      • Evolution and Features of Korea"s Science & Technology Policy Coordination System

        Korea is examining how to coordinate its S&T policies and solidify its position as a leader of infrastructure innovation policy that forms the foundation for many different policies. A number of questions have been raised, such as whether to install a superior coordinating body like the National Science and Technology Council (NSTC) or separate the budget allocation and coordination authority from the budget-planning ministry. Korea has tried using various institutional coordination devices and functions such as reorganizing its administrative ministries based on related functions and installing or reinforcing a superior coordinating body. In line with these discussions, the strengthening of the S&T policy coordination function through the NSTC is currently under review. In order to design an effective S&T coordination system in step with changing political and social demands, it is important to have a clear recognition of the current context as well as the unique institutional characteristics of Korea. This study examines the evolution of Korea"s S&T policy coordination systems and analyzes its features.

      • Assessment of Innovation Policy Coordination Through Korean Office of Science, Technology and Innovation (OSTI)

        The need for designing and implementing integrated policy was further emphasized in tandem with the increase in interest concerning policy coordination and interactions. An active discussion is taking place in the field of innovation policy concerning “integrated innovation policy,” which considers innovation along with financial, regional development, social, and environmental policies together in a holistic manner. In Korea since the beginning of the 2000s, there were many attempts at implementing integrated innovation policy through the restructuring of the overall S&T administration system. For the purposes of taking an integrated approach to S&T policies as well as to S&T-related human resources, industrial, and regional development policies, the Roh Administration (February 2003~February 2008) elevated the S&T Minister to the level of Deputy Prime Minister as well as launching the Office of Science, Technology, and Innovation (OSTI) (October 2004 ~ February 2008) under the Ministry of Science and Technology. This study investigates the policy coordination activities of the OSTI from the perspective of policy integration. It deals with the background of the OSTI, its roles and responsibilities, the coordination process, and its achievements and limitations while discussing the important implications for developing effective policy measures with the hope of contributing to the development of theories of integrated innovation policy.

      • The Green Growth Policy of the Lee Myungbak Government

        S&T policy has been traditionally regarded as a sector policy; however, it is now evolving into an infrastructure innovation policy that forms the foundation of diverse types of policies. Simultaneously, environmental and energy policies formerly considered as sector policies are now being expanded and integrated into a higher level policy for sustainable development. With these changes underway, the importance of policy integration has increased. Efforts are being made to minimize contradictions between environmental, social, and innovation policies that emphasize proactive linkage among policies or place the highest priority on environmental policy following the theory of Environmental Policy Integration (EPI). Confronted with these policy changes, the Lee Myung-bak government announced “Low-Carbon Green Growth” in 2008 as national agenda for development that focus attention on environmental and energy issues. Economic policy and environmental policy have been traditionally seen in a conflicting relationship with different paths of policy development. However, the administration of President Lee is now emphasizing the synergy effects between the environment and economic growth with the concept of green growth. The green growth policy of the Korean government has great significance as it has built a momentum for incorporating social goals such as environmental values or sustainable development into economic growth-oriented policies; however, there remain many challenges due to the legacy of the development period that has dominated Korean society. The Korean government says it reflects “EPI” or “environmentalism” in policy goals; however, in reality it prioritizes development over the environment.

        Current Status and Tasks of the Korean Living Labs as Field & Citizen-driven Innovation Activities

        최근 사용자 참여와 현장지향성을 강조하는 리빙랩이 변화를 이끌어내는 개념으로 등장하고 있다. 리빙랩은 ‘살아있는 실험실’이라는 뜻으로, 특정지역의 생활공간을 설정하여 공공-민간-시민 간의 협력을 통해 문제를 해결하는 수단이자 방식이다. 한국에서도 중앙정부 주도의 하향적 정책추진, 기술 공급자 중심의 연구개발, 대기업과 경제성장 중심의 산업혁신이 가지는 한계를 넘어 새로운 혁신 및 문제 해결의 수단으로서 리빙랩 활동이 진행되고 있다. 본 연구에서는 국내 리빙랩 현황을 추진 주체인 중앙정부, 중간지원조직, 대학, 주민으로 구분하여 각각의 사례를 분석하고 정책 과제를 제시하였다. 아직 초기단계에 머물고 있는 리빙랩이 사회의 실질적인 변화를 이끌어내기 위해서는 중앙정부 및 지자체의 일하는 방식의 변화, 플랫폼 구축에 대한 전망, 공익성을 지닌 똑똑한 최종 사용자의 조직화 등이 중요한 과제이다.       • The Rise of Korean Innovation Policy for Social Problem-Solving

