코로나시대 스마트헬스케어의 적용가능성과 과제: 정신건강 사회복지 분야를 중심으로

본 논문은 정보통신 기술의 발전에 기반한 스마트헬스케어의 가능성에 주목하여, 스마트헬스케어와 관련한 개념 및 현황을 간략하게 소개하고, 국내외 스마트헬스케어 사례의 고찰을 통하여 코로나19 시대 정신건강 사회복지 영역에서 스마트헬스케어의 적용 전략과 향후 과제를 논의하고자 한다. 이를 위해 본 논문은 첫째, 한국 정신건강사회복지 영역에서 기존에 시도되어왔던 국립정신건강센터와 서울시 정신건강복지센터의 프로그램을 소개하였다. 둘째, 코로나19 환경의 독일, 중국, 미국, 호주의 실제 스마트헬스케어 프로그램을 소개하고 적용 사례를 고찰하여 공공 및 민간 차원의 다양한 대응을 검토하였다. 마지막으로 한국의 정신건강사회복지에서의 활용 가능성을 논의하였으며 향후 과제를 검토하며 마무리하였다. 본 논문에서 소개된 해외 사례들을 토대로 한국 사회에 실천·정책, 연구영역의 스마트헬스케어가 적극적으로 논의된다면 세계적인 수준의 정신건강사회복지 서비스 성장에 기여할 수 있을 것이다. This paper focuses on the usability of smart healthcare based on the development of Information and Communication Technology(ICT), briefly introduces concepts and the current status related to smart healthcare, and discusses strategies and future tasks in the field of mental health welfare in the COVID-19 era. This paper first introduces the smart healthcare programs of the National Mental Health Center and the Seoul Mental Health Welfare Center. Second, we introduce various smart healthcare programs used in Germany, China, the U.S., and Australia, review the actual examples, and examine both public and private responsiveness. Finally, we examine the possibility of using smart healthcare in the mental health social work system in South Korea and examine future tasks and implications. This paper would contribute to the growth of world-class mental health social work services.

코로나 전·후 시대 돌봄과 환대의 필요성 연구 : 기독교윤리적 관점에서

이 연구는 코로나 19 전후시대에 두려움과 혐오가 확산되면서 돌봄과 환대의 필요성을 사회복지학 차원과 기독교 윤리적 관점에서 살펴보고 공감을 통해 경계와 혐오를 넘어서 환대의 부재를 넘어서고자 하는 시도이다. 코로나19 바이러스 확산은 우리 사회에 이미 존재하는 젠더·계급·인종적 불평등과 같은 구조적인 차별에 취약한 이들에게 더욱 치명적이다. 그리고 바이러스 감염 확산 방지 정책으로 ‘자가 격리’와 ‘사회적 거리두가’가 강화되면서 여성에 대한 성차별과 불평등이 이전보다 강화되었다. 이것은 우리의 일상과 차별, 배제, 혐오에 대한 전반적인 성찰을 이끌어 내었다. 구체적으로 구조적·젠더 차별이 구체적으로 드러나는 여성의 돌봄과 노동의 문제를 살펴보았고, 코로나 전후시대를 살아가면서 우리 사회에 만연해 있는 차별과 혐오에서 벗어나고 넘어서기기 위해 환대와 공감의 가치를 살펴보았다. 코로나19전후를 살아가는 존재로서 ‘돌봄’과 혐오를 넘어서는 ‘환대’를 구체적인 행동을 이끌어 내기위해 공감에 주목하면서 증오와 폭력으로 드러나는 타인의 고통을 변화시키기 위해 정부기관 등에 요구하고 항의하거나 격려하며 언제나 주의 깊게 살펴볼 것을 제안한다. This study analyzes the need for care and hospitality in the post-COVID-19 era from the perspectives of social work and Christian ethics and attempts to move beyond the absence of hospitality through empathy as fear and hostility spread. Individuals who are already marginalized due to preexisting gender, economic, or racial inequalities are disproportionately impacted worse by the COVID-19 pandemic. Furthermore, discrimination and injustice against women have been reinforced since virus prevention programs have encouraged “self-isolation” and “social distancing.” Despite this, people across society are questioning the role that discrimination plays in their everyday lives. The role of hospitality and empathy in escaping and overcoming the widespread prejudice and hatred in our culture in the post-COVID-19 era was specifically studied, as well as the topic of women’s care and work, where structural and gender inequalities are expressed in real ways. As survivors of COVID-19, we propose paying attention to empathy to lead concrete actions for “care” and “hospitality” to overcome hatred and to demand, compel, or encourage government agencies to alleviate the suffering of others manifested in the form of hatred and violence.

지역사회 정신건강서비스 기관 종사자의 직무외상 경험이 외상 후 성장에 미치는 영향

This study examined the effects of the traumatic job experience of community-based mental health service workers through the work on post-traumatic growth, in particular, to research the moderating effect of optimism and supervision on the relationship with traumatic job experience and post-traumatic growth. The participants of this study were 336 workers of a national community-based mental health service institution for the analysis of the materials. The results of this study are as follows. First, in terms of the traumatic job status, the community-based mental health service workers reported traumatic job experiences, such as the clients verbal and behavioral violence, clients suicide attempt and death, and etc. Second, the community-based mental health service workers reported greater pain at the time of the traumatic job incident, higher optimism, optimism, social support, supervision function. In addition, post-traumatic stress had a more significant effect on post-traumatic growth. Third, an examination of the traumatic job experience and optimism as well as the moderating effect of supervision function on post-traumatic growth revealed the moderating effect of the traumatic job experience and optimism, but the moderating effect of the traumatic job experience and supervision function was not significant. Based on this study, the efforts in the personal and organizational dimensions will be needed to promote the post-traumatic growth of community-based mental health service workers.
