공공 정보화사업에 대한 통합성과 평가모델 개발과 적용에 관한 연구

최근 정보화에 대한 성과평가는 투자성과에 미치는 효과를 정량적, 정성적으로 분석하여, 전통적인 투자 수익률에 근거한 가치평가방법의 한계를 극복하기 위한 다양한 성과평가방법이 응용되고 있다. 하지만 공공분야의 성과평가는 평가영역에 대한 정성적 평가 중심의 성과여부를 도출하는데 머무를 뿐, 정보화 품질을 향상시키는 데까지는 이르지 못하는 단점이 있다. 따라서 본 논문에서는 기존 공공분야 성과평가의 한계점을 개선하고 품질평가와 정량적 평가를 반영함으로써, 정보화 품질 향상과 평가결과의 객관성 및 신뢰성을 보장하는 통합성과평가모델을 제안한다. 그리고 정보화사업으로 추진된 행정정보DB구축사업을 대상으로 사업목적을 고려한 평가영역별 반영비율 및 가중치를 적용한 평가결과를 도출하였다. Recently, an evaluation for information system performance analysis an investment effect quantitatively and qualitatively. So various performance evaluation methods are applied to overcome a limitation which is based on traditional investment returns. However a performance evaluation in public service only derives that a result which is qualitatively evaluated about evaluation domain is yes or no, the performance evaluation does not improve in quality of information system. So in this paper we improve existing performance evaluation methods in public service and add a quality evaluation and quantitative evaluation in the methods. Therefore we propose an integrated evaluation model which guarantees objectivity and reliability of evaluation result and which improves an information system. We consider a project object of an Administration Information DB Construction Project which is promoted in information-oriented project and derive an evaluation result which is applied reflection ratio and weight in each evaluation domain to show a validity of the proposed model.

소방행정체제 선호의 결정요인에 대한 분석

The purpose of the present study is to analyze determinants of fire-administration system preference that prior literature has failed to pin down with respect to fire-officers’ recognition of metro fire-fighting system and local fire-fighting system. Specifically, this study aims to not only address fire-officers’ assessment of current fire administration system in Korea but also identify their preference of both metro and local fire-fighting system. The research also attempts to discover how the preference of fire administration system differs by the organizational hierarchy as well as the business under one’s charge. By utilizing multiple regression analysis models, various influence factors causing fire-officers’ preferences of fire administration system are estimated. According to a series of analytic results, fire-officers appear to positively evaluate the current fire adminstration system as a whole and prefer metro fire-fighting system to local fire-fighting system. The preference of metro fire-fighting system appears to be different by the hierarchy and responsibility of job. In addition, the regression result shows that assessment of the current fire adminstration system tends to strongly affect fire-officers’ preference for the fire administration system. Thus, the paper suggests that it should be necessary to collect extensive opinions from the inside of fire-organization which plays a major role in the debate on fire administration system reform.

행정정보DB구축사업 성과관리모델의 신뢰성에 대한 실증적 분석

최근 공공정보화 사업의 예산투입 성과와 체계적 성과관리 필요성이 대두되면서 공공부문의 성과평가가 활발하게 진행되고 있다. 하지만 성과평가를 위해 적용되는 평가지표의 신뢰성에 대한 실증적 분석이 이루어지지 못하고 있어, 성과평가 결과에 대한 신뢰성과 결과값의 해석기준이 보장되지 못하는 문제를 안고 있다. 따라서 본 논문에서는 대표적 공공정보화 사업이라 할 수 있는 행정정보DB구축사업의 성과관리모델에 대한 실증적 분석을 수행하여 동 사업의 성과관리모델에 대한 이론적 타당성을 제공함과 함께, 다른 공공정보화 사업의 성과관리모델에 대해서도 신뢰성을 검증 할 수 있는 기반을 제공하고자 한다.

학술적 중요성 이외에 실무적으로도 정보시스템 효과성 측정을 위한 측정지표의 타당성 검증은 중요하다고 할 수 있다. 최근 정보시스템 또는 정보기술에 대한 투자가 급증함에 따라 민간기업에서도 IT 투자의 비즈니스 가치에 대한 관심이 높아지고 있다. 한편 민간부문뿐만 아니라 공공부문에서도 한정된 국가예산을 가지고 투입되는 정보화 부문에 대한 투자효과 평가의 필요성이 부각되고 있다. 최근 여러 정부부처별로 진행되고 있는 공공 정보화사업의 체계적이고 비교가 가능한 성과평가를 위해서 공공정보시스템 효과성의 개념을 정의하고, 이를 측정하기 위한 측정지표의 개발 및 타당성 검증이 요구되고 있다. 이에 따라 행정정보DB구축사업을 대상으로 공공정보시스템 효과성 측정지표의 타당성을 검증해 보았다. It is important to verify the validity of indicators assessing PMIS(Public Management Information System) effectiveness in academic research as well as practical affairs. As people invest in the field of Information Technology(IT) or IT system, private corporations are interested in investment in IT and it's business value. Moreover, the need of evaluating effectiveness on the investment in IT with the limited national budget are on the increase in public sector. Therefore, it is necessary to define the construct of PMIS(Public Management Information System) effectiveness so that we systematically compare and measure performance of public informatization project processed by each public organizations. It needs to develop indicators and verify the construct validity of them. we verified the construct validity of indicators assessing PMIS(Public Management Information System) effectiveness on the Administration DB Construction Projects.

주석中毒의 解毒劑에 관한 硏究

This study is to examine the detoxication effect of cholic acid, methionine, ginseng ex. and glycyrrhizin on the toxicity induced by tin. For this purpose, this paper provides an analysis of the data on the groups of rats, one group of rats treated with tin (30 mg/kg body weight) only and other groups of rats combined treated with cholic acid, methionine, ginseng ex. and glycyrrhizin added tin. After breeding for 3 days, the data on pH, total acidity and volume of gastric juice secreation, changes in glucose and cholesterol levels, activity of GOT, GPT and alkaline phosphatase and concentration of calcium in kidney are analysed. The results were summarized as follow: 1. The volume, total acidity and pH of gastric juice showed a remarkable reduction in rats administered orally with tin. However, the administration of ginseng ex. or glycyrrhizin to the tin treated rats significantly enhanced the elevation of volume, total acidity and pH of gastric juice. 2. The serum glucose and cholesterol levels in rats were slightly lowered by oral administration of tin. Also, the administration of detoxicant to the tin treated rats were not significantly altered the elevation of serum glucose and cholesterol levels in rats. 3. The activity of serum GOT and GPT were markedly increased by administration of tin in rats. However the administration of detoxicant to the tin treated rats significantly inhibited the elevation of serum GOT and GPT. 4. The calcium concentration of kidney were segnificantly increased by administration of tin in rats. However, the administration of detoxicant markedly reduced the increased kidney calcium.
