치과 병원의 COVID-19 예방:문헌 검토에 따른 대응 전략

The outbreak of COVID-19, caused by SARS-CoV-2 infection, has spread worldwide and resulted in a pandemic for health systems. The disease is transmitted via respiration as droplets or aerosol. Due to the nature of dental treatment, aerosols, including body fluid, blood, and saliva, are frequently produced in dental hospitals. The present study investigated the potential risk of nosocomial infection of COVID-19 in dental hospitals to provide recommendations in clinical situations. The Seoul National University Dental Hospital in Korea established a countermeasure to cope with the clinical situation based on The Guidelines of Korean Centers for Disease Control & Prevention (KCDC) for dental practitioners and the available literature. Notably, numerous considerations for patient reservation and schedule management are required for space separation in the hospital, including infection control. Experiences in dental hospitals in Korea would be referable for other dental hospitals facing this infectious respiratory disease.

창의적 인력 양성을 위한 융합적 교육 방안 - 외국어 계열 학생을 중심으로

본 논문에서는 외국어 계열과 IT 계열의 창의적 인력 양성을 위한 융합적 교육 방안에 관한 제언을 목적으로 한다. 학계와 기업, 그리고 정부는 지금까지 대학졸업자의 취업을 위해서 수많은 변화와 노력을 시도하였고, 더 나은 방향을 제시하고자 여러 사업과 계획들을 추진하였다. 그러나 이러한 노력에도 불구하고 여전히 대학졸업생의 취업률이 심각한 사회문제로 남아 있는 게 현실이다. 이러한 문제점을 해결하기 위하여 본 논문에서는 국내 대학 및 전문대학의 취업률을 고찰하고, 상대적으로 취업률이 저조한 외국어 계열 대학의 취업률을 높이기 위해서 IT 계열과의 융합교육 방안을 제안한다. 세부적으로 창의성, 차별성, 현지성, 그리고 융합성이라는 새로운 패러다임을 만들고, 이를 바탕으로 노동시장의 한계점을 극복할 수 있을 것으로 기대한다. The purpose of this paper is to propose convergence education for creative manpower training between foreign language and Information technology department's students. Academia and industry, and government have attempted a number of changes and efforts for the employment of university graduated students and they have also promoted various projects and plans to suggest a better way. But the graduates employment rate is still left as serious social problem. To solve this problem, we seek to propose convergence education plan to enhance the employment rate of foreign language department that is relatively low unlike other departments. This proposal will make a new paradigm in education - Creativity, Difference, Locality, and Convergence. Based on these paradigms, it is expected to overcome the limitation of labor market.

