        젊은 도시민의 농촌 이주의 양상과 성격 : 전라북도 진안군의 사례를 중심으로

        The purpose of this study is to look for the process of rural in-migration by examining the motives, everyday experiences and subjective thinking of return farmers in their rural life. In the result of this study shows that the conceptual category of rural in-migration is expanded from 'return to hometown and cultivate the soil' to 'all types of rural in-migration regardless of farmwork'. Especially local government of Jinan recognizes that rural in-migrant is various human resources being supplied from urban areas. And this research finds that they attach value and meaning to rural space and rural life itself by examining the motives of rural in-migrant. In particular 'ecological one' is most important out of various values that they grant to rural area. But radical, excessive ecologism can be an impediment to form relationship between the indigenous inhabitants and in-migrants owing to discordance with inhabitants' conventional agriculture. The process of urbanite's rural in-migration and settlement is composed of a constant relation building with indigenous inhabitants. Urbanite in-migrants know that they have to try to understand the characteristics of rural community and fit them into rural life before their in-migration. It means the turn of life to 'rural type' from urban one. The rural types is a kind of social mechanism to adapt and unify migrants to rural life.

        도시민 농촌 이주에 나타난 농촌성 담론 분석

        이 연구는 도시민의 농촌 이주 현상을 통해 ‘농촌성(rurality)’을 분석한 글이다. 이 연구에서는 농촌성을 물리적, 객관적 실체로 이해하지 않고, 개인의 주관적 인식을 통해 표상되는 사회적 구성주의 관점에서 접근한다. 이 관점은 농촌성이 사회적으로 생산되고, 구성되며, 경합되는 것임을 강조한다. 첫 장은 농촌 이주 동기에 나타난 농촌성 담론을 전원, 생태, 감성 및 인성 형성의 공간이라는 세 측면에서 살펴 본다. 농촌 정착 과정과 토착 주민 사회 안에서 이 의미가 지시대상과 어떻게 분리 되고 경합하는지 논의한다. 두 번째 장은 정착 과정에 나타난 농촌성 담론을 텃세, 이웃, 정주 의식을 통해 살펴본다. 이 장에서는 도시민 농촌 이주로 인해 어떻게 농촌성이 새롭게 변화되고 재구성되는지 그 가능성을 보여준다. This paper analyzes the rurality revealed through the phenomenon of urban to rural migration. This study approaches rurality from a social constructionist perspective, seeing rurality as constructed and represented through personal subjective perceptions rather than physical and objective phenomena. This perspective emphasizes the socially produced, constructed and contested nature of rurality. The first chapter analyzes discourses of rurality found in the motivations for rural in-migration. Migrants are likely to consider the rural as idyllic, ecological, emotional and humane spaces. The signs and signification of the rural are represented by these discourses of migration motivations. However, within the settlement process in rural areas and the indigenous rural communities, signification is detached from its referent and contested. In the second chapter, we analyze the discourse of rurality arising from the process of settlement. These perceptions are examined in three aspects, territoriality, neighbors, and the sense of permanent settlement. This study reveals the possibilities for rurality to be newly changed and reconstructed by urban to rural migration.

        문화도시 기획의 의미와 해석 : ‘전주전통문화중심도시’를 중심으로

        In the present, cultural factors are essential to describe a city. A city, however, cannot be a cultural one as itself. It needs an artificial planning. This article is aimed to concentrate on the fact that a cultural city is artificially planned, and to investigate what meanings the planning includes. In this article, I examined it with the example of 'Jeonju: Traditional Cultural Core City' ('Traditional City' as below), and found three meanings. First, the project of 'Traditional City' has been proceeded politically in a great measure. It has provided a place of symbolic struggle and identical competition, unfolded inside and outside of the local community. Second, traditional culture and 'Traditional City' include ideological attributes. They are some devices to make us to believe that Jeonju is abundant with traditional cultural factors. Third, traditional culture comes to include good's value in the process of creating the image of global traditional cultural tourism city. The case of 'Traditional City' shows that its planning is developed quite politically. In the process, cultural symbols of a city are constructed selectively. Some ideological devices are also created to make people accept such symbols plausibly. These cultural symbols are to be packed and consumed in the mechanism of local development. In the end, this article shows that culture is not a universal value and way of life in accumulated notion, but constructed thing in the politic and economic circumstances.

