투입산출 구조분해를 통한 한국 해양산업 성장기여요인 분석

본 연구는 1995년부터 2016년까지의 장기 해양수산표를 작성하여, 해양수산업의 총산출 증가에 대한 요인별 성장기여율을 국내 최종수요, 수출수요, 최종재 수입대체, 중간재 수입대체, 기술변화(국산 중간재 수요) 등으로 구분하여 분석하였다. 성장요인을 이처럼 다섯 가지 요인으로 구분하여 분석한 결과 해양수산업의 성장은 수출수요 증대가 주도하였으며, 이어서 국내최종수요와 기술변화가 주도하는 것으로 나타났다. 그러나 최종재 및 중간재 수입대체는 해양수산업 성장에 부정적인 영향을 미친 것으로 나타났다. 해양수산업 세부 산업 부문별로 살펴보면, 해운항만업, 선박 및 해양플랜트 건조수리업, 해양수산기자재 제조업 부문에서는 성장요인 중 수출수요 요인이 가장 중요한 것으로 나타났다. 그러나 수산물생산업, 수산물가공업, 수산물 유통업, 해양레저관광업, 해양수산관련서비스업 부문에서는 국내 최종수요 요인이 가장 중요한 것으로 나타났다. 따라서 수출수요의 성장에 대한 기여가 큰 해양수산업의 총산출 성장을 위해서는 해운항만업, 선박 및 해양플랜트 건조수리업, 해양수산 기자재 제조업 부문의 경우에는 수출증가를 위한 국제 경쟁력 강화 정책이 필요하다고 판단된다. 반면에 국내최종수요의 성장에 대한 기여가 큰 수산물생산, 가공, 유통업, 해양수산레저관광업, 해양수산 관련 서비스업, 해양자원개발 및 건설업 등의 경우에는 내수 진작을 위한 정책이 마련되어야할 필요성이 있다고 판단된다. This study prepared an input-output table for the marine and fishery industry from 1995 to 2016, and analyzed the contribution rates of five factors for the increase in total output of the marine and fishery industry: domestic final demand and export demand, import substitution for final goods, import substitution for intermediate goods, and technological change (demand for domestic intermediate goods) were analyzed. As a result of the analysis, it was found that the growth of the marine and fishery industry was led by the increase in export demand, followed by the final domestic demand and technological change. However, import substitutions for final goods and intermediate goods were found to have a negative effect on the growth of the maritime and fisheries industry. Looking at the sub-industry of the marine and fishery industry, export demand was found to be the most important in the shipping and port industries, building and repair of Ship and offshore plant industries, and the marine and fishery equipment manufacturing industries. However, in the aquatic product industry, aquatic processing industry, aquatic distribution business, marine leisure tourism industry, and marine and fishery-related service industry, the final domestic demand was found to be the most important. Therefore, in order to increase the total output of the marine and fishery industry, it is judged that the first industrial group needs a policy to strengthen international competitiveness to increase exports. On the other hand, in the case of the second group, there is a need to prepare a policy to boost domestic demand.

서울시 젠트리피케이션에 관한 시론적 연구

최근 몇 년 동안 많은 관심을 받고 있는 젠트리피케이션은 주로 부정적인 부분들이 조명됨으로써 마치 도시재생에서 반드시 피해가야만 하는 것으로 인식되고 있다. 물론 부동산 시장을 중심으로 나타나는 젠트리피케이션의 어두운 측면의 결과들은 기존 원주민의 퇴출과 지역 정체성 해체 등 도시재생으로 인한 지역사회의 또 다른 붕괴를 가져왔다. 하지만 실제 도심의 재생 과정에서 나타나고 있는 젠트리피케이션은 부정적인 영향과 함께 지역경제의 순환과 원도심의 매력 강화와 같은 긍정적인 부분들을 가지고 있다. 다만 지역과 관공서 그리고 이해 관련자들이 충분한 준비 없이 시작한 도시재생사업으로 인해 미연에 방지할 수 있는 젠트리피케이션의 부작용들이 너무 쉽게 도드라지게 되었고, 이것이 젠트리피케이션에 대한 부정적 측면을 부각시켜 긍정적인 측면마저 퇴색시킴으로써 그 속에 있는 필요한 가치를 충분히 활용하지 못하는 실정이다. 이에 본 연구에서는 젠트리피케이션의 개념과 유형, 그리고 발생원인 등을 선행연구를 통해 살펴볼 것이다. 이후 젠트리피케이션에 대한 이해를 통해 젠트리피케이션의 긍정적인 측면(明)과 부정적인 측면(暗)을 살펴보고, 기존 원도심의 재활성화를 추진하는 과정에서 일어나게 되는 젠트리피케이션의 부정적 측면을 방지하기 위한 노력들과, 도시재생을 위한 전략에서 젠트리피케이션의 긍정적인 효과를 이끌어 내기 위한 몇 가지 대안을 제시하고자 한다. In recent years, gentrification is one of big issues in urban regeneration, but many people"s reaction was negative. In other words, people have been perceived as threat to urban regeneration, therefore they want to avoid that. Of course, the negative effects of gentrification brought the enforced displacement and disbandment of regional identity in the process of urban regeneration. However, the gentrification includes positive effects like a virtuous circle of regional economy and attractiveness enhance of old city centre. In the process of many urban regeneration projects, local governments and entrepreneur should conduct sufficient studies on the negative effects of gentrification, but they did not prepare for a adverse reaction. As a consequence, clouds are gathering over the gentrification in the urban regeneration for the virtuous circle of regional economy and attractiveness enhance of old city centre. This article includes the definition, types and causes of gentrification in urban generation projects of South Korea and at the same time explores the positive and negative aspects of gentrification. The article presents the prevention and protection measures of negative gentrification and strengthening policies of positive effects of gentrification.

