동남권 신발산업의 발전방안에 관한 연구: SWOT-AHP 방법으로

[연구목적] 본 연구는 동남권 신발클러스터가 보유한 신발산업 생태계를 유지 · 확장하고 지속가능한 신발산업을 위해 패러다임 전환의 미래 전략적 방안을 제시하고자 하였다. [연구방법] 부산을 중심으로 동남권 신발산업의 발전방안에 관해 신발산업 관련 전문가를 대상으로 진행한 설문조사를 바탕으로 SWOT-AHP 분석을 실시하였다. [연구결과] 분석결과 ‘남북경제협력 기회’, ‘신발개발 R&D 능력’, ‘헬스케어시장 확대’, ‘수입제품의 내수시장 잠식’, ‘지식경영 · 마케팅 부족’이 주요 요소로 선정되었다. 이를 통하여, 동남권 신발클러스터가 보유한 신발산업 생태계를 유지 · 확장하고 지속가능한 신발산업을 위한 패러다임 전환의 미래 전략적 방안을 제시하였다. 첫째, ‘신발산업 글로벌 허브기능 강화’를 통한 글로벌 신발생산 거점 확보이다. 둘째, ‘신발제조 생태계 강화’를 위한 국내제조 인증제도 도입 및 신발제조 연관 산업의 클러스터 지원이 요구된다. 또한 ‘제조복지모델 육성정책 발굴’과 ‘비대면 유통지원 인프라 구축’을 통해 국내 신발브랜드 활성화의 기폭제 마련이다. [연구의 시사점] 본 연구는 신발산업이 당면한 과제를 극복하기 위해 지속가능한 동남권 신발산업의 관점에서 새로운 도약을 위한 발전방안 제시와 정책적 대안 모색의 전략수립을 위해 SWOT-AHP 분석방법을 적용한 최초의 연구임에 의의가 있다. [Purpose] The study indicated a key strategic plan for paradigm shift for the sustainable footwear industry through the preservation and expansion of the footwear business ecosystem owned by the Southeast footwear cluster. [Methodology] This study conducted SWOT-AHP analysis based on a survey, focused on Busan, conducted by experts in the footwear industry on the footwear industry development plan in the south-eastern region. [Findings] The analysis results show that ‘inter-Korean economic cooperation opportunity’, ‘shoe development R&D capability’, ‘extension of healthcare market’, ‘invasion of imported goods in domestic market’, and ‘lack of knowledge management & marketing’ were selected as the main factors. It provides a key strategic plan for paradigm shift for the sustainable footwear industry through the preservation and expansion of the footwear business ecosystem owned by the Southeast footwear cluster. [Implications] This research is noteworthy in that it is the pioneer study to apply the SWOT-AHP method of analysis to suggest development plans for a new leap from the viewpoint of the sustainable Southeast footwear industry. In addition, it is also about developing plans to pursue policy alternatives to address the challenges facing the Southeast footwear sector.

개성공단 신발전용단지 활용 전략에 관한 연구: SWOT-AHP 방법으로

본 연구는 북측 경제특구인 개성공단을 활용한 신발전용단지 조성의 필요성과 가능성을 확보하고자 한다. 이는 남북 상생협력모델을 통해 한국 신발산업의 활성화를 위한 전략적 가치를 모색하는 정책제안이다. SWOT-AHP 분석 방법을 이용하여 신발산업의 지속가능성을 위해 개성공단 신발전용단지 활용 전략을 수립하고자한다. 국내 신발산업이 직면한 산업구조적인 문제들을 남북협력의 가능성 측면에서 극복방향을 제시하고 있다. 분석결과로 ’SO 전략’은 남북의 신발클러스터를 통한 남북협력 K-슈벨트 구축 제안이다. ’WO 전략’은 개성공단 신발전용단지의 국제화 전략이다. ’ST 전략’은 대북제재 해소를 위한 신발전용단지 조성의 유연한 거버넌스 활용이다. ’WT 전략’은 개성공단 재개를 위한 남북의 신발산업이 평화경제 인식의 패러다임 전환이다. This study proposes to secure the necessity and possibility of creating a footwear-only district utilizing the Kaesong Industrial Complex, a special economic zone in the North Korea. This is a policy proposal to explore strategic values for revitalizing the Korean footwear industry through a win-win cooperation model between the South and North Korea. With SWOT-AHP analysis method, we are planning to establish a strategy to utilize the footwear-only complex in Kaesong Industrial Complex for sustainability of the footwear industry. It presents a direction to overcome the industrial structural problems that the domestic footwear industry is facing with the aspect of the possibility of inter-Korea cooperation. As a result of the analysis, the ’SO strategy’ is a proposal to establish inter-Korea cooperation K-shoe belt through footwear clusters in the two Koreas. The ‘WO strategy’ is an internationalization strategy of the Kaesong footwear-only complex. The ’ST strategy’ is the use of flexible governance in the creation of a footwear-only complex for the relief of sanctions against North Korea. The ’WT strategy’ is a paradigm shift in the perception of the peace economy in the footwear industry of inter-Korea for the re-opening of the Kaesong Industrial Complex.
