Purpose: This study aims to develop distributable samples that can be used for proficiency testing to verify the ability of the testing laboratory to perform high temperature and low temperature tests. Method: In this study, the temperature-resistance characteristics of the NTC thermistor were used to develop samples. The homogeneity and stability of samples were examined according to the proficiency testing requirements. Results: Thirty samples with homogeneity and stability were developed and used for the proficiency testing. Thus, it was possible to distinguish between the test laboratories that showed satisfactory results and those that did not. Conclusion: It was the first time to develop samples that can be used for proficiency testing in high temperature and low temperature tests. and it was proved that the proficiency test program can be operated using the characteristics of NTC thermistor.

Purpose: The purpose of this study was to select factors affecting the global competitiveness of testing and certification bodies and to develop evaluation indicator. Methods: Considering the industrial characteristics of Korea, the electrical and electronic test and certification field was selected as the research subject. As a research method, various factors were extracted through exploratory research such as theoretical considerations on the competitiveness of testing and certification bodies and analysis of the growth process of global testing and certification bodies, and focused interviews and surveys were conducted with conformity assessment experts. Results: The 16 factors affecting the global competitiveness of testing and certification institutions were identified. Among the 4 PEST factors, the technological factor had the highest importance, followed by the economic factor, the social factor, and the political factor. The average of the 16 factors was 0.0625, and the 8 factors above the average included 4 technological factors, 3 economic factors, and 1 social factor, but did not include political factors. The factor with the greatest weight was Standardization Capability for Testing & Certification 0.105. Conclusion: It can be used to evaluate the global competitiveness level of domestic testing and certification bodies using evaluation indicators and to establish strategies for strengthening global competitiveness.

Recently, the industrial society is changing into a knowledge-based society, and lifelong career skills development has become an important issue in order to strengthen individual competitiveness. The unemployment rate further increased, reaching 4.4% of the highest unemployment rate in April 2019. Job training is important to lower unemployment. The purpose of this study is to study how the characteristics of an educational training program and individual characteristics affect training satisfaction. In this study, questionnaires and data were collected from 186 vocational trainees trained at national vocational training institutions to achieve their goals. The results of this study are as follows. First, as a result of analyzing the effect of the characteristics of the education and training program on the training satisfaction, the characteristics of the education and training program affect the training satisfaction. Second, as a result of analyzing the effect of the moderating effect of individual characteristics on the relationship between the characteristics of the education and training program and the satisfaction level of training, the ability of learning, motivation, and self-efficacy are influenced.