        Technology supply has been the main thrust of the Korean government’s science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

      • 국내 리빙랩 현황 분석과 발전 방안 연구

        The main task of this study is to diagnose and evaluate the current status and problems of the domestic living lab currently being promoted and to draw up policy issues to be solved in the future. Living Lab is still in the policy experiment stage in Korea. Considering this, this study explores the possibilities of expanding the living lab as a means and a way to derive the success model through sharing experience and achievement of living lab and to innovate R&D project, regional innovation and social innovation project. This study is divided into two parts. Chapters 2 and 3 present "living lab typology and methodology". Chapters 4 through 7 deal with "domestic living labs". In Chapter 2, this study examine the current status of domestic living lab and present typology. Chapter 3 explores the theory and major cases of living lab methodology and draws implications. In Chapter 4, investigating and analyzing the cases of domestic and overseas university living labs, and drawing out applicability and policy issues. Chapter 5 analyzes the case of living lab in the social problem-solving research and development project which is being promoted in the way of innovating existing national R & D projects and draws policy implications. In Chapter 6, we will look at the present state of the living labs that are being promoted for the purpose of solving social innovation and community problems in the intermediary of each local government such as Seoul Innovation Park and Pohang Techno Park. Chapter 7 examines the current situation of living lab in the local and public institutions such as Seoul Bukchon Hanok Village, Seongnam Senior Experience Complex, and National Fire Service Academy. In Chapter 8, this study tries to analyze the present situation and problems of the living lab under the existing system such as national R&D project, regional innovation project, social innovation project, and to draw out the problem. Based on this, we would like to suggest a way to refine the concept and methodology of living lab that is suitable for the Korean situation and to improve and develop in the mid to long term.

        정책 조정의 새로운 접근으로서 정책 통합

        최근 정책의 복잡성ㆍ불확실성ㆍ애매성이 높아지면서 정책 조정 및 통합 문제가 핵심 과제로 등장하고 있다. 특히 혁신과 환경 부문은 그 정책의 위상이 강화되고 영역이 확대되면서, 지속가능한 발전을 강조한 환경정책 통합(Environmental Policy Integration)과 제3세대 혁신 정책(the Third Generation Innovation Policy) 등이 환경정책과 혁신정책의 새로운 패러다임으로 등장하고 있다. 본 연구는 정책조정에 대한 새로운 접근으로 ‘정책 통합(policy integration)’을 제시하고, 이에 대한 등장 배경, 의의, 개념과 대상, 주요 쟁점을 살펴보았다. 보다 구체적으로 정책통합의 기대 효과와 어려움을 환경정책과 혁신정책의 통합을 중심으로 살펴보고, 정책 통합의 사례로 핀란드 혁신정책 통합을 살펴보았다. 이에 기반하여 기술혁신정책을 중심으로 정책 통합을 구현하기 위한 정책적 함의를 도출하였다. 정책 통합은 정책 수행주체의 다원화와 자율성을 전제로 하면서도, 개별 정책을 같은 방향으로 재배열하거나 전체 목표에 부합되도록 추동해 나가는 일련의 정책적 노력을 말한다. 각 부문 간 적극적인 상호작용을 통해 형성된 공유된 비전과 사회적 합의에 기반하여 장기적인 시각에서의 정책 조정(policy adjustment)과 적응(adaptation)을 강조하고 있다. 정책통합은 일반적으로 조직통합과 연계해서 생각하는 경우가 많으나 반드시 정책통합으로 이어지지 않는다. 정책 통합은 일사분란하게 정책들이 특정 방향으로 위계적으로 배열되는 것도 아니고, 정책들이 개별적으로 질서 없이 각개 약진하는 것도 아닌, 공통된 비전하에서 같은 방향으로 진화해 나간다는 점에서 계서제, 전체주의 개념과 차이가 있다. 정책통합론은 정책조정에 대한 새로운 인식을 제공하고 정책의 실효성을 제고하는 등 다양한 측면에서 의의가 있다. Recently policy coordination and integration have emerged as core challenges as complexity and uncertainty of policy. Especially as innovation and environment policy is expanding and its position is being further elevated within policy hierarchy, policy integration has emerged as core governance challenges for nation states. OECD countries emphasized the need of coordination and integration of policy by introducing concepts such as ‘Environmental Policy Integration’, ‘the Third generation innovation policy’, ‘integrated innovation policy’. This study analysed the background, concepts, objects, mechanisms, and major issues of integrated innovation policy and various attempts for integrate innovation policy by policy level and cycle. Developing integrated innovation policies has become increasingly important for the EU and OECD countries in recent years. OECD countries including Finland have developed broader policy agendas for balancing policy objectives and aims of other policy sectors and horizontal relationships with other policy sectors. Policy integration helps to reorient policies where related policies are in conflict and to ensure coherence across different policy areas. Policy integration emphasizes long-term policy adjustment and adaptation based on social agreement and common vision.

