The fixed-charge transportation planning model (fcTP) is one of the basic subsystems in the Supply Chain Management (SCM) network system. The fcTP problem is to find determinations of a minimum-cost transportation plan for a homogeneous commodity from a number of plants to a number of warehouses. This problem is a well-known NP-hard problem. Many practical transportation and distribution problems in SCM such as the minimum cost network flow problem with fixed charge in logistics can be formulated as fcTP problem. In this paper, we propose the new Stochastic Evolutionary Algorithm for solving fcTP problem. The experimental results of propose method and three different Hybrid Genetic Algorithms (hGA) are compared to validate the effectiveness of proposed method. The compared hGAs are hybridized with (1) Alteration of Population Size Method, (2)Fuzzy logic control of GA parameter auto-tuning, (3)Local search techniques.

Today private military companies have grown rapidly in their scope and scale and have emerged as one of defense workforces in western countries. In modern war theater, private military companies(PMCs) have played an important role in military operation. It has been estimated that PMCs contribute tremendously to ending Iraq war with a success. In this thesis three research areas are focused. First, the size of civilian contractors of PMCs in Iraq and Afghanistan war and the types of work performed by civilian contractors. Second, the analysis of the growth background of PMCs, i.e. The reasons why PMCs have grown fast and employed hugely by the western states in the aspects of international security environments, new pattern of war execution, and defense policies. Third, the possibility of introducing and growing PMCs in Korea and certain preparations needed for the new trend of utilizing civilian military resources. It is forecasted that PMCs will be generated and grown in Korea. It also presented essential things to prepare for the future, such as study on the separation of military core functions and noncore functions, legislation and revision of related laws or regulations of PMCs, and flexible mind set of Korea military leadership to utilize healthy PMCs in the military operations and in the defense area.
Domestic and foreign disinfection industry trends in response to COVID-19

Since the COVID-19, there has been a growing interest in disinfection in the space where many people stay for a long time, with the spread of new infections caused by Cluster Infection in multi-use facilities in Korea soaring. Since COVID-19, natural ventilation and mechanical ventilation alone have difficulty in controlling bio-aerosols in multi-use facilities, and considering water-borne infections as an infection path of COVID-19, a diverse disinfection process is required. Since the declaration of COVID-19 pandemic, attempts to replace human resources with robots or drones have been increasing due to the spread of non-face-to-face culture that minimizes interpersonal contact. Domestic disinfection is carried out through disinfectants approved by the Ministry of Environment for coronavirus, such as cleaning, spraying disinfection through dispensing drugs, and direct disinfection. Disinfecting spray is also avoided by the Central Disaster and Safety Countermeasures Headquarters in Korea and the WHO. This is because the effect of disinfection is low except in the space where the disinfectant is directly contacted, and the disinfectant stimulates the skin, eyes, and respiratory system, which is not recommended due to the high risk of exposure to the human body. Although most of the domestic and international development and commercialized disinfection technologies have UV lamp and spray disinfection methods, they have clear limitations such as weak spray disinfection effects or ozone from ultraviolet lamps. the disinfection technology needs to be considered for the harmful effects of human exposure of chemicals in disinfectants that are made for the purpose of removing microorganisms, so continuous interest and verification of the technology is needed.