어머니의 글 없는 그림책 읽기 중재가 자폐아동의 심리적 상태 관련 발화에 미치는 영향

본 연구는 글 없는 그림책 교수를 통해 교수자로서의 자폐 아동 어머니의 훈련 가능성과 자폐아동이 생각의 원리와 관련된 심리적 상태 관련 발화를 습득할 수 있는지를 알아보기 위해 실시되었다. 대상은 만 6, 7세 자폐 및 자폐 성향이 있는 아동 3명과 그들의 어머니였고, 중다 간헐 기초선 설계를 사용하였다. 교수자의 언어적 요구를 최소화하고, 아동의 발화기회를 보장하는 4단계 읽기 절차 중재를 글없는 그림책에 적용하여 어머니의 읽기 절차 빈도와 읽기 절차 정확도, 아동들의 심리적상태 관련 발화의 총 낱말수(TNW), 다른 낱말수(NDW)를 측정하였다. 결과적으로 자폐아동 어머니의 읽기 절차 빈도와 읽기 절차 정확도는 증가하였고, 이에 따라 대상아동들의 심리적상태 관련 발화 빈도가 증가, 일반화, 유지되었다. 이와 같은 결과를 바탕으로 자폐 어머니의 훈련가능성과 글 없는 그림책을 통한 생각의 원리 교수가능성에 대해 논의하였다. The purpose of this study was to investigate the effect s of wordless picture books on developing Theory of Mind for the children with autism. Three children with autism, who were between 6 and 7 year s old, and their mother s participated in this experiment . The frequency and accuracy of using Complete Reading Cycles by mother s and the frequency of children s mental states utterance were measured with a multiple probe baseline design across dyads of mother and children. All sessions were composed of 10 -minute observation and 15-minute intervention, and 15-minute review. Just after the intervention session, the subject s were observed in the situation of reading with CD-ROM to collect generalization data. Follow-up data were collected for three weeks after the termination of the intervention. The following result s were obtained: (1) The frequency and accuracy of using Complete Reading Cycles by mother s were increased by training. (2) The TNW and NDW of the children s mental states utterance through intervention using wordless picture books were increased. (3) The frequency and accuracy of using Complete Reading Cycles and the frequency of the children s mental states utterance were generalized to different situation(CD-ROM storybook). (4) The frequency and accuracy of using Complete Reading Cycles by mother s and the frequency of the children s mental states utterance by wordless picture books intervention were maintained three weeks after the termination of the intervention. The result s showed that mother whose children were autism could be trained to be a teacher . And intervention using wordless picture books with Complete Reading Cycles was effective in developing Theory of Mind skills related to mental states utterances for children with autism.

현장경찰관이 수행하는 사망통지에 관한 법적 고찰: 미국 군(軍) 규정의 비교분석을 통해 도출된 쟁점을 중심으로

현장경찰관은 업무과정에서 다양한 유형의 사망자를 확인하게 되고 그 사망사실을 일정한 관계가 있는 유가족들에게 알려주고 있다. 이러한 모습을 사망통지라 부를 수 있는데, 경찰이 행하는 일상적이고도 광범위한 업무이지만 유가족에게는 심리적 충격과 트라우마 상황을 야기할 수 있다는 점에서 중요하다. 사망통지의 다양한 법적기능을 헌법적, 형사법적, 범죄피해자보호법적, 민사법적 측면에서 살펴보고 당위성을 논증하였다. 사망통지에 관한 연구가 부족한 우리나라 법제현황 때문에 상대적으로 풍부한 고민과 입법례를 찾을 수 있는 미국 군(軍) 사례를 비교검토하여 쟁점과 시사점을 도출하였다. 그 후 우리나라 경찰의 사망통지에 관한 법적근거와 법적성격, 주체와 대상, 객체, 내용과 절차, 방법에 대한 법적 쟁점들을 차례로 살펴보았다. 종래 법적 논의가 전혀 없었던 관계로 쟁점에 대한 다양한 견해들을 정리하고 제시하여 견해 상호간의 반박을 통한 논증과정이 부족했다는 점은 아쉬운 부분이다. 본 논문을 시작으로 향후 관련된 법적 논의가 더욱 풍부해질 필요가 있을 것이다. 사망통지에 관한 개선방안을 아래와 같이 3가지 정책적 대안으로 제시해본다. 현장경찰관용 가이드라인 제작, 경험적 연구의 보완, 시나리오 기반 교육훈련 프로그램 개발 및 도입이 그것이다. In the field, police officers check deaths of various types in their work and inform the next of kin about the facts of the death of the deceased. This act is called a death notification, which is a daily task for police officers. Death notifications are important because they can cause a psychological shock and traumatic situation to the next of kin. Thus, this study set out to examine the various legal functions of death notifications in the aspects of the Constitution, criminal law, Crime Victim Protection Act, and civil law and demonstrate its legitimate nature. Since the current legislation of South Korea has a shortage of research on death notification, the investigator compared and reviewed South Korean cases with the USA military cases that provided rich contemplations and legislation cases to identify concerned issues and provide implications. The study then examined legal issues one by one in terms of legal ground and nature, subject and target, object, content and procedure, and method of death notifications in the South Korean police department. There are not any old legal discussions about it, and the study lacked in the demonstration process of arranging and presenting various opinions about the issues and offering rebuttals between them, thus having some room for improvement. There is a need to enrich legal discussions about its related issues, starting with the present study, which proposes improvement measures for a death notifications in three policy alternatives: making a set of guidelines for police officers in the field, supplementing experiential research, and developing and introducing a scenario-based education & training program.

