        Sea casulties involving tankers, compared with those incurred by other type of vessels, have become particularly threatening to port State in terms of environmental as well as property damages. As a result, most of developed countries including the U.S.A. and Japan have shown a strong interest in implementing the policy of the Port State Control more rigorously in an attempt to protect themselves from irreparable damages caused by sea casualties involving large vessels. In this paper, the problems associated with the implementation of the Port State Control are analysed and then following recommendations and suggestions are made: ⅰ) The flag nation is urged to improve the quality of personnel associated with the operation of a ship. ⅱ) A closer cooperation between developing nations operating vessels and developed nations adopting the Port State Control is required for a successful implementation of this policy. ⅲ) Port states are advised to give a special attention to vessels carrying hazardous cargoes.

        동역학적 대칭성깨짐의 실질적 계산을 위한 방법론

        The dynamical symmetry breaking (DSB) mechanism and its algorithm have been studied in the Coulomb gauge. We detail the method to obtain fermion masses, Goldstone boson wave functions, and vector masses by using the Schwinger-Dyson equation, the Bethe-Salpeter equation, and vacuum polarization, respectively. Our approach, however, fails to reproduce the masses of the massive gauge bosons. When a new interaction is being considered, the algorithm given here might be useful in studying its dynamical consequences quantitatively. 동역학적 대칭성 깨짐에 대한 정성적 연구가 많이 되어왔으나 본 논문에서는 그 과정을 수학적으로 알고리즘화하여 계산할 수 있도록 하였다. 질량생성은 슈윙거-다이슨 방정식을, 골드스톤 보존 생성은 베테-살피터 방정식을 그리고 벡터 입자질량 생성은 진공편극을 이용하여 계산 할수있는 알고리즘을 생성하였다. 그러나 동역학적 대칭성 깨짐 이론은 현재 알려진 상호작용만으로는 물리적 스펙트럼을 설명하지 못한다. 그러나 새로운 상호작용이 존재할 경우 그 상호작용이 동역학적 요구를 만족하는지 여부를 본 노문의 알고리즘은 정량적으로 검증할 수 있을것이다.

      • 극동 아세아 컨테이너 항만의 능력평가에 관한 연구

        The rapid progress of the intermodal freight transportation in recent years has induced fierce competition among the adjacent hub ports for container transport. This brings increased attention to the evaluation of the port competitive ability. But it is not easy to evaluate the port competitive ability because this belongs to ill-defined system which is composed of ambiguous interacting attributes. Paying attention to this point, this paper deals the competitive ability of container port in Far-East Asia by fuzzy integral evaluation which is adequate to interacting ambiguous attribute problem. For this, the proposed fuzzy evaluation algorithm is applied to the real problem, based on the factors such as cargo volumes, costs, services, infrastructure and geographical sites These are extracted from the precedent study of port competitive ability, etc. The results show that the port evaluation factors come in following order ; services, costs, infrastructure, geographical sites and cargo volumes. There are some interactions(interaction coefficient, ${\lambda}=-0.664$ between evaluation attributes. The port competitive ability comes in following order : Singapore, Hongkong, Kobe, Kaoshiung and Busan. According to the sensitivity analysis, the rank between Busan and Kaoshiung changes when ${\lambda}=0.7$. From the analysis of the results, we confirmed that the proposed fuzzy evaluation algorithm is very effective in the complex-fuzzy problem which is composed of hierarchical structure with interacting attributes.

      • 항만 경쟁력의 평가기준과 이의 가중치에 관한 연구

        The evaluation of port competition could be applied to determining the selection of a calling port. A few fundemental attributes of port competition were adapted by the 'brian storming'method. The criteria used for evaluating a port's competitiveness were as follows : efficiency of port operations, competitive power of each port's industry, economic activity of the hinderland associated with each port and capability of globalization. The weight of each criterion was 30%, 40%, 20% & 10%, respectively. And the most important factors that were considered in choosing each of the above criteria were profitability, port information system, cargo volume & inducement of foreign capital. The results of this study seemed to suggest that factors which influence port competition varied according to port circumstances, such as computer and communication systems and access to the global trade within the World Trade Organization.

      • 동역학적 벡터입자의 질량 계산을 위한 알고리즘

        만일 자연계기 자발적 대칭성깨짐보다 동역학적 대칭성깨짐을 취한다면 벡터입자의 질량은 마땅히 동역학적으로 계산되어져야만 한다. 현재까지 많은 동역학적 대칭성 깨짐에 대한 연구가 있었으나 실질적 물리량 계산을 위한 알고리즘이 주어지지 않았다. 본 논문에서는 벡터입자의 질량이 ZMBS를 흡수하여 얻어 질수 있다는 가정하에 질량계산을 위한 구체적인 수학적 방법을 제시하고자 한다. 기본적으로 벡터입자의 Green 함수는 적분방정식으로 주어지며, 역학적 변화에 따라 분모의 특이점이 변화한다. 따라서 ZMBS를 흡수한 벡터입자의 변화된 특이점의 위치를 찾으면 그 질량을 산출할 수 있다.
