        재정사업 성과평가체계 개선에 대한 연구

        본 연구는 국제이민협력 재정사업에 대한 사례 분석을 통해 도출된 문제점을 진단하고 재정사업 성과 평가체계 개선 방안을 도출하는 것을 목적으로 한다. 특히 본 연구는 모든 사업에 공통적으로 적용되는 재정사업 자율평가 지표만으로 정부부처가 수행하는 개별 사업의 특수성을 반영하기 어렵다는 문제점에 주목하였다. 본 연구를 통해 제시된 재정사업 성과평가체계의 주요 개선 방향은 다음과 같다. 첫재, 정책 사업을 둘러싼 다양한 환경적 요인을 고려할 때 외부 이해관계자의 수요가 반영된 목표 설정이 이루어질 수 있도록 해야 한다 또한 국제이민협력 재정사업과 같이 연구 및 연수 보고서 발간 등과 같은 사업을 운영하는 경우 연구 및 연수 결과물의 활용 주체가 필요로 하는 정보가 무엇이며 실질적인 활용이 이루어졌는지에 대한 고려가 선행되어야 한다 둘째, 각 사업이 목표 달성에 어떠한 방식으로 기여하는지에 대한 구체적인 논리적 과정이 제시되어야 할 필요가 있다. 셋째, 재정사업 성과지표에는 예산 운영의 효율성을 제고하기 위해 타 사업과의 중복 및 유사성을 배제할 것을 요구하고 있으나 정책 사업 간 연계성과 시너지 효과를 측정할 수 있는 지표 운영이 요구된다. 마지막으로 평가를 통해 도출된 결론을 토대로 한 학습이 이루어질 수 있도록 해야 한다. This study diagnoses areas for improvement in the financial program assessment system and suggests plans for the promotion of the “International Migration Cooperation Program.” Particular attention is given to the problems that the “one size fits all” assessment tool has in reflecting specific characteristics of each financial program. Using a logic model, the performance structure of the “International Migration Cooperation Program” is analyzed as a double-looped learning system. The results and suggestions are as follows: First, environmental factors and interest groups should be considered in the goal-setting stages. Second, the logical relations between the factors that contribute to goal attainment should be provided in performance plans. Third, some performance indicators are outputs rather than outcomes. As such, it is necessary to develop outcome-oriented indicators, which includes improving existing output measures.

        기후변화 대응정책 수행체계에 관한 연구

        This study compares and analyzes British and American organizing systems related with climate change, and looks for implications of a reorganization of government setups in Korea. In Britain, a dual system is built where the primary job of easing the impacts of climate change is carried out by a newly-formed ministry and other functions by existing environment-related ministries. And in the United States, the government is distributing new jobs among existing ministries while keeping their functions as original as possible, and is executing the policy focusing on establishing new programs rather than reorganizing the system. However, the case of Britain shows the importance of establishing a clear range of the unified function when discussing reorganization, since conflicts between policies still exist despite the formation of a new ministry. And in policy execution systems that are centered on existing ministries, like the case of the United States, the primary implication would be that the establishment of an efficient and advanced control system and developments of various programs based on voluntary participation should be set forth as a premise.

        예산과정상의 주민참여제도에 관한 연구

        본 연구는 최근 대의제의 위기와 관련하여, 대의제의 보완기제로서 국내외에서 활발하게 논의되고 있는 주민참여예산제도의 국내외 사례를 비교분석하고, 분석결과를 기초로 주민참여예산제도 도입 시의 시사점을 도출하였다. 주민참여의 정도가 상대적으로 강한 것으로 인식되고 있는 브라질의 포르투 알레그레 시사례와 우리나라의 울산광역시 동구 사례를 비교분석한 결과, 두 사례는 도입배경과 제도화 수준은 상이하게 나타나고 있으나, 주민의견의 반영이라는 긍정적인 측면과 더불어 주민의 대표성이 적절하게 확보되지 못하고 있다는 부정적인 측면에서 공통점이 나타나고 있다. 이러한 결과를 기초로, 우리나라의 경우 주민참여예산제도 도입 시 조직의 효율적 구성, 관련 법령의 정비, 갈등완화전략 모색 등의 기본 방향을 설정할 필요가 있다. 다만, 이러한 사항들을 고려하는 데 있어서는 주민참여예산제도가 대의제의 대체기제가 아닌 보완기제라는 인식이 선행될 필요가 있다. This research aims at analyzing the internal and external cases of civil-participatory institution on government budget system, regarded as an alternative for representative democracy, with respect to the crisis of representative democracy and bringing policy implications for introducing the institution. It is emphasized that two cases of Porto Alegre, Brazil and Ulsan, Korea differ from background and institutional levels of the civil participatory institution on government budget system derived from the comparative analysis. In spite of the differences, two cases illustrate commonalities in terms of reflection of civil opinion on the positive side and inappropriateness of civil representation on the negative side. Based upon these results, we need to set up strategic directions for organizational composition, related law making, and strategies for conflict resolutions when it is introduced. Nevertheless, it is necessary that the civil participatory institution of government budget system is not one of the replacement but supplementation.

