        The International Comparison of Post-materialism

        This study compares civilian post-materialism levels of 10 advanced countries by examining the effects of welfare characteristics and individual security on postmaterialistic values. The results indicate that individuals’ post-materialistic values are more staunchly determined by characteristics of their countries’ welfare and level of individual security than economic levels of individuals and nations. Moreover, this study finds that the type of welfare system and the level of welfare provision of a particular country have a significant relationship with insecure life event experiences and a sense of insecurity among individual civilians. Overall, research results show that, as for the countries having reached a certain level of economic development, the issue at stake is not the height of national economic development, but the amount of the nation’s economic resources needed to help secure the lives of its people. The research also shows that the security of life by welfare provisions lays the groundwork for the pursuit of postmaterialistic values.

        원자력발전소 화재의 효율적인 예방과 대응을 위한 법적 체계 연구

        원전 화재의 발생은 언제든지 원자로의 안전에 심각한 영향을 미칠 수 있다. 특히, 방사성물질을 취급하고 있는 원자력발전소에서 화재가 발생하는 경우, 발전소와 종사자에 대한 일차적인 피해뿐만 아니라 일반 주민에게 이차적인 피해를 미칠 수 있기 때문에 피해를 최소화하기 위하여 설계 및 건설단계에서부터 운영 및 폐기단계에 이르는 모든 단계에서 심층방어개념에 입각한 화재방호계획을 수립하여 발전소를 건설, 운영하여야 한다. 원전 안전의 중요성은 아무리 강조해도 지나침이 없다. 그러나 더욱 중요한 것은 원전 안전성을 강조하는 것이 아니라 실제로 원전을 안전하게 운영하고, 만약의 경우 사건ㆍ사고가 발생할 경우 그 피해를 최소화하는 것이다. 더 나아가, 원전 화재에 대한 규제는 원전 화재를 예방하고 화재가 발생했을 경우 그 피해를 최소화할 뿐 아니라 회복력을 확보하는데 있다. 동시에 원전 화재에 대한 막연한 국민의 불안을 해소하고 안전에 대한 신뢰를 높임으로써 원전화재방호의 효율성을 제고하는 것을 지향해야 한다. 현재 원전안전 규제에 대한 책임은 원자력 규제기관에 있다. 원전 화재방호규제 또한 원전 안전을 목표로 한다는 점에서 원자력안전 규제의 틀에서 일관성을 유지하는 것이 중요하다. 따라서 안전규제의 책임소재를 명확히 하는 것이 필요하다. 안전계통의 보호가 무엇보다 중요한 원전안전의 특수성과 안전규제의 전문성을 고려할 필요가 있다. 단 원전화재 방호의 기술적인부분은 전문분야간의 협력, 즉, 원자력안전 분야와 소방분야의 협력이 반드시 필요하다. 이때 분명한 원칙은 원자력발전소의 경우 화재진압보다는 원전 안전 즉 방사성물질 누출로 인한 피해 방지가 우선되어야 한다는 사실이다. 더 나아가, 규제 일원화의 진행 여부에 대해서 불확실성이 높은 상황에서 원전 화재 대응의 최종 목표에 대한 철학적 합의의 중요성은 아무리 강조해도 지나치지 않을 것으로 판단된다. 본 논문은 크게 세 부분으로 구성되어 있다. 우선, 첫 번째 장에서 원전 화재 관련 주요 규제와 관련 법령의 주요 내용과 쟁점, 법령간의 관계, 그리고 법적 과제를 다룬다. 이어 두 번째 장에서 대한민국과 주요국의 원전 화재 대응체계의 고찰과 함께 우리나라를 위한 정책적 시사점을 제시한다. 끝으로 우리나라 원전 화제 방호 관련 문제점과 해결 방안을 제시한다. A nuclear power plant fire can seriously affect the safety of the reactor at any time. In particular, if a fire breaks out at a nuclear power plant dealing with radioactive materials, it can cause secondary damage to ordinary residents as well as primary damage to power plants and workers. The importance of nuclear safety cannot be overemphasized. More important, however, is not to emphasize the safety of nuclear power plants, but to actually operate them safely, minimizing the damage if accidents or accidents occur. Furthermore, regulations on nuclear power plant fires are aimed at preventing nuclear power plant fires and securing resilience as well as minimizing the damage if a fire occurs. At the same time, the government should aim to improve the efficiency of nuclear power plant fire protection by relieving vague public anxiety about nuclear power plant fires and increasing trust in safety. At present, the responsibility for nuclear safety regulations lies with nuclear regulators. It is important to maintain consistency in the framework of nuclear safety regulations, given that regulations on fire protection at nuclear power plants are also aimed at nuclear safety. Therefore, it is necessary to clarify the responsibility for safety regulations. It is necessary to consider the particularity of nuclear safety and the expertise of safety regulations, where the protection of the safety system is paramount. The technical part of unit telephone disaster protection is necessary for cooperation between specialized fields, i.e., in the nuclear safety field and the fire-fighting field. At this time, the clear principle is that nuclear power plants should have priority over nuclear safety, or prevention of damage caused by radioactive material leakage, rather than fire fighting. Furthermore, the importance of philosophical consensus on the final goal of responding to nuclear fires cannot be overemphasized in the face of high uncertainty as to whether regulations will proceed. The main content of this paper consists largely of three parts. The first chapter deals with key regulations on nuclear power plant fires and key content and issues of relevant statutes, relationships between statutes and legal challenges. The second chapter then presents policy implications for Korea, along with a review of the nuclear power plant fire response system in South Korea and major countries. Finally, it presents problems and solutions related to the protection of nuclear power plants in South Korea.

