Micro wires manufactured by the straightening process are used in the BT(Bio-Technology), IT(Information-technology), NT(Nano-Technology). We have developed a novel wire straightener which uses the direct heating method(DHM) for straightening the micro wire and shearing device for burr-less cutting. In this study, we confirm the tendency of micro wire after the shearing process. It is impossible to remove the burr in the shearing process. However, the embodiment of minimum burr size after the shearing process is the best in-process method. In order to minimize the burr size, we have accomplished the various experiment condition such as the U-groove, the effect of counter punch, the shear angle, clearance.

The purpose of this study is to analyse the trend of court ruling case related claim for counterargument news. The right of reply has a very important value in a society. Any person who is injured by a factual assertion published in any periodical, may request in written counterargument news, to the press angency. However, this cannot be regarded as absolute. That if the injured person has no proper interest in exercising a claim for counterargument news, or the contents of the claimed counterargument news is obviously contrary to the fact, or it aims only at commercial advertisement, the insertion of it may be ejected. Therefore to harmonize the right of reply with freedom of press becomes an important issue. It has been criticized that right of reply is abuse by government, religious organization, public official. But this opinion is arbitrary or ambiguous without base on quality study. 177 cases are sampled and analyzed in this study. According to analysis result, the number of right of reply suits against media companies in Korea is on the increase. Especially the number of lawsuits against broadcasting has rapidly increased since 1996. The claimant’ winning rate of the lawsuit related claim for counterargument news is 124 out of the total of 177 cases analyzed(70.1%).
2차원 수리해석모형을 이용한 영산강 하류부의 홍수파 도달시간 분석

홍수 도달시간의 예측은 하천의 수량 관리와 운영 측면에서 매우 중요하다. 최근에는 다기능보의 건설로 수문환경이변화하였기 때문에 운영조건에 따라 하류부에 미치는 영향이 상이할 것으로 예상되어 정밀한 홍수파 도달시간의 산정이필요한 시점이다. 이에 본 연구에서는 영산강을 대상으로 2차원 해석이 가능한 HEC-RASver5.0.3 모형을 적용하여 주요지점의 홍수파 도달시간을 분석하고자 하였다. 분석 결과, 주요 지점의 방류량 증가와 하류부 운영조건에 따른 홍수파도달시간의 비선형적인 특성을 재현하였다. 본 연구 결과를 활용한다면, 하천 운영에 도움이 될 것으로 기대한다. Forecasting of flood wave travel time is very important in terms of river management and operation. Recently, the hydrological environment of has changed due to the construction of multi-function weir in the river. It is necessary to analyze flood wave travel time, including hydraulic structures in the channel. The flood wave travel time according to the discharge and downstream water level operating conditions was analyzed using HEC-RASver5.0.3 which is capable a two-dimentional analysis. This study showed nonlinear characteristics of flood wave travel times due to increase of discharge and operating conditions. The results of this study will be helpful for the operation of multi-function weir as well as the river operation.
평화의댐 장기 유출과 수질 모의를 위한 GSSHA 모형의 적용

It is usually not easy to simulate the hydrologic cycle or water quality for ungaged watersheds, especially for long-term simulation. In this paper we evaluated the applicability of GSSHA, a process-based distributed hydrologic model, for the long-term discharge and water quality simulation for the ungaged Peace dam watershed. From the comparative analysis of the simulated discharge and water quality series with measured ones, we concluded that with its overall fair performance on simulating hydrograph patterns of the peak discharges and base flows for major storms the GSSHA model showed some possibility to be used as a watershed model even with its overestimation of peak discharges for small storms and different trends of simulated water quality from measured ones for some periods. 미계측 유역의 수문순환이나 수질을 모의하는 것은 매우 어려운 것이 현실이며 특히 장기간에 걸쳐 모의를 해야 하는 경우에는 더욱 그러하다. 본 연구에서는 미계측 유역인 평화의댐 유역을 대상으로 물리적인 과정 기반의 분포형 수문 모형 GSSHA의 장기 유출과 수질 모의에 대한 적용성을 검토하였다. 분포형 유역 모형 GSSHA를 평화의댐 유역에 적용하여 유량과 수질 모의치를 실측치와 비교한 결과 소규모 호우로부터의 첨두유량을 과대하게 모의하거나 실측된 수질 자료와 일부 구간에서 다른 경향성을 보이는 등 일부 불일치하는 사항들이 나타났으나 모의된 주요 호우의 첨두유량과 기저유출의 전반적인 수문곡선 형태는 비교적 양호한 것으로 나타나 실무에서의 적용 가능성이 있는 것으로 판단하였다.