        주거지에서 관광지로 : 전주한옥마을 관광지화의 명암

        이 글은 최근 몇 년 간 급변한 전주한옥마을 관광지의 특징적인 양상과 그 명암을 짚어보는 데 있다. 한옥마을 내 상업 및 문화시설에 대한 실태조사와 주민들과의 인류학적 심층인터뷰를 토대로 전주한옥마을 관광지화가 주민 사회에 미친 영향을 살펴보았다. 조사 결과 전주한옥마을 관광개발로 주거용 가옥은 감소하는 대신 상업시설은 증가하고, 관광객을 대상으로 경제활동을 하는 주민이 증가하였으며, 공동체의 균열과 재구성이 더욱 복잡하게 형성되고 있었다. 이어 전주한옥마을 관광지화의 명암을 세 가지로 도출해보았다. 첫째, 전주한옥마을은 근대역사의 산물임에도 관광 개발 과정에서 근대적 전통은 배제되고, 전통의 선택적 발명이 나타나고 있다는 점이다. 둘째, 전주한옥마을이 도심활성화의 성공사례로 거론되고 있으나 한옥마을이 위치한 풍남동의 인구 및 세대수의 감소, 고령화의 가속, 주거 약자의 유출, 주거지 기능의 약화가 진행되고 있다는 점이다. 셋째, 민간 상업 자본은 전주한옥마을 관광생태계 형성에 큰 기여를 하였으나 투기자본의 형성, 역사문화적 가치 훼손 등의 부정적 결과도 낳았다. 이 연구는 주거지에서 관광지로의 변화를 비판적으로 성찰함으로써 지속가능한 전주한옥마을이 될 수 있도록 실천적 대안을 제시하고 있다. The purpose of this paper is to analyze the characteristic aspects of Jeonju Hanok Village, a tourist spot which in recent years has experience a rapid commercialization. The research materials used for this study consist of survey data of stores and cultural facilities in the Hanok Village as well as anthropological in-depth interviews of local residents. The results of this investigation reveal a pronounced increase in stores and a decrease in housing units, an increase in native resident participation in the tourism economy, and even more complex fissuring and restructuring of the local community brought about by the Jeonju Hanok Village tourism development. This study explores three implications revealed through the examination of changes in the Hanok Village. First, although the Hanok Village is a construction of modern history (post-Japanese colonial era), during the process of tourism development, the modern tradition was excluded in favor of artificial traditional culture and aesthetic inspired by the Choson era. Second, although the Hanok Village is admittedly a successful example of urban revitalization, several problems persist, such as the decrease in population and housing, increase in the elderly population, and its declining function as a residential area. Third, private commercial capital has influenced the tourist system’s formation, wherein it has created speculation and undermined the historical and cultural value of the Hanok Village. This study offers a practical alternative for a sustainable Jeonju Hanok Village, through a critical reflection on its dramatic transformation from residential area to tourist destination.

        모리즈쿠리(숲만들기) 정책을 통해 본 지역활성화의 상징 정치

        This paper aims to examine how ‘natural environment’ and ‘revitalization’ in Yusuhara-cho(?原町), Japan, have become dominant local symbols, and how local revitalization policy and its symbolic forms based on environmental resources have interacted with the residents’ daily life in the context of symbolic politics. ‘Morizukuri(Creating of forest)’ has become the base for local symbols. Symbolic politics of environmental discourses based on Morizukuri is represented in two ways in Yusuhara-cho. First, it is well revealed in the process of related symbolic manipulations and strategies of ‘environment’. Second, it is observed in conflicts among different understandings and values relating to environmental policies. However, symbolic benefits from ‘local revitalization’ have been great and overcome factional conflicts based on interest politics. In this sense, the symbolic discourses of local revitalization can be understood as a buffer device to soften the conflicts among stakeholders of environmental issues in the community. As a forceful motivation to invigorate declining rural societies, the local revitalization has worked as the mechanism of political symbols that has integrated the local communities.

        전주비빔밥의 변천과 특성

        This paper analyzes the historical origin, process of transformation, and characteristics of Jeonju Bibimbap through the investigation of historical evidence and indepth interviews with the owner/chefs of several Bibimbap restaurants. This paper is comprised of two main chapters. In the first chapter, we divide the historical transformation of Jeonju Bibimbap into three periods. We define the beginning period as having taken place during the Japanese colonial era, when Bibimbap was sold at Nambu market. The second period extends from the 1950-80s, when professional restaurants began appearing and developing. The third period begins in the 1990s, when efforts were made for the commercialization and globalization of Jeonju Bibimbap. In the second chapter, we identify the three characteristics of Jeonju Bibimbap. The characteristics are the use of bean sprouts as the main ingredient, the variety of recipes among professional restaurants, and the plentiful and varied side dishes, which represent a spirit of generosity.

