From the tuberous root of Aconitum carmichaeli Debx.(Ranunculaceae), the main root is called as common monkhood mother root and the later root is called as the prepared aconite root. From the prepared aconite root. Looking at the processing method of the prepared aconite root, it is divided into Yeombuja (prepared aconite root processed in salt) and heuksoonpyeon (baekbupyeon) following the processing method after removing the soil and this is a way of processing the prepared aconite root without damage it. The recently produced raw prepared aconite root is easily damaged, thus it shall be preserved in salt to have the crystal shape on the surface of the prepared aconite root and store and transport in firmly solidified yeombuja condition. Therefore, yeombuja shall remove the salt before use and requires processing for use but heuksoonpyeon or baekbupyeon may use immediately. For the succession of the unique processing techniques of our ancestors, there has to be studies on the techniques. Prepared aconite root is generally used as holy medicines to cure the yang depletion syndrome, kidney-yang deficiency syndrome, and obstruction of qi in the chest syndrome. However, they are the substances with toxicity. It is contemplated that the contents of processing are broadly understood through the document on the processing method, and based on such foundation, the systematic set and proof on the documents are made along with the addition of the contemporary scientific theory and technology to develop the traditional processing technology to maximize the treatment effect and safety of prepared aconite root. In this study, the historic data and records on the processing method of latteral root of aconitum carmichaeli Debx will be rearranged to contribute to the standardization of medicinal herbs, maximization of efficacy and minimization of the side effects.

ElM (Eighteen Incompatible Medicaments) is an important component in Oriental pharmacology and is directly related to clinical prescriptions. Medical practitioners argued that the definite cause and meaning of ElM was ambiguous and therefore debated the issue of clinical application of the ElM. This study conducted an in-depth literary research on the origin, meaning and contents of ElM with the purpose to contribute in its efforts to be used clinically. Even after thousands of years have past since establishment of Oriental medicine. ElM is still tabooed and was an obstacle that hindered ideologies. Modern herbal medicine texts claim that the use of ElM can reduce treatment effects and promote poisoning and side effects. However, since long ago, there has been medical practitioners who reject this as false. Recently, poisoning caused by ElM has been claimed to be from the toxicity of the drug itself, rather than the result of interaction between the drugs. and therefore they suggest that ElM is not a forbidden domain. In addition. ElM showed a difference in number depending on the era. However, this can be understood not as a definite number. but instead as a warning to be careful during combination of drugs for use as clinical medicine. Historically. there were very few cases in which ElM was used for clinical tests and thus, the clinical value is not yet clear. However. some medical practitioners clinically applied it and found clear results for it. while others applied ElM directly to their bodies. which showed signs for the usefulness and potential of ElM for us. A more concrete and in-depth study must be made on ELM.

최근 유가급등, 실물경제 위기 및 에너지 환경 위기 시대에 직면하여 공공부문에서의 효율성 증대에 대한 요구는 높아지고 있다. 그간 국가연구개발사업의 효율성은 개별 사업별 절대적 성과치를 근거로 재량적으로 판단되어 온 경우가 많은 점을 인식하고, 본 연구는 사업별 비교를 통해 원자력연구개발사업의 상대적 효율성을 도출함으로써 객관적 결과를 도출함을 목적으로 하였다. 본 연구를 수행하기 위해 교육과학기술부 주요 사업인 기초연구개발사업, 특정연구개발사업 및 원자력연구개발사업의 성과보고서에 제시된 자료를 활용하였고, 문헌검토와 관련이론을 통해 분석방법 및 모형을 설계하였다. 한편 상대적 효율성을 판단하기 위하여 자료포락분석법을 활용하였으며 이의 분석결과를 토대로 원자력연구개발사업의 효율성 증진방안을 세부사업별로 제시하였다. 연구개발사업의 효율성 측정을 위하여 자료포락분석법이 활용된 사례가 없는 만큼, 동 분석법의 한계를 극복할 수 있는 개선된 자료포락분석법이 적용된다면 연구개발사업의 효율적 관리에 기여할 것으로 기대한다. This paper studies the efficiency of public sector confronting with increasing oil price, economy crisis and energy-environment problems. In consideration that efficiency of national R&D program has been subjectively evaluated, this paper focuses objective validity by relative efficiency through a comparison among R&D programs in Korea. To implement this study, data published in national reports on R&D programs is used and analyzing method is induced by related books and theories. At the result of Data Envelopment Analysis on the collected data, this paper suggests the way to enhance the efficiency of nuclear R&D program. This study is the first on efficiency of national R&D programs applied DEA methods and is expected to contribute exploring the more efficient way of program management if more sophisticated DEA could be developed and applied.
