The Early Internationalization Effects of the Korean High-tech Born Globals

This paper provides evidence on the born global phenomenon with the high-tech firms originating in Korea, which is characterized as a small open economy with limited domestic market. We survey 37 high-tech born global firm and show that the entrepreneur factor, which is considered important for the early internationalization of ventures, has little impact for the high-tech firms in a small domestic market. Only the enterprise factor has a meaningful influence for the international performance of these firms. Thus, the government policy to support the venture firms should be made to sharpen the competitive advantages of these firms. We also confirms that the speed of internationalized has brought a positive influence on the performance of the high-tech born globals in Korea.

본 논문는 환동해권에서 입지적 우위를 갖는 강원도의 항만물류산업 활성화 방안을 모색함으로써 지역경제발전에 기여하고자 하였다. 본 논문은 강원도 항만물류산업의 활성화방안을 강원도와 정부 측면으로 구분하여 제시하였다. 강원도 차원에서는 국제물류 환경변화에 따른 거점 항만의 지정 및 개발, 환동해권 주요 항만간 네트워크 및 전자항만 시스템의 구축, 그리고 항만배후지 지원을 위한 자유무역지대나 경제자유지역 같은 경제특구의 조성 및 확대 방안을 제시하였다. 또한 배후단지에는 환동해권의 자원과 관련된 산업을 유치 및 육성하는 것이 효과적이라는 것과 적극적인 항만물류마케팅 활동의 추진을 주문하였다. 정부 차원에서는 강원도 항만에 대한 직접적인 접근성 및 연계성 확대를 위한 SOC 투자 확대 방안과 정부의 서남해안 위주 항만개발정책의 전환을 통한 강원도 항만에 대한 적극적이고 효율적인 지원을 요구하였다. 끝으로 항만물류 분야의 첨단화와 글로벌화가 급속히 확대되는 상황에서 종합적인 전문물류인력양성 기관의 설치 및 지원이 필요함을 제시하였다. This study aims to contribute regional economic development by means of searching port logistics industry activation scheme of Gangwon province which has locational advantage around the East Sea Region. Thus, this thesis was provided the port logistics industry activation schemes of that region in the point of local and government view. In the local government level, this study was provided the selection of a key port and its intensive development, establishment of port networking among major port and e-port system of this region, and enlargement of the FfA etc. Also this study was required the relative industry invitation and upbringing, and intensive port logistics marketing activity. On the other hand, in the government level, it needs larger SOC investment for enlargement of direct accessibility and connection to the Gangwon-do ports, and required the intensive and efficient support. Finally, it was proposed the establishment of the total logistics expert education system.

최근 20~30년 동안 정보통신기술의 급속한 발전과 이를 활용한 전자상거래의 빠른 확산은 국제상거래인 무역 역시 전자적인 방식으로 거래가 가능하게 하였다. 이로 인해 추후 국제간 거래에 있어 전통적인 대규모 거래방식이 아닌 전자무역사이트를 이용한 소량 다빈도 거래가 빈번하게 이루어질 전망이다. 이에 본 연구는 위에서 언급한 무역거래 패러다임의 변화에 대응하고 이를 활성화하는데 반드시 필요한 국내 제3자물류 산업의 발전방안을 제시하고자 하였다. 기존의 연구에서는 국제 제3자물류산업의 그 자체에 대한 발전방향만을 제시하고 있으나, 본 논문에서는 전자무역과 연계한 국제 3자물류산업의 발전방향에 대해 연구하고자 하였다. 이를 위해 본 연구에서는 먼저 전자무역과 제3자물류에 대한 개념과 관련성을 제시하고, 이를 바탕으로 국내 제3자물류의 문제점을 제시하고 이에 대한 발전방안을 제시하였다. 전자무역과 관련하여 국내 제3자 물류의 문제점은 경영자의 인식부족, 물류비의 비중 과다, 마케팅차원의 고려 부족, 전자상거래와 연계한 통합물류서비스 시스템의 미비, 전문인력 부족, 중소기업 상호간 물류공동망의 부족, 전문물류회사의 영세성, 물류관련 법규의 복잡, 물류기업간 담합 등으로 나타났다. 국내 제3자물류의 발전방안은 정부차원에서 법ㆍ제도의 정비, 통합물류정보시스템을 구축하기 위한 재정적ㆍ기술적 인프라 확대 지원, 보안 및 인증시스템 구축, 물류거래알선사이트의 활성화, 세제지원, 전문인력 양성 체계 확립 등이 있다. 기업차원의 물류발전방안으로는 혁신적 물류시스템과 연계한 통합물류정보시스템의 구축, 전자거래사이트에 연계한 원스톱 물류서비스 제공, 선진 3자물류 기술적 노하우 축적, 문전운송체계 실현, 전반적 거래진단 시스템 구비, 전략적 제휴를 통한 국제 경쟁력 강화 등이 필요한 것으로 나타났다. 본 연구의 목적은 이상과 같이 국제 제3자물류의 발전방안을 제시함으로써, 미래 국제무역의 새로운 패러다임인 소량다빈도 형태의 전자무역 활성화에 기여하는데 있다. This paper proposed several activation strategies at both the government and company parts for the development of domestic third party logistics(TPL) to pull electronic trade era much earlier. In the government side, it must need to arrange and integrate complex regulation rules on the Logistics for more smooth access and use the TPL market. Also, it has to provide multiple support policies such as tax reduction, technical and financial service providing, and logistics information system to TPL. Finally, it should construct the government levels education system to train and forster a competent man who is well qualified as a electronic and logiscic expert. The TPL company must build up a total logistics information system concerned with an innovative operation system such as SCM, JIT etc. which can provide logistic services on demand to the electronic trade customers to maximize consumer satisfaction. In the shipper company level, it try to join a long-term strategic alliance with TPL to reduce logistic cost and increase logistic service to its electronic trade consumers.

불선명 UAV 환경에서 고도와 속도에 따른 YOLO 성능 변화 분석

탐색 및 구조활동에서부터 적을 탐지, 타격하는 등의 군사작전까지 다양하게 활용되고 있는 UAV는 고도와 속도에 따라 다른 영상을 취득하게 된다. 따라서 목표로 하는 물체가 영상에서는 불선명 또는 작아지는 현상을 볼 수 있다. 본 논문에서는 UAV의 비행 제원(고도, 속도)에 따라 취득되는 불선명 또는 작은 물체의 영상을 YOLO Image Detection 과정을 통해 변화하는 성능을 분석한다. 이 분석결과를 통해 80%이상의 YOLO 검출 성능을 보장하는 UAV의 비행 제원을 도표로 제시한다.

본 논문은 좁은 국내시장과 개방경제 하에서 운영되는 한국 하이테크 본글로벌 기업의 조기 국제화 효과를 분석하였다. 37개의 하이테크 본글로벌 기업을 대상으로 조사한 결과 기존의 벤처기업을 대상으로 한 연구에서 조기 국제화의 주요한 원인 중의 하나로 거론 되어온 기업가요인이 이들 기업들에게서는 큰 영향이 없음을 발견하였다. 기업요인만이 이들 기업의 국제화 성과에 의미 있는 영향을 주는 것으로 나타났다. 본 논문 또한 국제화의 속도가 국제화 성과에 긍정적 영향을 미치고 있다는 기존 연구의 결과를 한국의 하이테크 본글로벌 기업을 대상으로 확인하였다. 이러한 연구결과를 통하여 이들 기업의 국제경쟁력 향상을 위한 정책적 시사점을 도출하였다.