지역정보화의 효과적인 추진 방안 연구: 지역정보화 기본계획의 현황과 기능강화를 중심으로

지역정보화의 분야는 지방단위에서 추진하는 정보화를 총칭하는 용어로써 지방자치단체를 대상으로 추진하는 정보화라고 할 수 있고, 따라서 지역정보화 역시 보충성의 원칙에 입각해서 지방자치단체 스스로 지역주민들을 위해 추진되어야 한다. 하지만 현실은 중복투자의 방지, 예산의 효율이라는 명분아래 지역에서의 정보화가 중앙정부를 중심으로 이루어지고 있다. 최근 정부는 4차 산업혁명 그리고 한국판 뉴딜이라는 ICT 기반의 성장 축을 통해 지역의 새로운 경제 환경을 구축하고자 하고 있다. 즉, 오히려 과거에 비해 자치단체의 현실을 더욱 정확하게 반영할 수 있는 사업의 발굴과 추진 전략이 필요한 실정이다. 본 연구에서는 지역의 정보화를 이끌어가는 지역정보화 기본계획의 중요도가 더욱 중요한 가치를 지니게 되는 환경에서 지금까지 추진된 지역정보화 기본계획의 수립에 대한 현황을 파악하고 도출된 제약을 극복하기 위한 몇 가지 방안을 제시하였다. 관계자 인터뷰를 통해 수집된 데이터를 NVivo 12.0을 통해 질적 분석을 수행하였고, 이를 통해 지역정보화 기본계획의 수립에 있어 법적근거의 미흡, 단체장 임기와의 불일치, 타 부서의 무관심과 비협조, 정보화업무에 대한 인지 미흡과 업무증가에 대한 우려가 업무 자체의 문제로 나타났다. 더불어 중앙정부의 지나친 간섭, ICT 기술의 급격한 변화, 4차 산업혁명과 같은 중앙정책의 이해 부족 등이 외부 환경적 제약으로 나타났다. 정보화를 통한 지방의 성장기반을 효과적으로 구축하기 위해서는 지역정보화 기본계획이 가진 기능의 실제적인 효율을 높이는 것이 무엇보다 중요한 부분이라고 할 수 있다. 이에 몇 가지 노출된 제약들을 극복하기 위한 다양한 노력들이 필요하며, 특히 법률적 근거의 확보, 지역정보화 대상기간 및 대상범위 조정, 최신 ICT에 대한 이해 증진, 현업부서와의 협조 등 다양한 부분에서의 개선 노력이 필요하다. Regional informatization is the informatization promoted by the local level, and is informatization promoted by local governments. Therefore, regional informatization should also be promoted for local residents by itself based on the principle of supplementality. However, regional informatization is centered on the central government because of prevention of duplicate investment and efficiency of budget. Recently, the central government is trying to build a new economic environment in the region through the 4th Industrial Revolution and the ICT-based growth axis called the Korean version of the New Deal. This study identified the current status of the establishment of the master plan for regional informatization, which has been promoted so far, and suggested several measures to overcome the limitations. This study conducted a qualitative analysis of the data collected through interviews using NVivo 12.0. In the process of establishing the master plan for regional informatization, the study found that there were problems such as lack of legal basis, inconsistency with the term of office of the group leader, indifference and non-cooperation of other departments, lack of awareness of informatization work, and concerns about the increase in work. In addition, excessive interference from the central government, rapid changes in ICT technology, and lack of understanding of central policy appeared as external environmental constraints.

지역정보화의 현황과 새로운 지역정보화의 방향 탐색

본 연구는 현재의 지역정보화의 현황 파악을 통해 성장의 한계와 문제점들을 파악하고, 근래의 빅데이터(Big Data)와 스마트 시티(Smart City)를 중심으로 급변하고 있는 ICT 환경의 변화에 대응할 수 있는 새로운 지역정보화의 방향을 탐색하는 데에 목적이 있다. 이를 위해 지역정보화의 개념과 시・도 투자규모의 추이 그리고 사업추진 현황을 분석함으로써 현재의 경향과 문제점을 파악하고, 새로운 기술시장을 중심으로 추진되고 있는 미국과 EU의 사례를 통해 시사점을 도출함으로써 새로운 지역정보화의 방향을 제안하고자 했다.
