화산재 피해 저감을 위한 상수도시설 대응매뉴얼 개선방안

화산 폭발 시 발생되는 화산재는 수백 km 떨어진 광대한 지역으로 확산되며, 화산재가 지표수에 유입될 경우 상수도 시설에 피해를 받게 된다. 상수도시설의 경우 우리 국민들이 먹는 식수와 생활용수를 공급하는 시설로서 화산재 피해가 발생되면 수질오염 등의 피해발생으로 상수도 공급 중단 시 사회적 혼란이 야기된다. 그러나 재난관리 매뉴얼을 살펴본 결과 화산재 피해 에 대응하기 위한 상수도시설 매뉴얼 수립이 미비한 것으로 나타났다. 따라서 본 연구에서는 기존에 수립된 화산 및 수질오염 관련 매뉴얼을 분석하여 문제점을 도출하였다. 그리고 신속한 상황판단 및 대응활동을 수행할 수 있도록 상수도시설 매뉴얼(안)의 적용범위, 재난유형, 관련기관 주요 임무 및 체계, 재난유형별 위기상황 시나리오 등의 개선 방안을 제시하였다. Volcanic ash from volcanic eruptions spreads to vast areas hundreds of kilometers away, and when volcanic ash flows into surface waters, it will be damaged by water supply. In case of water supply facilities, it provides to people drinking water and domestic water, be consumed by the people cause social disorder when water supply is cut off due to damage such as water pollution caused by harmful materials of volcanic ash. However, when we looked at the disaster management manual, the establishment of a water supply facility manual to deal with the damage of volcanic ash was found to be insufficient. Therefore, in this study, the existing volcanic and water pollution related manuals were analyzed and problems were derived. In order to make quick situation judgment and response activities, we have suggested the scope of the water supply facility manual, disaster type, major missions and system of related organizations, and scenario of crisis situation by disaster type.

체험형 안전교육을 위한 학생 안전체험교육시설의 수요 분석

본 연구는 학교 안전교육 7대 표준안에 기초하여 체험위주의 안전교육을 효과적으로 실시할 수 있도록 안전체험교육시설의 현황분석과 수요분석을 통해 학생 안전체험교육시설 설립을 위한 필요 시설수를 제시하고자 하였다. 학교 안전교육 7대 표준안 및 기존 안전체험관의 체험 프로그램을 분석하고, 그 분석을 토대로 학교급별 체험 프로그램을 추출하였다. 도출된 프로그램을 체험 공간화하여 설정하고, 이에 준하여 기존 안전체험시설을 현황분석 하였다. 그리고 이를 바탕으로 시설 확충 수요 산정을 위해 도출한 산출식을 활용하여 필요 시설 수(체험시설 약95개소, 체험차량 약55대)를 제시하였다. 이는 2015년 학령인구를 기준하여 체험차량의 분담비율을 정하고 필요 시설 수를 산정한 결과이다. 장기적으로는 체험시설의 단위 구축비용과 체험차량의 단위 구축비용의 실제적인 비교를 통한 적정비율을 산출하고, 이를 고려한 중 장기적인 필요 시설 및 차량에 대한 구축 계획 및 연차별 확충을 위한 별도 계획 마련이 필요하다. The purpose of this study is to present the number of necessary facilities for the establishment of safety education facility for students through the analysis of situation and demand of safety experience education facilities so as to effectively implement safety education based on 7 standards of school safety education. 7 standards of school safety education and experience programs of the existing safety experience center were analyzed and the experience program was extracted based on the analysis. Based on the derived program, the experience space was set up, and the existing safety experience facility was analyzed accordingly. Based on this, the number of necessary facilities was suggested by using the calculation formula derived to estimate the scale of the facility expansion. This is the result of estimating the required number of facilities based on the 2015 school age population. In the long run, it is necessary to calculate the appropriate ratio by actually comparing the unit construction costs of the facilities and the vehicles. In consideration of this, it is necessary to plan for the long-term necessary facilities and vehicles for the construction plans.

학생 안전체험교육시설 구축을 위한 체험형 안전교육프로그램 도출 기초연구 - 「학교 안전교육 7대 표준안」을 중심으로 -

본 연구는 2015년 교육부에서 발표한 "학교 안전교육 7대 표준안"을 기준으로 학생 안전체험교육시설 구축을 위한 체험형 안전교육프로그램 도출을 목적으로 진행되었다. 이를 위해 안전체험교육시설의 개념을 조작적으로 정의하였고, "학교 안전교육 7대 표준안"의 총 758차시에 대한 구성 체계 및 학습내용을 분석하여 7대 안전 분야별 전문가를 대상으로 2차에 걸쳐 전문가조사를 실시하였다. 그 결과, 1차 전문가 조사를 통해서는 총 758차시의 교육내용 중 체험형 안전교육프로그램을 총 150차시로 선정되었고, 선정된 프로그램의 타당성 검증을 위해 2차 전문가 조사를 델파이 기법을 통해 진행한 결과 총 5차시의 프로그램이 삭제되어 최종 145차로 결정되었다. 분야별 구체적인 프로그램 차시는 생활안전 분야 21차시, 교통안전 분야 22차시, 폭력 신변안전 분야 18차시, 약물 사이버중독 분야 5차시, 재난안전 분야 36차시, 직업안전 분야 10차시, 응급처치 분야 33차시로 선정되었다. This study was conducted to extract the student-centered experiential safety education activities in order to establish safety-experience-education-facilities based on "School safety education 7 standards" announced by the Ministry of Education in 2015. For this purpose, we established the concept of safety-experience-education-facilities, and conducted surveys twice targeting experts of each 7 fields based on the learned results of 758 sessions through "School safety education 7 standards". First, through the surveys, it was organized by 150 sessions out of 758 education class that extracted from safety-education-program sessions on experts, conducted a second expert survey for the validation of selected educational programs in Delphi format, the result of 5 sessions of the program is deleted, and 145 sessions was surveyed to be maintained. It was ascertained that 145 sessions of education program, 21 sessions of life safety area, 22 sessions of traffic safety area, 18 sessions of violence and personal safety area, 5 sessions of drugs and cyber addiction area, 36 sessions of disaster safety area, 10 sessions of occupation safety area, 33 sessions of first-aid area, is the experiential safety education activities that have to be applied to the safety-experience-education-facilities.
