        Nanotechnology is a leading branch of technology and is expected to improve national industrial competitiveness. For maintaining a sustainable growth in nanotechnology, Korean government has set up specific plans from a long-term perspective. One of these plans is tracking and promoting certain potential technologies called Future 30 Nanotechnologies. This study aims to develop an analysis framework for comprehending the Future 30 Nanotechnologies. We applied this framework to the carbon nanomaterials field. Through co-authorship and keyword network analysis, we identified the research trends of three countries (i.e., Korea, US, and China.). This research framework could be utilized in the development of a nanotechnology policy.

        In this study, we have developed an index suitable for determining nanotechnology competitiveness. The analytic hierarchy process is used to compared Korean nanotechnology competitiveness with nine high-ranked countries in terms of OECD GDP along with China, India, and Russia. We fund Korea to be ranked fourth among the twelve countries. Despite Korean high rank, it has some problems with regard to infrastructure and industry development. To become a leading country in nanotechnology, Korea needs to strategically invest into research capabilities for nanotechnology, support industry convergence based on nanotechnology, and increase investment into infrastructure development. The findings of this study will contribute to enhancing nanotechnology-related policies and research.

        나노기술에 대한 소비자 지식 및 수용의도 탐색 연구

        The purpose of this research is to understand the general consumer knowledge and adoption intention of nanotechnology products, one of the advanced scientific fields. We examined consumers’ knowledge of innovation products based on nanotechnology, by gender and age group, which are divided into benefits, cost, and trust perception. As a result, the benefits were highly perceived in the order of perceived usefulness, perceived gains, and perceived ease of use. In general, it was found that men and older age group perceived the benefits of nanotechnology to be relatively higher than women and younger age groups did. In terms of cost, perceived risk was relatively higher than other variables and a high innovation resistance appeared in the younger 30s group. Finally, we found that trust for nano-related institution is relatively lower than trust for nano-related people and trust for nanotechnology itself.

        지각된 위험이 나노기술 제품 수용의도에 미치는 영향

        TVarious studies in different industries have proven the effectiveness of nanotechnology, which is considered as a representative technology that makes lives faster and more convenient and economical. However, as nanomaterials are tiny, consumers are concerned on whether they can do any physical harm. Therefore, based on the perceived usefulness and ease of use from the generally used Technology Acceptance Model (TAM), this study added additional variables including perceived risk. Moreover, this study introduced three kinds of trust (institution, people, and technology trust) as moderating variables, which can reduce the negative effect of perceived risk. Based on the analysis using the Structural Equation Model, we determined that perceived usefulness and ease of use positively influenced the intention to adopt nanotechnology products. Thus, when consumers regarded nanotechnology products as efficient and convenient, they showed increased intention to adopt the technology. Furthermore, perceived risk negatively affected the intention to adopt nanotechnology products, that is, when customers’ perceived risk increased, the adoption intention of nanotechnology product decreases because of the potential risk from nanotechnology. On the one hand, the negative effect of perceived risk on adoption intention decreased when trust in nanotechnology washigh and when consumers highlytrust experts or administrators. On the other hand, trust in government, public institutions, and companies which produce nanotechnology products showed no significant moderating effect. This study is meaningful as it generalized TAM by applying the model to new nanotechnology products and extended existing studies by the addition of perceived risk and various trust factors to the model.

        효율성 비교를 통한 나노기술 분야별 R&D 전략 수립

        In this paper, we compared the efficiencies of national R&D investments between NT (Nanotechnology) areas in terms of papers, patents, and commercializations, and found ways to improve the efficiencies of national R&D investments for each NT area. This is in response to huge R&D investments government has made recently in NT areas. Here, we collected data on investments, papers, patents, and commercializations for the R&D projects in NT areas through National Science & Technology Information Service. Based on the data, we analyzed the investment and performances (papers, patents, and commercializations) for each NT area, calculated the efficiency for each NT area, and compared the efficiencies between NT areas. Next, using cluster analysis, we identified several NT areas with similar characteristics in terms of paper efficiency, patent efficiency and commercialization efficiency. Finally, we derived implications for the efficiency enhancement for each grouping. The cluster analysis showed that there could be two groups, one being low in terms of technological outcome (papers and patents) efficiencies and high in terms of commercialization efficiencies, while the other being high in terms of technological outcome (papers and patents) efficiencies and low in terms of commercialization efficiencies. Therefore, the strategy for one group calls for support for technology transfer or technology introduction from other R&D performers and grant of guidance for improving R&D performers’ commercialization ability to other R&D performers while the strategy for the other group calls for R&D support for transfer of technology to other R&D performers, activation of technology transfer and support for commercialization of R&D performers.

        The development of broadcasting and telecommunications which is quick merge in the one territories. So it comes out new-service that is totally different from past typical broadcasting and telecommunication service. These new services such as VOD, IPTV, Web casting and combinations service which merged with broadcasting and telecommunications have many lack of control by the Regulation setup of existing. So nowadays New Digital Media service law should be enacted rapidly. For accomplishing goal of national polish that is fused broadcasting and telecommunications, I suggest enacting a New Digital Media service law that can service IPTV. Throughout the New Digital service law, we make growth economy and protect the interests of consumer.

