지방자치단체의 전략기획-선택인가 필수인가 : 미국 지방정부의 교훈

본 논문은 전략관리의 핵심적인 과정으로서 민간부분과 선진국의 정부부문에서 폭넓게 수행되고 있는 전략기획(strategic planning)이 근래 우리나라 공공부문과 지방자치단체에서 논의되고 있는 조직관리 개선에 어떤 방식으로 그 역할을 할 수 있는지 가능성을 탐구한 것이다. 이에 미국 지방정부를 중시의로 전략기획의 구체적인 수립방법과 도입 및 수정과정, 그리고 제도정착의 성공요인들을 분석하였다. 이를 통해 우리나라 지방자치단체에서 전략기획을 도입할 때 고려해야할 시사점으로, 1) 전략기획의 궁극적인 목적은 전략계획의 수립 자체가 아니라 조직 구성원의 전략적 사고와 행동을 유인하여 궁극적으로 조직의 기획역량을 제고하는 데 있다는 점, 2) 전략기획 과정에서 환경 및 이해관계자에 대한 분석이 충분히 이루어져야 한다는 점, 3) 마지막으로 전락기획의 성공적인 추진을 위해서는 지방자치단체장의 적극적·참여적 리더쉽과 조직내 커뮤니케이션의 활성화가 핵심적인 요인이라는 것을 제시하고 있다.

대기오염문제는 국민건강에 미치는 편안한 영향력으로 인해 환경 이슈 중에서도 특히 많은 주목을 받고 있다. 특히 자동차 배출물질로 인한 서울의 대기오염 상태는 건강을 위협하는 수준에 있다. 이에 관계 당국은 대기오염에 대한 다양한 대책들을 내놓고 있으며, 이의 일환으로 서울시는 2003년에 『자동차공회전제한에 관한 조례』를 제정하여 불필요한 자동차공회전으로 인한 대기오염을 감소시키려는 노력을 하고 있다. 그런데 이러한 일련의 정책시도들은 다소 규제 일변도의 정책 정향을 보이고 있는 현실이다. 본 논문에서는 정책수단으로서의 규제가 가지는 효과와 맹점을 검토해보고, 그 보완방안으로서 사회마케팅을 제안한다. 사회마케팅은 정책 당국으로 하여금 시민 중심의 정책철학을 가지게 하며, 규제를 비롯한 기존의 관련 정책 수단들을 합리적으로 재배열시키는 기능을 한다. 또한 사회마케팅 이론은 체계적인 정책대상 분석기법과 효과적인 집행 방안들을 제공함으로써, 시민들의 자발적인 정책 순응을 유도하며 시민과 정책당국 간의 신뢰 제고를 가능케 한다. 따라서 정책 목표가 보다 효과적으로 달성되기 위해 기존의 규제정책과 함께 사회마케팅의 개념과 기법들이 보완적 정책수단으로 사용될 것을 제안한다.

This study is on the pyroelectricity of the lithium niobate single crystal doped with transition metals Fe and pure grown by the Czochralski Method. There are two methods of measuring the pyroelectricity: the method of electric voltage and the method of electric current. MCV와 RDW를 이용한 복합유기용제 취급 근로자의 빈혈 유형에 관한 조사

The hematologic effect by low-concentration and repeated exposure to mixed organic solvent remains obscure. This study was performed to evaluate the hematologic effect by mixed organic solvent exposure, especially on the type of anemia by mean corpuscular volume(MCV) and red blood cell distribution width(RDW). The subject were 64 organic solvent workers(male 4, female 60) and 78 general workers(male 18, female 60) who showed anemic tendency in worker's health examination which carried out by Pusan Paik Hospital from January to December, 1988. The author gained some hematologic findings(hemoglobin, hematocrit, RBC, WBC, MCV, MCHC, platelet count, ESR, RDW) from auto-analysis method by coulter counter S plus IV, and compared the type of anemia by MCV and RDW. In the pilot study for estimating the prevalence of anemia according to the type of b, the prevalence rate was higher in organic solvent workers than in public officials as 10.9% and 4.1% respectively. There were statistical significance in the value of hemoglobin, hematocrit, MCV, MCHC, platelet count, ESR, RDW between the two study groups with more severe anemic tendency in organic solvent workers. The type of anemia in organic solvent workers was microcytic and anisocytic with the mean value of $68.28{\pm}8.3fL$ of MCV and $19.1{\pm}4.0%$ of RDW.

골에 발생한 전이성 편평세포암에 특이한 중성 Ribonuclease 의 작용기전에 관한 연구

In order to evaluate the mode of action of neutral ribonuclease(RNase) in metastatic squamous cell carcinoma tissue of bone, substrate specificity and mechanism of enzymatic hydrolysis were investigated in the neutral RNase specific to the metastatic squamous cell carcinoma. 1)Activity of neutral RNase was greatly increased in metastatic squamous cell carcinoma tissue of the bone, and the positive rate of neutral RNase as a marker for the bone cancer was observed to be high. 2)Neutral RNase in metastatic squamous cell carcinoma tissue was separated by a DEAE-cellulose column chromatography into 7 peaks, of which 3 neutral RNases appeared to be specific for the bone cancer. 3)Neutral RNase specific to the bone cancer was partially purified approximately 17-fold by centrifugation and a DEAE-cellulose column chromatography. 4)The partially purified neutral RNase specific to the bone cancer exhibited the highest activity against poly C, the activity against the substrate being poly AC, AU, ACU, CI, ACG, CIU, AGU, CU, U in the decreasing order. Poly A, G I, AG, GU,(homo-and heteropolyribonucleotides), poly dA, dT(polydeoxyribonucleotides), poly I+poly C, DNA(double stranded polynucleotides) were not hydrolyzed by the purified enzyme at all. 5)Majority of hydrolytic products of poly C by the action of neutral RNase specific to the bone cancer was observed to be oligoribonucleotides, indicating the nature of enzyme as an endonuclease. These results indicate that neutral RNase specific to metastatic squamous cell carcinoma of the bone exhibits higher activity against nucleotide linkages involved in cytosine and that the enzyme is a class of endonuclease, suggesting a possible role of the neutral RNase in suppressive action of metastatic squamous cell carcinoma.