      • Utilization of health insurance data in an environmental epidemiology

        Objectives In South Korea, health insurance data are used as material for the health insurance of national whole subject. In general, health insurance data could be useful for estimating prevalence or incidence rate that is representative of the actual value in a population. The purpose of this study was to apply the concept of episode of care (EoC) in the utilization of health insurance data in the field of environmental epidemiology and to propose an improved methodology through an uncertainty assessment of disease course and outcome. Methods In this study, we introduced the concept of EoC as a methodology to utilize health insurance data in the field of environmental epidemiology. The characterization analysis of the course and outcome of applying the EoC concept to health insurance data was performed through an uncertainty assessment. Results The EoC concept in this study was applied to heat stroke (International Classification of Disease, 10th revision, code T67). In the comparison of results between before and after applying the EoC concept, we observed a reduction in the deviation of daily claims after applying the EoC concept. After that, we categorized context, model, and input uncertainty and characterized these uncertainties in three dimensions by using uncertainty typology. Conclusions This study is the first to show the process of constructing episode data for environmental epidemiological studies by using health insurance data. Our results will help in obtaining representative results for the processing of health insurance data in environmental epidemiological research. Furthermore, these results could be used in the processing of health insurance data in the future.

      • 미래에너지의 사회적 수용성에 대한 행동경제학적 접근: 프레임 효과에 대한 네트워크분석 사례

        수소와 핵융합은 미래에너지로써 과학기술의 가치를 갖고 있다. 본 논문은 미래에너지로써 수소, 핵융합에 대한 언론의 보도 내용을 분석하여 특정 기술에 대한 프레임이 형성되는 과정을 파악하고자 한다. 행동경제학은 본 논문에서 미래에너지에 대한 프레임이 형성되어 시민에게 기술 선택 시에 영향을 미치게 된다는 주제를 뒷받침하는 이론틀이므로 선행연구를 검토한다. 실증분석을 위해서 네트웍 분석을 수행한다. 네트웍 분석은 수소, 핵융합과 관련된 방송과 신문기사를 수집하여 네트웍을 구성한다. 구성된 네트웍의 특성과 주제어간 관계와 형성된 클러스터 등을 살펴본다. 네트웍을 분석한 결과 수소는 에너지기술이지만 사회적 가치를 상대적을 더 내포하고 있다. 반면 핵융합은 과학기술로써 가치를 더 많이 가지며 아직은 명백한 이미지가 형성되었다고 보기는 어려웠다. 이러한 언론 보도로부터 형성된 이미지는 두 에너지기술에 대한 반응을 달리 가져오므로 이에 대한 고려를 바탕으로 일반 시민에게 접근해야 할 것으로 판단된다. Hydrogen and nuclear fusion have the value of science and technology as alternative future energy. This paper tries to analyze the media coverage of hydrogen and nuclear fusion as future energy to grasp the process of frame formation for specific technology. Behavioral economics is a theoretical framework that supports the subject that a frame for future energy is formed in this paper and affects citizens in choosing technology, so prior research is reviewed. Network analysis is performed for empirical analysis. Network analysis collects broadcasting and newspaper articles related to hydrogen and nuclear fusion to form a network. Let"s look at the characteristics of the configured network and the relationships between the topics and the clusters formed. According to network analysis, hydrogen is an energy technology, but it implies more social values. Nuclear fusion, on the other hand, has more value as a technology and has yet to be seen as a clear image. The images formed from these media reports bring different reactions to the two energy technologies, so it is judged that the public should approach them based on their consideration.