        시스템 전환 실험의 장으로서 리빙랩

        현재 우리나라 혁신시스템은 기존의 성장 및 기술공급 위주의 발전전략이 한계를 노정하면서 새로운 전환기를 맞고 있다. 이에 새로운 혁신 경로 창출을 위한 과학기술・ICT 정책 패러다임 전환은 물론 지속가능한 에너지, 농업・농촌 등 다양한 영역에서의 시스템 전환이 필요한 상황이다. 리빙랩은 사용자 참여를 기반으로 하는 새로운 혁신모델이자 지속가능한 시스템 전환의 니치 실험으로서 유럽을 중심으로 논의되고 있다. 본 연구에서는 과학기술・ICT가 에너지 전환, 농업・농촌 시스템 전환, ICT 정책 패러다임의 전환에 적용된 리빙랩 사례를 살펴보고 우리나라에서의 시사점을 도출하였다. 유럽의 SusLab 프로젝트, C@R 프로그램, 대만의 리빙랩 사례 모두 사전기획 단계부터 지역・사용자의 배경과 경험을 적극적으로 수집하고, 사용자 주도의 혁신활동을 개발프로세스 전반에서 유지함으로써 다양한 전환 실험을 성공적으로 추진하였다. 이러한 결과는 중앙정부와 지자체가 리빙랩 도입을 검토하는 현 상황에 맞춰 다양한 시사점을 제공한다. 리빙랩은 국가 또는 지역 전반의 사회・기술시스템의 전환을 위한 전략적 니치 실험, 정책 간 연계통합의 수단, 새로운 지역혁신 모델로 활용될 수 있다. 또한 최근 혁신정책 패러다임에서 강조하고 있는 사용자 및 수요 측면을 반영한 정책통합을 실현할 수 있는 중요한 플랫폼이 될 수 있다. Current Korean innovation system is facing a new turning point while the growth-oriented and S&T provide-oriented development strategy. Accordingly, there are needs for not only system transition in various area, such as sustainable energy, agriculture, and rural area but also STI policy paradigm shift to create a new innovative pathway. Living lab is being discussed in European country as a new innovative model based on user participation and as a niche experiments for sustainable system transition. This study attempts to analyze the living lab cases which are for the purpose of energy transition, agriculture・rural areas system transition, and STI policy paradigm shift. Based on this analysis, the implications were derived in Korea. European Suslab project, C@R project, and Taiwan living lab, promoted diverse transitional experiments successfully by collecting users’ background and experiences from pre-planning stage and by maintaining the user-driven innovative actions within the whole development process. This result provides various suggestions to current Korean situation that central government and local governments are considering the introduction of living lab. Living lab can also be utilized as a strategic niche experiments for socio-technical system transition in region or country, as a mean of policy integration, and as a new regional innovation model. In addition, it can be an important platform to realize the policy integration reflecting the user and demand-side which are highlighted in recent innovative policy paradigm.
