정부의 대표성은 국민 삶의 질을 향상시키는가? - 공공서비스 정책효과의 국가 비교 분석 -

본 연구는 정부관료제의 대표성에 대한 인식이 형성된 역사적 맥락에 비추어 처방과 개념의 이중적 의미를 재해석하고 국민 삶의 질과 직결되는 공공서비스의 영역으로 수렴되는 과정을 논의하였다. 이를 바탕으로 일선공무원과 집행조직의 관료제 수준을 넘어 정책형성을 주도하는 대의기관과 고위 행정직군을 포함하는 정부의 대표성으로 개념을 확장하고, 국가 비교 분석을 통해 정부의 소극적 대표성이 적극적 대표성으로 전환되는 정책효과를 갖는지를 검증하였다. 분석의 결과는 보건, 복지, 교육의 공공서비스 영역에서 정부의 인구학적 대표성이 국민 삶의 질에 유의미한 영향을 미친다는 것을 보여준다. 구체적으로 본 연구는 시민과 접촉하는 중하위직 공공부문 종사자의 대표성이 정책결정권을 행사하는 의회나 고위 행정직군에 비해 더욱 중요하고, 정부 대표성의 젠더와 민족-종교 차원에 따라 정책효과가 달라지며, 국가의 정치적 발전 단계보다는 시민의 다양한 요구에 반응하는 정부의 작동 여부에 따라 국민 삶의 질이 달라질 수 있다는 것을 밝히고 있다. This study revisits the evolving meaning of representative bureaucracy as a practical solution and a concept in the historical context in which the notion appeared. Based on a theoretical refinement to form the broader concept of representative government, the study examines whether passive representation is translated into active representation in a comparative study setting. Hence, the analytical focus lies on the causal nexus between demographic representation in government, on the one hand, and its policy effects in three public service domains, health, poverty, and education, on the other hand. A cross-national analysis reveals that the demographic representation of civil service bureaucrats, as opposed to elected or executive officials, has most policy effects; those effects differ according to the dimensions of representation, gender vs. ethno-religion. Furthermore, the finding suggests that the quality of life in a country can be enhanced mainly by the representativeness of the government rather than by the levels of political development.
가진 주파수성분에 따른 항만구조물의 지진응답특성에 관한 연구

항만구조물의 유체-구조물-지반 상호작용(FSSI)을 고려한 지진응답해석을 수행하였다. 우리나라 동남해안에 위치한 방파제 구조물을 대상으로 장주기 및 단주기파로 구분된 지진을 비롯하여 최근 우리나라에서 발생한 울진지진에 대한 지진응답특성에 대하여 고찰하였다. FSSI 효과를 고려하기 위하여 유체요소는 평면변형해석에 사용하는 4절점 사변형요소를 수정한 요소를 이용하여 모델링 하였다. 그리고 FSSI해석, 진도법, 부가질량법에 의한 지진응답특성을 비교하였다. 고유치해석을 통하여 방파제의 고유주기를 찾고, 기존의 지진 및 최근 우리나라에서 발생한 지진에 대한 지진응답특성 결과로부터 방파제 구조물이 장주기성분에 대한 영향을 더 많이 받는 것을 확인하였다. The seismic response characteristics of a port structure were investigated by the earthquake analyses of the structure subjected to high-, low-frequency component, and Uljin earthquakes. In the Fluid-Structure-Soil Interaction(FSSI) analysis, the fluid is modeled by the 4-node quadrilateral element which is a modification of a structural plane element, and the port structure and foundation is modelled by the plane strain element. Since the present method directly models the fluid-structure-soil interaction system using finite element method, it can be easily applied to the dynamic analysis of a 2-D fluid-port-soil system with complex geometry. The results of the seismic coefficient. added mass, and FSSI methods are compared. The results showed that the earthquake with high frequency components more affects the seismic response of the structure than that of low frequency components.

N/A It is evident that an elevation of urinary albumin excretion rate without clinical proteinuria strongly predicts a later progression of diabetic renal disease. Diabetic patients with normal or elevated resting albumm excretion rate show marked albuminuric response to physical exercise compared with matched non- diabetic controls. Employing treadmill test with exercise protocol of modified Bruce (stage II), we studied three groups: 7 normal controls, 11 type II diabetic patients (Group I) with normal urinary albumin excretion (AER<15 μg/ min) and 4 type 11 diabetics (Group II) with elevated urinary albumin excretion (AERa15 μg/min). The results are as follows: 1) In normal controls urinary albumin excretion rate was not increased after exercise. 2) In Group I patients (AER: 5.5±4.2 μg/min), urinary albumin excretion was increased to 7.8±10.8 μg/min after exercise. 3) In Group II (AER: 40.6±11.4 μg/min), urinary albumin excretion was increased to 92.0±35.8 μg/min after exercise, which was significantly higher than those observed in Group I. 4) Blood pressure and heart rate was not significantly different between normal controls and type II diabetic patients before and during exercise stress test. 5) There was poor correlation between diabetes duration or HgbAlc and maximal change in albumin excretion rate after exercise.
기하학적 비선형을 고려한 얕은 스페이스 트러스 구조물의 동적 좌굴 거동 분석

Shell-like space truss structure system has advantage that large space structure. Destruction mechanism occurs due to unstable behaviors with snapping by snap-through and bifurcation. Therefore Structural instability has important problem. In this study, direct and indirect snapping of shallow space truss are numerically investigated by the finite element analysis considering geometrical nonlinearity under the up-and-down excitation, and compared with the static critical load. The dynamic critical loads are determined by the numerical integration of the geometrical nonlinear equation of motion, and the mechanisms of the direct and the indirect snapping are examined by using the backbone curves and displacement response curves, time history curves, phases curves, response spectrums. Finally, the influence of damping to the dynamic buckling is discussed by comparing with the results under the step, the sinusoidal excitations.

Squamous cell carcinoma of the external auditory canal is a rare tumor and they can easily invade adjacent organs at an early stage. And the etiology is uncertain. Radiation treatment of nasopharyngeal carcinoma may induce malignancy in the external ear. Because squamous cell carcinoma of the temporal bone and external auditory canal is so rare, developing an adequate tumor staging and treatment has been difficult. We present a case of squamous cell carcinoma of the external auditory canal in 58-year-old female who presented with a 7-year history of bilateral otorrhea after radiation treatment to nasopharyngeal carcinoma 12 years ago.