하이퍼레저 패브릭을 이용한 멀티레벨 블록체인 구현 방법에 대한 연구

C-ITS 주요 서비스 중 위치 기반으로 하는 서비스의 경우 GNSS는 중요한 정보이다. 최근래에는 수십 센티미터 급의 정밀도를 제공하는 저가형 RTK 기반 GNSS 모듈이 등장하여, 이를 활용하는 장비가 증가하고 있다. 그러나, RTK의 정밀도에 대한 측위 또는 평가 방법이 명확하지 않아 각 개발 과제 또는 업체별로 개별적인 방법으로 측정하여 평가하고 있다. 본 논문은 ISO 17123-8」에 의한 현장시험 절차와 방법을 고찰한 논문과 ISO 17123-8 표준의 간이시험을 통해 저가형 GNSS-RTK 모듈 Stand Alone(3D-Fix-DGPS), NRTK(3D-Fix-RTK), 저가형 RTK BS(Base Station)기반 측위에 대해 시험하고 그 결과를 비교 분석한다. 최대한 신뢰성을 갖도록 시험 환경을 구성하고 테스트 진행하였으나, 그 결과가 예상된 결과와 크게 차이가 있었다. 따라서, 그 원인을 분석하여 향후 유사한 평가를 진행할 시 참조가 될 수 있도록 하고자 한다.

다중 집합의 처리 속도를 향상시킨 새로운 블룸 필터 구조

다중 집합의 멤버쉽 쿼리는 네트워크 응용 프로그램에서 다양한 방식으로 사용된다. 기본 블룸 필터를 사용하여 다중 집합의 멤버쉽 쿼리를 수행할 경우, 집합의 수와 동일한 수만큼의 블룸필터를 사용해야 된다. 본 논문에서는 셀의 크기를 다중 집합의 수만큼으로 할당한 하나의 원형 블룸 필터를 사용하여 다중 집합의 각 원소가 속한 집합을 확인할 수 있는 구조를 제안한다. 또한, 제안하는 블룸 필터 구조는 프로그래밍과 쿼리 과정의 처리 속도를 감소시킨 구조이다. 실험 결과를 통해 블룸 필터의 크기가 증가할수록 거짓양성의 오류가 감소하고 멤버쉽 쿼리의 정확도가 기본 블룸 필터에 비해 0.9~1.4% 향상되었고 교집합에 있는 원소의 수가 증가할수록 블룸 필터 처리 속도가 감소함을 확인하였다. Membership query of multiple sets is used in various ways in network applications. When multiple sets membership query is performed using a standard Bloom filter, a Bloom filter of the same size as the number of a set must be used. This paper proposes a method to determine the set to which each element of multiple sets belongs by using a single Bloom filter with multi-bit. The proposed structure implements a Bloom filter with a cell size proportional to the number of multiple sets and proposes a structure that enables multiple sets membership query while reducing the operation of the Bloom filter through single programming and querying. Simulation result shows that false positive error decreased and accuracy increased as the sizing factor of the Bloom filter increased. In addition, it was confirmed that the processing speed of the Bloom filter operation decreases as the number of elements in the intersection increases.