        최근 데이터베이스 산업의 중심이 데이터베이스에서 데이터로, 활용으로 확대되면서 데이터베이스 산업은 지식정보사회의 핵심 인프라이자 데이터 기반 경제의 고부가가치 산업으로 부상하고 있다. 그러나 중소기업 위주의 낮은 경쟁력, 품질관리 체계 미흡, 전문 인력 부족 등의 고질적인 문제를 안고 있으며, 이를 극복하기 위해서는 관련 법적 근거 마련이 필수적이다. 본 논문에서는 데이터베이스 산업 현황에 대해 고찰하고 관련 법률 제정의 필요성과 방향을 제시하여 국내 데이터베이스 산업의 새로운 도약의 기회를 소개하고 향후 데이터 기반 경제에 대비하고자 한다. Recently, the focus of database industry is moving from database to data itself with applications. Database industry is being emerged as an essential infrastructure of knowledge-based economy and becomes a new high value-added business. To become a new engine of national economic growth, database industry may have the potential problems such as relatively low competitiveness of relevant SMEs, lack of database quality management system, and shortage of professional manpower. One of ways to deal with these problems is to establish a legal basis. In this study, we have studied the current status of database industry. Based on the analysis, we have suggested the need for establishment of relevant law and the direction on how such law can be enacted. This study contributes to provide a new chance for the growth of database industry and build up momentum in order to make a step toward data based economy.

        It is difficult to make an accurate estimate of the economic value and effects on societal economy of Nano-technologies. This research measures an economic value of Nano-technologies quantitatively and analyzes its influences on societal economy. This paper chooses some major industries as analysis targets and adapts the DEFRA comparative methodology model which has been developed in the UK and recommended by OECD. For this reason, some industries which are in range of economic value assessment were investigated and related data were collected. Also, the economic value and societal influences of Nano-technologies were calculated, through the procedure of the model. In addition, this study conducts a questionnaire to experts for the validity of measurement results and procedures. This paper suggests a guideline for economic value and effects on societal economy of Nano-technologies assessments through quantitative Defra comparative methodologies.

        DEA모형을 활용한 나노기술 분야 국가 R&D 과제의 효율성 분석

        Recently, nanotechnology has grown as one of the leading science technology along with other converging technologies such as biology, information, medicine etc., bringing the continuous investment of the government in nano-related field. However, it is difficult to measure and evaluate the performance of the national research and development programs because of the multidimen-sional character of the expected outcomes. This study aims to measuring efficiency of the national nanotechnology research and development programs using DEA model. The decision making units are nine nano-related ministries including the Ministry of Science, ICT and Future Planning. The input variables are total expenditure, number of the programs and average expenditure per program. The output variables are science, technology and economic indicator, and the combination of these outputs are respectively measured as seven different DEA cases. The Ministry of Science, ICT and Future was the first efficient ministry in total technical efficiency. Ministry of Agriculture, Food and Rural Affairs and the Ministry of Food and Drug Safety were efficient in pure technical efficiency, when the Ministry of Commerce Industry and Energy took the first in the scale efficiency. The program efficiency was affected by organizational characteristics such as the institution's scale, the concentration of the research paper or the patent, technology transfer or the commercialization. The result of this study could be utilized in development of the policy in the nanotechnology and the related field. Furthermore, it could be applied for the modification of expenditure management or the adjustment of the research and development programs' input and output scale for each ministry.

        웹 정보를 활용한 한국과 미국의 장단기 나노기술 경쟁력 비교 분석

        본 연구는 빅 데이터 중 하나인 웹페이지 규모를 나노기술 경쟁력의 지표로 활용함으로써 한국과 미국의 장 · 단기적 국가 나노기술 경쟁력을 비교 · 분석하고자 하였다. 이를 위하여 ‘나노기술’, ‘나노전자’ 및 ‘나노소재’라는 대표 검색어를 선정하고 지수평활법과 Bass 모형을 사용하여 향후 10년간 장 · 단기 웹페이지 규모 변화를 예측하였다. 분석 결과 ‘나노기술’ 검색어에 대한 관련 웹페이지는 우리나라에서 2028년경에 이르러 본격화할 것으로 나타났다. 또한 우리나라는 ‘나노전자’, ‘나노기술’, ‘나노소재’ 순으로 미국과의 기술 격차를 가지고 있는 것으로 분석되었으나, 이러한 기술격차는 시간의 흐름에 따라 상당 수준 좁혀질 것으로 예상되었다. 본 연구는 웹페이지 규모 자료를 이용함으로써 분석 과정에 소요되는 시간과 비용을 절감하였으며, 이를 통해 국가 간 또는 지역 간 기술경쟁력 분석에 새로운 조사 가능성을 제시하였다는 데에 그 의의가 있다. This research aims to compare the national nanotechnology competitiveness between Korea and the United States in short and long term using the web page volume which was utilized as the indicator of the nanotechnology competitiveness. The terminologies, i.e., ‘nanotechnology’, ‘nanoelectronics’ and ‘nanomaterials’ were selected as the keyword of search in web page to conduct this research problem. The exponential smoothing method and the Bass model were used to forecast the change of the web page volume during next decade. As the results, it was found that the web page related to ‘nanotechnology’ keyword will be upswept in the year 2028 in Korea. The biggest technological gap between the two country was founded in ‘nanomaterials’, followed by ‘nanotechnology’ and ‘nanoelectronics’, but these gaps were expected to become narrow as the passage of time. The result of this research would be significant that potential values of web page volume were suggested for the national or regional comparative analysis with the effectiveness of time and costs for survey.
