 세부적으로 살펴보았다. 연구 결과, 후각단서는 태도, 경험, 만족도, 의도와 같은 정서적 반응에 유의미한 영향을 미치는 것으로 나타났다. 이러한 결과로 본 연구는 후각효과를 디지털콘텐츠의 새로운 서비스 방안으로 제시한다는 측면에서, 후각기술의 개발방향을 도출한다는 측면에서 시사점을 가진다. Digital contents producers and developers are taking notice of olfactory cues fulfilling the user’s needs to the digital contents. Compared to such attention, the study of how to apply and develop the olfactory cue still lacks. Therefore, this research demonstrated the upcoming environmental feature, the olfactory cue’s effect to the user’s affective behaviors. In addition, this research specifically examined the olfactory effect considering every possibility of being conveyed from both internally and externally to the digital contents. The result showed that the olfactory cue has a significant influence on the affective responses such as attitude, experience, satisfaction, and intention. In this light, this research has a meaning in the aspect of eliciting olfactory technology’s development direction and proposing olfactory effects as a new service method in digital contents.