        귀농·귀촌 정책 담론에 나타난 농촌성 표상 과정

        이 연구는 사회적 구성주의 접근을 통해 귀농·귀촌 정책 담론에 나타난 농촌성을 살펴보고 있다. 필자는 귀농·귀촌 정책을 하나의 텍스트 담론으로 접근하여, 농촌성 표상의 양상을 세 가지 차원에서 살펴보았다. 첫째, 귀농정책에서 귀농·귀촌정책으로의 선회는 농촌의 의미를 확장하는 데 영향을 미치고 있다. 둘째, 농업·농촌에 관한 정보를 제공하기 위해 소개되는 귀농·귀촌 사례들은 농촌을 끊임없이 ‘낭만의 공간’으로 그려내고 있다. 셋째, 도시민에게 농촌을 홍보하기 위해 활용되는 지역과 마을의 장소 자산은 매력물로서의 농촌성을 표상하는 장치이다. 이 연구는 농촌성이 구성되고 배치되는 과정에서 특정 경험과 자원이 어떻게 주조되는지를 보여준다. 귀농·귀촌 정책은 농촌에 대한 특정 상징과 이미지를 만들어 유포한다는 점에서 이데올로기적 효과를 지닌다. This paper analyzes the rurality represented in policy discourses on urban-to-farm(agricultural, gwinong) and urban-to-rural (non-agricultural, gwichon) migration in terms of social constructionism. In this paper, I examine three aspects of the representation of rurality through textual discourses on urban-to-farm and urban-to-rural migration policy. First, I look at the transition from a policy that focused on urban-to-farm migration to one that covers urban-to-rural as well as urban-to-farm and it`s influence on the expansion of the meaning of rural spaces. The second part looks at how the examples of rural migration used to inform urban dwellers about rural life and farm work depict the countryside as a romantic and idyllic space. In the third section I explore how the place assets utilized to promote rural life to urban dwellers represent rurality as appealing spaces. Through this analysis, the study reveals how particular experiences and resources are articulated within the process of construction and arrangement of rurality. Urban-to-farm and urban-to-rural migration policy has ideological effects through the dissemination of particular symbols and images of the countryside.

        연구논문 : "지역활성화"의 상징 정치; 일본 유스하라정"삼림테라피로드"를 사례로

        이 글은 일본 유스하라정의 삼림테라로드(森林セラピ-ロ-ド)를 둘러싼 지역활성화 담론을 상징 정치 맥락에서 분석한 것이다. 숲 속의 작은 농수로 하나가 삼림테라피로드로 지정되면서 지역사회에 많은 변화가 일어났다. 필자는 주민들이 삼림테라피로드를 긍정적으로 인식하고 주체적으로 움직였던 메커니즘을 이해하기 위해, 먼저 농수로에 대한 주민들의 시선의 변화와 농사를 짓는 데 이용해 오던 수로조합의 자원이 어떻게 공공 자원으로 변화되었는지를 살펴보았다. 농수로의 공공 자원화는 주민들이 삼림테라 피로드를 공공 이익에 기여하는 자원으로 인식하게 되었음을 의미한다. 공공의 이익이란 마쓰바라 활성화를 뜻한다. 주민들이 삼림테라피로드를 옳고 가치 있는 것으로 받아들이고, 로드 관광을 촉진하기 위해 다양한 움직임을 보인 까닭도 로드가 마쓰바라 활성화를 가져다줄 수 있는``지역활성화``의 자원이기 때문이다. 그런데 마쓰바라 활성화는 모호하고 다의적인 상징의 속성을 띠고 있다. 마쓰바라 활성화에 대한 상징 공감의 추상성이 높을수록 상징적 통합 능력도 강화될 수 있다. 물론 상징 이익과 실제 이익의 충돌현상이 크고 상징을 둘러싼 의견의 불일치와 갈등이 심화될 경우, 상징의 힘은 약화될 수 있음을 간과해서는 안 될 것이다. 지역활성화는 쇠퇴되어 가는 농촌·산촌사회에 강력한 동기부여를 일으키고, 주민사회를 응집시키는 정치적 상징 기제로 작동하고 있다. 지역활성화는 어떤 가시적 실체를 지닌 결과물이 아니라 지역사회 안에서 주민 간의 상호관계를 통해 끊임없이 작동하는 정치적 과정이라 할 수 있다. This paper examines the discourses of`` revitalization`used in the Forest Therapy Road(森林セラピ─ロ─ド) in the context of symbolic politics. When one of farm canals in the forest in Matsubara of Yusuhara-cho was designated as the ``Forest Therapy Road,``many changes took place in the local society. First, I analyze the changing gaze of the community surrounding the canals and the reformation of the resource of farm canals for the public understandings of community recognition of the positive role played by the Forest Therapy Road in tourism. The transformation of farm canals means that the community considered the Forest Therapy Road as a resource of public benefit, locally conceived with the term`Matsubara revitalization.` The local people consider the road as a treasure, because they expect that it will be helpful to revitalize the community. However Matsubara revitalization has ambiguous and multivocal symbolic features. The tension between the different meanings surrounding the therapy road project was diluted under the big picture of Matsubara revitalization. Most importantly, the benefits expected from Matsubara revitalization are symbolic rather than substantial. The high degree of abstractness in the symbolic consensus expressed toward the Matsubara revitalization indicates that the symbolically unifying power of the symbol could be strengthened. Needless to say, the more segregated the symbols are from the reality, and the more intensified the conflicts of opinion surrounding the symbols, and hence the less powerful the integrative capability of the symbols is. The local revitalization is forcefully motivated in the decline of the rural society, and its mechanism is the political symbolism that integrates the local community. The local revitalization is a constantly operated political process through which interactions occur in the local society, without the results as a tangible substance.
