The Coastal VTS will be continuously constructed to prevent marine traffic accidents in the coastal waters of the Republic of Korea. In order to provide the best traffic information service to the ship operator, it is important to understand the navigation risk factor. In this study, we analyzed the navigational hazards of Gunsan coastal area where the coastal VTS will be constructed until 2020. For this purpose, major traffic flows of merchant ships and density of vessels engaged in fishing were analyzed. This study was conducted by Automatic Identification System (AIS) and Vessel Pass (V-PASS) data. The grid intervals are 10 minute ${\times}$ 10 minute (latitude ${\times}$ longitude) based on the section of the sea. A total of 30 sections were analyzed by constructing a grid. As a result of the analysis, the major traffic flows of the merchant vessels in the coastal area of Gunsan were surveyed from north to south toward Incheon, Pyeongtaek, Daesan, Yeosu, Pusan and Ulsan, and from east to west in the port of Gunsan Port, 173-3, 173-6, 173-8, 183-2, 183-5, 183-8, 183-3, 184-1 and 184-2. As a result of the study, the fishing boats in Gunsan coastal area mainly operated in spring and autumn. On the other hand, the main traffic flow of merchant ships and the distribution of fishing vessels continue to overlap from March to June, so special attention should be paid to the control during this period.

: 해상교통관제는 관제사의 업무 특성과 작업 환경에 따라 제공되는 서비스의 질이 달라질 수 있다. 본 논문에서는 해상교통관제사의 근무 여건을 분석하여 추후 대한민국 해상교통관제 작업 환경 개선과 이를 통한 양질의 서비스 제공을 실현할 수 있는 방안을 제시하고자 하였다. 전국 20개소의 해상교통관제 센터에서 근무하고 있는 관제사를 대상으로 근무 여건 문제점 및 개선방안에 대한 인식을 설문하였다. 해상 교통관제사의 작업 환경과 작업 스트레스, 이직의도 등을 분석하여 향후 해상교통관제 센터의 작업 환경과 조직 개선을 위한 기초 자료로 사용할 수 있을 것으로 기대한다. The quality of service provided by Vessel Traffic Services depends on the tasks characteristics and the work environment of Vessel Traffic Service operators. In this paper, the working conditions of Vessel Traffic Service operators are analyzed in order to propose methods to improve the working environment of Vessel Traffic Services and to provide high quality service through them. The questionnaire survey was conducted for Vessel Traffic Service operators working at 20 Vessel Traffic Service centers. It is expected that it might be used as the basic data for improvement of work environment and organization of Vessel Traffic Service center in the future.

진도 연안VTS의 성과 분석 및 기능에 관한 실증적 연구

2007년 태안에서 발생한 허베이 스피리트호 사건은 연안 해역 안전관리에 대한 중요성을 다시 한 번 일깨워 주었고, 이에 대한 대응방안으로 연안VTS를 우리나라 전 해역에 걸쳐 구축 운영할 계획이다. 이제까지 VTS 기능에 관한 이론적인 고찰은 있었으나, 연안VTS의 기능에 관한 실증적인 연구는 없었다. 이에 본 연구는 현재 운영되고 있는 진도 연안VTS 운영성과를 분석하고, 사고예방 사례를 조사하여 연안VTS의 기능에 관하여 조사하였다. 연안VTS는 관제구역이 넓어 해상교통 특색이 장소마다 상이하며, 집중 관제를 필요로 하는 곳이 많았고, 통항선박 중 어선과 같은 비관제 대상 선박이 다수를 차지하여 이들의 관제가 중요한 것으로 조사되었다. 그리고 선박 운항자의 집중도가 항내보다는 떨어지므로 인적과실에 의한 사고 개연성이 높은 것으로 분석되었다. 연안VTS는 항만VTS와 같이 정보제공, 항행지원, 교통관리의 역할을 주로 하고 있지만, 수색구조 지원, 해상 보안, 해상치안 업무, 해양오염 대응, 비관제 대상 선박 업무 및 수상레저 안전관리 등의 기능이 강화되는 것으로 나타났다. Hebei Spirit Oil Spill that happened in 2007 had prompted the need of revisiting the coastal safety. In response to this, Korea had made an effort to implement VTS in every coastline in the country. There are a lot of theoretical studies on VTS function nowadays, but coastal VTS are less frequently studied. In this paper, performance analysis results and accident prevention activities of Jindo Coastal VTS center were summarized and the Coastal VTS function are investigated. Jindo Coastal VTS covers relatively wide area and various places with various maritime traffic characteristics are the major navigation vessels, which means that it is important to control these vessels. Since the probability of accidents due to human error is relatively high in coastal area due to negligence tendency of crews during coastal area navigation, coastal VTS has to provide sufficient assistance to navigating vessels. Like most harbour VTS, Coastal VTS provides not only main information service, navigational assistance and traffic organization services but also various services related with advanced search-and-rescue assistance, marine national security, maritime crime prevention, oil spill response, traffic services for non-service vessel, and safety supervision for water leisure boats.

해상교통관제 업무는 제공하는 정보의 내용에 따라 분류된다. 우리나라는 1993년 포항에 최초의 해상교통관제센터 설립 이후 대한 민국의 해상교통관제는 꾸준히 발전하고 있으며, 업무 영역의 확장이 이루어지고 있다. 본 논문에서는 해상교통관제 업무의 분류에 따른 해상 교통관제사의 업무 중요도 및 작업 부하에 대해여 분석하였다. 중요도 및 작업 부하를 측정하기 위하여 전국의 해상교통관제사를 대상으로 설문을 실시하였으며, 다기준의사결정 기법인 계층화분석과정을 사용하여 결론을 도출하였다. 해상교통관제사의 업무 중요도와 작업 부하의 관계를 고찰하여 향후 해상교통관제 센터에서 관제 구역 설정의 가중치로 사용할 수 있으며, 중요도와 작업부하의 관계를 바탕으로 가변 섹터 운영 등의 자료로 사용할 수 있을 것으로 기대한다. The tasks of Vessel Traffic Services are classified according to the content of the information provided. Since the establishment of the first Vessel Traffic Service center in 1993 at Phohang harbour, it has been steadily developed and its work domain and scope have been expanded. In this paper, the importance and workload of Vessel Traffic Service operators were analyzed according to classification of the tasks. In order to measure the importance and workload, questionnaires were conducted for the operators nationwide, and conclusions were drawn using the multi-criteria decision making process. The relationship between the importance of tasks and the workload might be used as the weights for setting the service areas in the future. Furthermore, it is expected to be used as the data of changable sector operation based on the relationship between importance and workload.