        지역기반시설 설치사업의 갈등구조 분석

        This study searched for an alternative to settle the conflicts on facility locations that have persisted since the implementation of local autonomy. The water reservoir construction project in Mt. Sungmee, which was suspended, was selected as the instance in which to analyze the causes and structures of the conflicts between the local governments and the residents. Based on the analysis, this study proposed implications that must be considered in pushing ahead with similar projects hereafter. This instance suggests the following: First, the residents’ learning have rectified most of the long-standing problems of information asymmetry; thus, reasonable system reforms that should be made by the government must now be emphasized. Secondly, the government’s unilateral implementation of the project in this instance caused a bigger conflict, eventually leading to the suspension of the project. This suggests the need for the current conflict management of the government, based on coercive measures, to change into one centered around negotiations with the residents. Especially, considering that the validity of the project has constantly been the main issue in this case of Mt. Sungmee, there is the need to both reinforce the preliminary review of the project plan and underline the importance of a primary local government more active in mediating two sides. Lastly, it is necessary to provide an institutional strategy to settle cases where a compromise is not successfully reached.

        비선호시설 입지갈등요인에 관한 연구

        최근 주민들의 권리의식이 신장되면서 비선호시설 입지와 관련된 지방정부와 주민들의 갈등현상이 심화되고 있다. 이제 비선호시설에 대한 주민반대를 님비현상으로 이해하는 고전적인 설명은 더 이상 설득력을 갖기 어렵게 되었다. 본 연구는 서울시 쓰레기소각장 건설계획중 현재 가동중이거나 완공되어 성능검사중인 노원, 목동, 강남 등 3개 지역의 소각장 건설과정에서 나타난 주민들의 시설입지반대요인을 분석하였다. 분석결과 위험관련 요인이 갈등기간 전반에 걸쳐 사례간의 공통적인 반대요인으로 제기되었으며, 경제적 요인은 초기 사례보다는 후기 사례에서 보다 중요한 요인으로 부각되고 있다. 또한 시설건설 초기의 형식적인 주민참여도 갈등기간 전반에 걸쳐 정부와 주민간의 불신을 가중시키는 기본적인 요인으로 작용하고 있다. 특히 갈등사례들을 거치면서 학습과정으로 인하여 정부와 주민간 정보의 비대칭성이 상당 부분 완화되고 있으며, 이로 인하여 주민들의 행태도 보다 적극적으로 변화하고 있다. 따라서 정부는 향후 주민들의 반응에 보다 적절히 대응해야 할 필요성이 강하게 제기되고 있다. 이러한 측면에서 정부는 앞으로 제도적, 관리적 측면에서 주민참여의 실질화, 경제적 보상의 적정화와 다양화, 과학적인 근거에 의한 철저한 계획수립 등을 강구할 필요가 있다.

        입지갈등의 구조분석

        Recently, conflicts between local governments and residents are growing more serious in relation to constructing unwanted facilities. But there are few satisfactory cases of conflict resolution through both sides' interaction in Korea. So this study analyzed the structure of locational conflicts selecting the case of Kangnam incinerator construction and presented suggestions. The following points were found as a results of this study. The deciding factor in the beginning stages of the conflict was the participating procedures open to residents. The government's perfunctory management of this process only led to a wider distrust for the government. And the issues of economic compensation and the capacity of the incinerator rose as the major concerns between both sides. The awareness and behavior of the residents were discovered to be changing as a result of the declining information asymmetry made possible by learning process and by the rise of a sense of social justice in civil opposition. the introduction of local autonomy, the following increase of self-governments' autonomy and supporting activities of the environmental organizations have created an environment more amenable for residents to voice their opposition. So the local government's traditionally coercive strategy in dealing with locational conflict has transformed into a conflict-management strategy focusing on negotiations with residents. The efficacy of negotiations, however, still remains low due to the lack of relevant institutions. In effect, the revision of the policy objective - the downsizing of the capacity of the incinerator - manifested itself as conflict-management strategy, ultimately debasing policy effectiveness. From these points of view, a more substantial and institutionalized civil participation mechanism, a more reasonable and diversified economic compensation system, institutional supplementation to the negotiation process, and an establishment of cooperation between local governments are needed.

        외국인정책의 재원조달체계 개선에 관한 연구

        Recent years have seen a sudden increase in the number of foreigners staying in Korea, causing the issue of how to assist them in adapting themselves to Korean society to emerge. To deal with this issue, the Korean government has been modifying laws and regulations since 2007. A significant role is played by the Foreigner Policy Committee, which was founded in 2008 to supervise all foreigner related matters. The analysis of the annual enforcement plans of central and local governments, which were established based on the ’the First Foreigners’ Policy Master Plan’ of 2008, reveal budget shortfalls, budgetary overlaps, and the absence of outcome evaluations to be the main drawbacks. This study has a particular focus on budget shortages, and suggests the introduction of related funds to the system as an alternative to the current situation. Funds are similar to special accounts in some ways, but provide a good fit to the requirements of foreigner-related policies - autonomy and the necessity of long-term plans. In terms of financial resources, various ways of fundraising are proposed under the benefit principle.

        영국 패리쉬의 정책적 함의

        Based upon the recognition that recent discussions related with reform of local governments tend to focus on structural approach excessively, this research aims at reviewing operational alternatives for improving local administration by analyzing The British 'Weston-super-Mare parish' a large parish, comparable to the Korean 'Eup-Myun-Dong' According to results of this research, residents' participation is vitalized through various devices in a large parish, even though it is operating under a representative system. And based on voluntary work, it mostly performs functions related to residents' convenience in cooperation with local governments and private sector. The results implies that the 'parish' system can perform an important role as an effective alternative that is able to improve residents' accessibility and overall efficiency of public administration. Therefore it is necessary to revise functions between local governments and 'Eup-Myun-Dong'. Additionally it is also necessary to establish cooperation systems between related institutions in providing services for residents' convenience, with developing alternatives that provide financial support to 'Eup-Myun-Dong'.