의료법상 업무개시명령의 제문제 검토

금년 8. 28. 보건복지부장관은 파업에 들어간 전국 의료인들에게 역사상 두 번째 의료법상 업무개시명령을 발령했다. 의료법상 업무개시명령은 진료활동이나 병원 운영을 중단한 의료인, 병원개설자로 하여금 업무활동을 하도록 지시하는 명령이다. 업무개시명령은 국가가 공적 이익을 위해 특정 직업을 갖는 국민에게 업무를 하도록 강제하고, 이를 거부할 경우 형사 처벌까지 가능하도록 규정함으로써 행동 및 직업의 자유 등을 강력하게 제한할 수 있는 공권력 행사이다. 국민의 기본권을 제한하고 명령 위반 시 형사처벌도 가능하기 때문에 명령권 발동과 처벌되는 상황을 명확하게 규정해 명령을 받는 대상자들의 예측 가능성을 보장하고, 국가 공권력의 남용도 방지할 필요가 있다. 그럼에도 현행 의료법상 업무개시명령 내용은 발동 요건, 절차, 정당한 거부 사유 등이 지나치게 추상적이거나 미비되어 국가는 사실상 무제한에 가깝도록 업무개시명령권을 행사할 수 있고, 의료인의 정당한 의사표현, 파업권, 경영권(재산권 행사) 등이 심각하게 침해될 소지가 있다. 이 연구는 현행 제도의 문제점을 검토하고, 입법취지를 살리면서 의료인의 기본권도 보호하기 위한 개선방안을 마련하기 위한 것이다. 구체적인 연구방법은 이전까지 한차례 발령된 의료법상 업무개시명령 사례를 분석하고, 다른 법령에서 규정한 유사한 명령제도와 비교, 헌법상 기본권 제한에 대한 규정, 법원 판례 등을 검토하는 방법으로 진행하였다. 이번 연구를 통해 현행 제도의 문제점들을 밝히고, 국민의 건강을 보호하면서도 의료인의 정당한 권익도 함께 보장될 수 있도록 개선방안에 대하여도 살피고자 한다. On August 28 of this year, the Minister of Health and Welfare issued an order to commence business under the second medical law in history to medical workers across the country who went on strike. Under the Medical Law, an order to commence business is an order that instructs medical personnel and hospital openers who have suspended medical treatment or hospital operation to conduct business activities. The order to commence business is the exercise of public power that can strongly limit freedom of action and occupation by forcing the state to work for the public interest to citizens with specific occupations, and by stipulating that criminal penalties are possible if they refuse to do so. Since the basic rights of the people are limited and criminal punishment is possible in case of violating the order, it is necessary to ensure the predictability of the persons subject to the order by clearly defining the situation where the order is issued and punishment, and to prevent abuse of the state's public power. Nevertheless, the content of the order to commence business under the current medical law is too abstract or incomplete in the requirements for initiation, procedures, and justifiable reasons for refusal, so the state can exercise the right to commence business so that it is virtually unlimited, and the medical personnel's legitimate expression of intention, strike right, and management rights (property rights) Event), etc. may be seriously infringed. This study is to examine the problems of the current system and to prepare improvement measures to protect the basic rights of medical personnel while keeping the legislative purpose. Specific research methods were conducted by analyzing cases of business commencement orders issued once before, comparing them with similar order systems stipulated in other laws, regulations on the restriction of basic rights under the constitution, and reviewing court precedents. Through this study, the current system's problems will be uncovered and improvement measures will be investigated so that the legitimate rights and interests of medical personnel can be guaranteed while protecting the public's health.

A-RIDE를 통한 초고층 업무시설의 수직동선계획 검증에 관한 연구

The purpose of this research is to verify the validity of A-RIDE, a developed vertical transportation planning program. A-RIDE is a web-based software program that can present reasonable vertical transportation plan alternatives for high-rise buildings, based on basic building information at an early design phase. This research focused on high-rise office buildings which have a complex vertical transportation system due to heavy traffic. For verification, an object building have been selected and vertical transportation has been planned using A-RIDE. The presented vertical transportation plan and the actual plan have been compared and analyzed. Results of A-RIDE were similar to the actual plan which verifies the significance of this program as a vertical transportation planning tool for the early design phase. Through further research, this program has the potential to become a powerful design tool for architects planning high-rise buildings.
