This monograph is aimed primarily at the following three major points: (1) to analyse the process of economic policy making in Korea from the end of World War Ⅱ to date; (2) to evaluate the level of policy development and characteristics in each of four policy development stages; and finally (3) to attempt to set forth a direction for development toward which economic policy as a whole can be directed. The paper consists of four chapters, each of which is designed to correspond to one of four stages of policy development. First stage-from the end of World War Ⅱ to the breakout of the Korean War, a period of the beginning of policy making; second stage-from the end of the Korean War to the end of 1950s, a period of systematization of policies; third stage-1960s, a period of enlargement and development of policies; and fourth stage-from 1970 to the present, a period of prosperity. The first chapter makes an analysis of how economic policies in the initial years were made under the specific political and social environment and the economic reality of that particular period. The author discusses in the second chapter the process of the systematization of the economic policies made in the initial and the following years. In this regard special attention is given to the demands made by the practical needs of the economy of the period, and to the philosophical ideas on which the economic policies were based, both of which are considered to be major elements characterizing the process of the systematization of the policies. The third chapter is devoted to a review of the process of enlargement and development of economic policies in connection with the 5-year Economic Development Plan in the 1960s. The manner in which the enlargement and development of policies influenced the actual operations of the Korean economy in that period are also reviewed. In the final chapter, the problems arising from the enlargement of policies and the development of the economy achieved during the 1960s are discussed. In an effort to assist the policy makers in overcoming these problems the author tries to set forth desirable new directions for economic policy development. It should be noted that the author makes an effort to clarify the differences of characteristics and levels of policies existing among the four stages of development. Through a comparison of these differences the author believes that the errors and mistakes involved in policy making can be identified and that the problems resulting from errors and defects can be overcome.
