<P>We study Besov and Triebel-Lizorkin space estimates for fractional diffusion. We measure the smoothing effect of the fractional heat flow in terms of the Besov and Triebel-Lizorkin scale. These estimates have many applications to various partial differential equations.</P>
중국의 삼림 보전 정책 - 퇴경환림정책에 관한 경제 분석 -

본 연구의 목적은 중국의 삼림조림정책 중 하나인 퇴경환림정책에 초점을 맞추어 그 배경과 정책에 관하여 개관을 한 후 이론적인 분석을 추가하고, 이를 바탕으로 퇴경환림정책 수행요인에 대한 실증분석을 실시하는 것이다. 중국의 삼림정책(forestation policy)은 1990년대 후반 이후 기존의 생태림(천연림) 보전정책과 더불어 적극적으로 조림을 도모하는 퇴경환림정책(reforestation policy or grain-for-green policy) 등을 실시하고 있다. 1999년부터 시범 시행이 시작되어 2002년에 본격적으로 도입된 퇴경환림정책에 관하여 본 연구는 퇴경환림정책에 대한 전개상황을 정리하고 선행연구에서의 평가 등을 정리함과 동시에 그 이론구조를 명확히 하기 위하여 모형 분석을 하고 또 중국의 지역별 데이터를 이용해, 퇴경환 림정책 수행의 요인을 찾기 위해서 실증 분석을 실시한다. The purpose of this paper is to analyze the reforestation policy in China from empirical perspectives, focusing on the theoretical framework of its policy and effects on China's forest environment preservation. In China, the stance of forest policy changed drastically in 1998 when the flood-based disaster has occurred around the Changjiang River basin, caused by the development of land use from the forestly to agriculture to decrease the forest area at mountain regions to increase the crop production and the farmer's income. Since the late 1990s, China's forest policy (forestation policy) has changed from increasing the green forest (natural forests) in conjunction with the conservation policy, to promoting the afforestation policy to increase the forest area. The pilot project began in 1998, changed for the full-fledged version of the reforestation plan in 2003. Kyoku and Yabuta (2004), for example, gave a field research in Sichuan of China and investigated the income compensation program of converting the agriculture land to afforestation and issues such as business development and its sustainability. This paper analyses the development pattern of the reforestation policy in China, and carries out the model analysis and examines an empirical study to explore the causes of the reforestation plan execution.
A Dual-mode Pico-positioning System using Active Aerostatic Coupling

This paper proposes a dual-mode ultra precision positioning system for machine tools and measuring machines. The objective was to position a machine table with a picometer order of resolution, i.e., pico-positioning. A twist-roller friction drive (TFD) was used in coarse-mode positioning. The TFD, which was driven by an AC servomotor, is a kind of lead screw in mechanical terms, and several centimeters of machine table movement was controlled with a nanometer order of positioning resolution. To eliminate lateral vibration caused by the TFD, an active aerostatic coupling driven by piezoelectric actuators was inserted between the TFD and the machine table. This active aerostatic coupling was also applied as a feed drive device for fine-mode positioning; in the fine mode, the positioning resolution was 50 pm. Factors influencing pico-positioning, such as how noise from displacement sensors and vibrations in the aerostatic guideway affect positioning resolution, are discussed.
Vibration Control of a High-Speed Air-Bearing Spindle using an Active Aerodynamic Bearing

A novel high speed air-bearing spindle is proposed as a tool spindle for small diameter of cutting and grinding tools. The spindle vibration at high rotational speed is suppressed by an active aerodynamic bearing incorporated into the spindle. For generating aerodynamic damping force, the wedge angle on the aerodynamic bearing surface is controlled by piezoelectric actuators. By using several control tactics, the effect of the active control of the aerodynamic bearing on the spindle vibration is analyzed. Experimental result shows that the amplitude of the spindle vibration can be suppressed to be 0.1μm at the rotational speed of 50,000min<SUP>-1</SUP> (833Hz). Final goal of the study is to suppress the amplitude of spindle vibration less than 0.1μm at the rotational speed of 120,000min<SUP>-1</SUP> (2kHz).

A new type of touch probe for measuring small optical parts is proposed. The probe is excited by a piezoelectric actuator in sinusoidal waveform. When the vibrating probe touches an object, harmonic components of the vibration appear in the power spectrum of the probe vibration. When the power of the second harmonic exceeds a threshold level, it is judged that the probe touches the object. Measuring force is small enough for measuring the surface of optical parts. The touch probe is mounted on a small CMM controlled by a PC and evaluated its performance by measuring a standard steel ball.
