통일독일의 교원통합과 이의 통일한국 북한교원 인적관리에 대한 시사점 = Teacher Reappointment and Retraining Experience of the Unified Germany: Lessons for a Unified Korea

다국어 초록 (Multilingual Abstract)

This study examines the process of teacher integration and the criteria for dismissal and reappointment of teachers in Vietnam, Yemen, and Germany following each country’s unification. The purpose of this study is to find lessons for teacher reappointment and retraining in a future unified Korea. Germany was the only country which experienced teacher dismissal and retraining after unification. The study examines the dismissal criteria, retraining system, methods, programs, and institutions for the teacher retraining of the unified Germany. The number of teachers expected to be dismissed, and the reappointed teachers after reunification were reviewed along with the number of new teachers in unified Korea considering the difference in the number of students per teacher. The immediate and systematic education in the unified country is necessary even if the entire society undergoes radical changes with unification. The study recommends the operation of curriculum research groups and mutual exchange of teacher training programs between the two Koreas.

국문 초록 (Abstract)

이 연구는 독일의 통일 이후 교원통합 과정을 살펴보고, 이의 통일한국의북한지역 기존교원에 대한 해임과 재임용 기준, 그리고 재임용된 교원의재교육 방안에 대한 시사점을 논의하는 것을 목적으로 한다. 통일 독일의교원통합 과정에서는 교원해임 기준, 재임용교원의 재교육제도, 재교육필요교사들의 분류, 재교육 내용, 재교육 방법, 재교육 프로그램, 재교육담당기관 등이 검토되었다. 북한의 이념교육과목 비중에 따른 통일 이후해임 교원 수와 재임용 교원 수가 남북한 교사일인당 학생 수 차이를 고려한 통일한국의 신규임용 교원 수와 함께 예상되었다. 남북한 교사 간의교과연구회 운영, 남북한 교원양성 프로그램에 대한 상호교류 등의 사전적 시도 필요성과 예상하지 못한 시기의 통일로 사회 전체가 급격한 변화를 겪게 되더라도 통일된 국가 내에서 즉각적이고 체계적인 교육서비스가 중단 없이 진행되기 위한 준비의 필요성이 지적되었다.
