묘삼수량에 미치는 기상요인의 영향을 알고자 7개년간의 묘삼수량을 이용하여 조사 분석하였던 바 그 결과를 요약하면 다음과 같다. 1. 기상요인의 년차변이는 강수량이 가장 컸고 다음이 일조시수였으며 기온에서 가장 작았다. 평균기온의 년차변이는 6월에서 가장 컸고 4월에서 가장 작았다. 2. 묘삼소질별수량의 연차변이는 중량미달묘삼에서 가장 컸고 사용가능묘삼에서 제일 작았다. 3. 사용가능묘삼수는 묘삼생산총본수와 높은 정(+) 상관이 인정되었으며 묘삼생산총본수는 1-3월간의 강수량과 정의 상관이 인정되었다. 4. 사용가능묘삼수와 7월의 기온간에는 부(-)상관이, 5월의 강수량과는 정의 상관이 각각 인정되어 묘포에서의 수분관리는 5월부터 시작하여야됨이 시사되었다. Seven years data on the yield of ginseng seedling were investigated to define the relations between meteorological conditions and yield of ginseng seedling. Variation of meteorological factors by years are showed in the order precipitation, hours of sunshine and temperature. The variation of temperature by years was biggest in June, whereas smallest figure in April. Variation of yield of ginseng seedling in different quality by years was biggest in number of short weighted seedling and least in that of usable seedling. Highly significant correlations were confirmed between number of usable seedling and number of total seedling, and between number of total seedling and precipitation from January to March, respectively. A significant negative correlation was recognized between the number of usable seedling and temperature in July but correlation between number of usable seedling and precipitation in May was positive. It suggests that water management in seedbed have to be started from May.

외부부담이 전압변성기의 비오차와 위상각오차에 미치는 영향에 대한 연구

A voltage transformer(VT) used for the estabilishment of high voltage national standard, has generally ratio error and phase angle error. Both errors in VT depend critically on values of external burden of VT used. Both ratio error and phase angle error in existence of the external burden is calculated. These calculated values are very well consistent with the experimental result. The principle and the measurement method of VT in our institute are also explained.

본 연구는 우리나라 청소년복지정책의 변천과정과 결정요인을 분석하고, 청소년복지정책의 수준향상을 위한 시사점을 제공하고자 하였다. 여기서 고려된 결정요인은 청소년복지정책의 법규이념, 결정자, 전달과정, 복지조직, 복지인력, 복지예산 등이다. 그 결과를 종합하면 다음과 같다. 첫째, 청소년복지정책은 전체 청소년을 대상으로 청소년복지를 단순히 보호차원에서만 논의하지 않고, 청소년의 삶의 질 향상까지 적극적으로 복지정책을 수행해야한다. 둘째, 청소년복지정책의 결정자는 정책공급자 뿐만 아니라 수혜자인 청소년, 청소년단체가 주도적인 역할을 해야 한다. 셋째, 전달과정은 개편할 필요성이 있는데 광역자치단체나 기초자치단체까지 청소년복지정책을 담당하는 별도기구를 설치해야 한다고 보았다. 넷째, 청소년복지담당 조직은 청소년위원회에 대해 바람직하다는 의견을 제시하고 있고, 전문 인력으로 청소년 지도사, 상담사 등을 보강해야 하며, 청소년복지예산을 확대해야 하는 것으로 보았다. The purpose of this study is to analyze the many-sided determinants in the youth welfare policy process and offer somepolicy suggestions for the improvement of the youth welfare level in Korea. As determining factors of youth welfare policy, we find six factors suchas the ideology of youth support policy, policy makers, service delivery system for youth, youth welfare organization, personnel, and budget.)Also, these factors are established based on content analysis and empirical study about youth welfare policy determinants. The policy suggestions are as follows. (1) we have to improve awareness for youth welfare. (2) we have to accomplish governmental policy support for youth welfare. (3) we have to carry out a reorganization of youth welfare administration organization. (4) we have to expand the budget for youth welfare policy implementation. (5) we have to play an important part of youth director and expert. (6) we have to stimulate the interest of the community and comprehension of relevant school.
