일반적으로 혁신체제론은 혁신주체, 제도 및 상호 네트워킹을 통한 상호학습을 통해 혁신역량이 향상되게 되며, 궁극적으로 이를 통해 혁신체제 자체가 진화한다고 설명하고 있다. 본 연구는 기존 산업들과 정책적?산업적 차별화된 특성을 갖는 고령친화산업이라는 신산업 분야에 대한 ‘혁신체제의 형성 및 진화과정’을 동태적 관점에서 살펴봄으로써 향후 사회문제 해결과 관련된 유사분야(보건, 환경, 안전 등)의 혁신활동 수행에 따른 국가 R&D 정책에 시사점을 제시하는데 그 목적을 두고 있다. 연구결과, 공공성과 수익성의 결합이라는 고령친화산업의 특성으로 인해 기존 산업과 상이한 새로운 혁신체제의 형성 및 진화과정을 확인할 수 있었다. 또한 본 연구는 기존의 전통산업에 치우쳐져 있던 혁신체제 연구에 있어 새로운 산업분야를 소개함으로써 보다 다양한 산업에 대한 혁신체제연구의 확장에 기여할 수 있을 것으로 판단된다. In general, Innovation Systems consists of actors, institution and network. And mutual learning through the innovation capacity is to be increased, which ultimately evolved through innovation that explains the system itself. In this study, Senior Friendly Industry in Korea for ‘Innovation systems formation and evolution of the process’ a dynamic perspective. The purpose of this paper is to provide suggestions that innovation policy implications for technological innovation in this sector or similar industry like a health industry, environment industry and etc. Study, a new type of formation and the evolution of the innovative system was confirmed. As the Senior Friendly Industry is a new case for innovation studies, our study may provide new research opportunities to the academia.

정부 출연연구기관의 지역조직 운영 효율화 방안에 관한 연구

대부분의 정부 출연(연)이 지역조직을 운영하고 있으나, 지역 內 자체 혁신체계상의 한계, 개별 기관별 지역조직 운영에 따른 경영상의 어려움 및 다양한 산업계의 R&D 수요 충족 미흡 등 대내외적인 환경 변화 적응에 어려움을 겪고 있다. 이에 본 연구에서는 정부 출연(연) 지역조직의 지역 內 주요기능 및 향후 운영 효율화 방안을 수요자(고객 품질향상) 관점에서 제시하고자 Kano 모형과 Timko의 고객만족계수를 바탕으로 출연(연) 지역조직 운영에 대한 연구개발서비스 품질속성을 살펴보았다. 분석결과 기업의 소재지에 따라 서로 상이한 품질 속성이 나타남을 확인 할 수 있었으며, 이러한 결과는 향후 정부 출연(연) 지역조직 설립, 운영 및 평가 및 중소기업의 역량(자체 R&D 조직 보유 여부 등)을 고려한 정책 설계 시 기본 자료로 활용될 수 있을 것이다. Most of the GRI"s that are organized and operate a regional. However, the limitations of the building that faces its own innovation system of the area, difficulties in management of the individual institution and community organizations operating in various industries such as inadequate to meet demand. This study examined the quality attributes of the GRI’s regional organization’s operations and policy improvements on the GRI’s key features and regional organizations in the region to suggest future operating efficiency in the consumer’s point of view based on the Kano Model and Timko Model. The results showed the different properties depending on the quality of corporate premises, and whether or not its own R&D organization. These results could be used as a basis for future policy design in accordance with GRI’s regional organization establishment, operation and evaluation.
