Aerospace industry is integrated with state-of-the-art technology but uncertainty is increasing due to the lack of accumulated data. In addition, projects at aerospace research and development institutions have become large and complex. Accordingly, the organization’s top level has recognized the importance of risk-informed decision-making and performed risk management to operate the organization successfully. However, it is difficult to set the priorities of risk treatment as a whole in the aspect of managing risks of the organization because each project may have a difference in methods for the risk identification, assessment and determining risk levels. Thus, it is required to develop a standardized and quantitative method that can integrate risks in the level of each project to identify the status of risk management intuitively at the top level for all projects performed by the organization. This paper presents an index-based scheme for an organization-level risk management. To obtain the organization-level risk index, the risk index of each project is summed up by applying the weighting factors representing the priority of the project in the organization, such as budget. The risk index of each project is calculated by summing the levels of the risks and applying the weight factor according to the target schedule. The risk level is determined by probability and severity of the risks, which are calculated according to the quantitative evaluation standard. Based on this method, a risk model(R-Model) is established and applied to a research institute by using real data for 3 years. By analyzing the trends of the index, it can be confirmed that R-Model helps intuitively identify risks and make decisions at the top level. This paper is significant in developing an index-based scheme for an organization-level risk management and validating the proposed scheme through a case study on real projects of a major aerospace research institute.

<P>New stable palladium-hydride complexes catalyze the highly regio- and stereoselective isomerization of 1-alkenes at multiple positions. Tuning the ligand and the reaction conditions allowed the position and geometry of the double bonds to be controlled with excellent conversions and selectivities. The catalytic species, a Pd-H complex, was prepared by reacting [LPdCl2] with a silver salt, followed by conversion into Pd-H by using a silyl hydride. The structures of the Pd complexes were determined by using X-ray crystal-lography and NMR spectroscopy.</P>

전 세계적으로 무인기 기술이 발전하고, 민간 수요가 증가함에 따라 각국에서도 제도마련 및 보완을 위해 적극적으로 대응하고 있다. 하지만 무인기 기술은 사용 목적에 따라 다양한 형태, 운용범위, 성능 및 운용방법 등으로 개발되고 있어 각각의 경우에 대한 안전 규정을 적용하는데 어려움이 있다. 이에 민간 무인기 분류를 위한 합리적인 기준을 마련하고, 그에 따른 범주를 구분하여 적합한 규정을 개발해야 할 필요가 있다. 현재는 무인기 분류에 있어서 국가별로 다양한 기준과 방법이 고려되고 있으며, 국제민간항공기구(ICAO)에서도 국제 표준을 마련하기 위한 노력을 진행 중이다. 본 논문에서는 전 세계적으로 무인기 카테고리를 분류하는 방식 및 관련 연구 현황을 분석하고, 이와 관련하여 국내 관련 제도의 보완점 및 민간 무인기 분류방안에 대해서 고찰해 보았다. With development of technology and increase of commercial demand for unmanned aerial system(UAS), the related regulation has been prepared and complemented with the advanced countries such as Unite States and European Union(EU). However it is difficult for regulation to cover all areas of UASs practically since UASs have been developed in a variety of configurations and performance depending on their purpose. Therefore the reasonable criteria for the classification of UASs and their category should be suggested before development of the regulation. For this reason, many countries have been studying the standard for UASs classification and International Civil Aviation Organization(ICAO) makes an effort to prepare the international standards. In this paper, the new classification scheme which can complement domestic regulation is suggested based on investigation of the global trend of UAS classification and their researches.
민간 무인항공기시스템 인증체계 현황 및 관련규정 연구 동향 분석

무인항공기시스템 기술은 그동안 주로 군사용 목적으로 개발되어 왔으나, 근래에는 무인기의 활용이 공공부문으로 확산되면서 민간분야에서도 여러 형태의 무인기를 다양한 용도로 활용하고 있다. 예를 들어 농약 살포를 위한 회전익 무인기가 대표적으로 사용되고 있으며, 방송에서도 무인 멀티콥터를 이용한 촬영 영상을 활용하고 있다. 이와 같이 민간의 다양한 분야에서 무인기 활용이 늘어나고 있으나 무인기 관련 안전규정은 제대로 마련되어 있지 않은 실정이다. 본 논문에서는 전 세계의 무인항공기시스템 기술 발전과 관련하여 국내외 민간 무인항공기시스템 관련 현행 규정을 조사하고, 이와 관련한 인증체계 개정 및 개발을 위한 연구동향을 조사 분석 하였다. 그 결과 최근 몇 년간 여러 국가에서 무인항공기시스템 관련 규정을 개발하기 위한 연구를 수행하고 있으며, 대표적으로 국제민간항공기구(ICAO)에서 연구조직(UASSG)을 결성하여 무인항공기시스템에 대한 매뉴얼 발행과 국제표준 및 권고를 개발해 오고 있다. 또한 세계 각국의 감항 당국 및 관계 기관, 업체 등에서는 이를 기반으로 각국의 실정에 맞는 규정을 개발 및 개정하고자 준비하고 있다. UAS and related technology have been mainly developed for military use but, in recent years, various types of civil UAS have been using in a variety of applications. For example, there are multicopters to shoot aerial photography, pesticide spraying unmanned helicopter, and in addition there are radio control (R/C) aircraft to be used for hobbyists. UAV has spread rapidly enough that permitted experts as well as the public can use it but the related safety regulations are not properly equipped. We investigated the status of domestic and international UAS certification system and airworthiness standards. And the trends in research for the development and modification of the certification system were studied in this paper. As a result, most countries have studied to develop the related regulations and especially ICAO has tried to develop RPAS manual, standards and recommended plans and modify the related ICAO annex through the research group, ICAO UASSG. Based on the manual and SARPs, authorities, related organizations and companies have prepared to develop and modify regulations in accordance with the actual situation of each country.
