As IT industries importance for economic growth, export and the promotion of employment increases, forecasting and analysing development direction in the IT industry & the meaning of the national economy is more important than ever. This study will contribute to policy making in IT industry through improving comprehension of IT and understanding development trend of the new fields of IT industry. Moreover, It will be helpful to formulating the various support programs for the IT industry. In this situation, this study has importance in the side of taking a triangular position in policy direction based on the future of IT industry.

전자상거래 확산과 비즈니스 서비스 산업 활성화 방안

Global economy these days is characterized with an unlimited competition due to Globalization and Information Age. Expansion of E-business accelerates informationized and globalized society and also intensifies market competition. As a result, global economy gradually develops to knowledge-based economy, and Business Service Industry becomes essential to the production increase in the manufacturing industry as well as its high added value comes into the spotlight as one of rapidly growing business industry. Business Service Industry has not yet been academically established, however, it may be defined as the industry of which production is a mediating service in the production process rather than in the final consumption. The export of the manufacturing industry has traditionally played mainstream role in Korea where economic development has been centered on the manufacturing export. However, as with increasing emphasis on the role of service sector and highly developed industrial field in the national economy, not only the relationships between manufacturing industry and service industry becomes rapidly more involved, but also the importance of highly competitive service industry becomes emphasized in accordance with open global economy after WTO system takes off. Now it is time we come to the realization that service is in the center of national competitive power as a result of global door open in all service industry.

단말기 잠금 장치(USIM Lock) 해제 정책의 소비자효용 분석

최근 W-CDMA 3세대 이동통신 시장이 시작되면서 USIM(Universal Subscriber Identity Module)이라는 개인 인증카드가 도입되었다. USIM카드는 휴대폰 단말 기기에서부터 사용자 인증 정보를 분리하는 기능을 가지는데, 이는 휴대폰 서비스에 여러 가지 궁정적 효과와 함께 비용을 발생시킨다. 나아가 본 정책의 영향으로 장기적으로 이동통신 시장의 구조에 큰 변화를 가져올 것으로 예상된다. 본 논문은 USIM카드 잠금해제 정책이 국내 이동통신 시장에 미치는 경제적 파급효과에 대해서 분석하고자 한다. 본 논문의 분석은 두 가지 부분으로 이루어진다. 먼저 이동통신 산업의 각 주체 즉, 이동통신 사업자, 단말기 제조업체, 컨텐츠 제공업체, 소비자 등에 대하여 본 정책의 파급효과를 정성적으로 분석하였다. 또한 최종 소비자게 미치는 영향을 비용편익분석기법을 이용하여 정량적으로 분석하였다. 분석 결과 USIM 잠금해제 정책 실시는 1년에 휴대폰 사용자 1인당 204,968원, 전 국민이 3세대 이동통신을 이용하게 되는 시점에는 49조1천억 원 정도의 편익을 발생할 것으로 나타났다. Recently introduced USIM card is an identity module in 3rd generation mobile system to distinguish mobile phone subscribers. USIM card can separate mobile service subscription information from mobile phone device, which introduces new benefits and costs in mobile service and makes substantial influence on the structure of mobile industry ecosystem. This paper analyzes the economic effect of USIM lock release policy in Korean telecommunication industry. We show the meaning of USIM lock release policy. The analysis consists of two parts. First, we qualitatively analyze the effect of policy to service providers, phone manufacturers, contents providers, and customers. Then we use the framework of cost-benefit analysis to quantitatively estimate the effect of policy to the mobile customers. The result shows that the policy makes 204,968 KRW benefit to each mobile service customer and approximately 49.1 trillion KRW to the whole Korean customers.

A bilateral FTA has to be implemented soon to help both economies cope with protracted slumps and achieve further development. The FTA will accelerate bilateral industrial restructuring by deepening private sector competition and easing excess supplies. In addition, Korea will be able to attract more foreign investments thanks to its cost advantage. Korea-Japan FTA should be approached from the perspective of long-term benefits in bilateral economic and industrial development.

고령화사회 도래와 실버주택 마케팅 전략에 관한 연구

The 21st century is characterized by dynamic changes in living environment and longer life expectancy due to the rapid economic development, industrialization and globalization. In this study, we define elderly housing which will play a critical role in an aging society as the dramatic demographic change occurs and attempt to give guidance for the advancement of Korean elderly housing marketing strategy by analyzing the current seniors housing market and examining cases from developed countries. In particular, we suggest that the marketing strategies should reflect recent changes in life styles of the elderly and be differentiated according to comprehensive life-stage segmentation technique for seniors. In addition the marketing approaches to the retirees should be based upon humanity and compassion. Finally we indicate that the government"s cooperative policy framework is also necessary to have a successful development of an elderly housing market. 국제 자동차 산업동향과 대응방안

Recently, the field of Electricity and Electronics has drawn much attention among the areas of car related technology; car companies have chosen to develop the fusion of technology by incorporating SW and IT companies, rather than to independently develop related technology, and IT companies have established the new opportunities in such car industry. Therefore the analysis on Electronic Control Unit (ECU) has been taken placed with much gravity among the worldwide car companies. Korean government also recognized the importance of Embedded SW and has constantly focused and invested on its implementation. In addition, many countries are conducting R & D to develop the technologies for ECU SW. It cannot be emphasized enough that Korea should inquire into the development of ECU SW technology in terms of the country’s policy and also into the promotion of the model that reduces the cost for SW by standardizing the infrastructure semiconductor technology and ECU for realization of intelligent manufacturing system, in order to make the world’s fifth car industry.

The results of the WTO meeting in Doha could be interpreted in different ways. Interestingly, there are conflicting interpretations of what had actually been agreed with respect to four areas of WTO work. However, we can say that a framework to improve the environment, fight agaunst prverty and push towards sustainable development was established through the historic Ministerial Conference of the WTO held in Doha, Qatar. There will be a long way to go. Since Korea holds sufficiently broad-base agenda, it is necessary and inevitable to trace and track the following discussions related to the new issues. DDA 통신 서비스협상과 우리나라 통신규제 정책 방향

Since the beginning of the last decade of the twentieth century, the circumstances of domestic and international communication industry market have been undergoing a drastic changes due to remarkable changes in the world economic order and the basic(principle) agreements on the communication industry of WTO. And newly developed technology in the field of communication service is promoting the diversification of its scope of services and growing demand and relative importance of the industry in the national economy. Therefore, it is necessary for our goverment to formulate the new and revise the exisiting regulatory measures and reorganize the government agencies in order to cope with the changing conditions of the world market. 우리나라 상품의 대중국시장 진출 효율화 방안

China’s market has recorded high growth that is expected to continue over the next 10 years and cause China’s GDP to quadruple by 2010. This report focuses on the structural features of China’s market, especially its entry barriers, analyzing the market by product, income level and region. This paper will also look at how entry barriers put in place by the central government and local governments can be lowered to promote an advance into China’s market. The Chinese government has been gradually relaxing its restrictions on imports and retail distribution. Moreover, its latent purchasing power is expected to be realized on a gradual basis, serving as an opportunity for China to accelerate the process of opening its economy to globalization.
