평창동계올림픽 스마트콘텐츠 구현전략

올림픽을 개최하는 국가들은 전 세계적인 일치화합에 기여하는 한편 해당국가의 역량을 알리고 경제적 발전 특히 스 포츠, 문화, 관광 산업의 도약을 위한 획기적인 변환의 기회로 삼기를 바라고 있다. 이를 위해 해당 국가들은 세계인들에게 잘 알려져 있거나 관심을 가질 수 있는 자기 나라의 역사, 문화, 자연, 생태, 소통교제, 스포츠, 이벤트 등의 요소들을 활용하여 글로벌 관광객을 유치하는 전략에 치중해 왔다. 이와 함께 2000년대 들어 ICT기술과 통신인프라의 비약적 발전, 모바일기기 확산, 콘텐츠 산업 확대 등의 엄청난 변화로 인해 올림픽 개최 환경도 획기적인 변화요구를 받고 있으며, 그 강도는 점점 더 높아지고 있는 현실이다. 반면 스마트콘텐츠 시장은 최근 몇 년 전부터 급격히 확대되고 있는데, 올림픽은 제한된 기간과 개최 국의 특성(문화적, ICT수준 등)에 따라 큰 차이를 보이고 있어, 과거 올림픽에서는 이의 활용이 미흡하였으나 2018년 한국에 서 개최되는 평창동계올림픽부터 동경, 북경 올림픽 등으로 연결되면서 전세계적으로 스마트콘텐츠 활성화의 특별한 기회가 도래할 것으로 예측되고 있다.이에 한국의 ICT산업의 기술경쟁력을 활용하여 올림픽에 활용할 수 있도록 하기 위해 본 연구에 서는 스마트콘텐츠의 활용방안을 제언한다. Though expandeding rapidly in recent years in smart content market, it has been limited utiliztion of smart contents due to limitations of duration and characteristics in the host country. In the past two Olympics, it tried but is lack of leverage. In this study, we suggest the utilization of smart contents of Pyeong Chang Olympic Winter Games held in South Korea in 2018. It is expected to be a unique opportunity enabled the advent of smart content worldwide coupled with Tokyo, Beijing Olympics.

공익성 통합교육 포털사이트의 사회적 필요성 및 발전방향 연구

본 연구는 국내 장애아 통합교육의 환경에서 통합교육의 특수성과 교육주체들의 현실적 한계를 고려할 때, 온라인 통합교육 지원 인프라의 구축이 필요함을 전제로, 장애아의 통합교육 지원을 위한 공익적 성격의 통합교육 포털 사이트의 사회적 필요성을 연구하고, 국내 특수교육 및 통합교육 관련 온라인 사이트의 사례분석을 통해 장애아를 위한 통합교육 포털의 발전방향을 제시하였다. 공익성 통합교육 포털 사이트의 사회적 필요성 측면은 통합교육의 사회적 당위성을 바탕으로 국내 특수교육 관련 법률 및 장애인 교육실태의 의미와 연계하여 제시하는 동시에 교사, 장애아, 장애아 부모로 구분한 교육주체별 통합교육의 현실적 한계성을 공익성 통합교육 포털 사이트의 사회적 필요성과 연결하여 제시하였으며, 이러한 필요성에 입각하여 장애아 교육 및 통합교육 관련 웹사이트의 비교/분석을 통해 통합교육 포털 사이트의 향후 발전방향을 제시하였다.

헬스케어 ICT 서비스의 글로벌 컨버전스

해외 의료서비스 시장의 메가 트렌드는 글로벌 융합, 인접 분야와의 융합, ICT기술의 적극적 도입, 공공과 민간의 파 트너십(Public Private Partnership)을 통한 혁신 4가지로 요약될 수 있다. 의료서비스는 더 이상 local industry가 아니며, Global Convergence 되어가고 있다. 선진국의 경우 소득 수준의 증가, 새로운 의학기술의 발전, 전문화된 의료서비스의 증가, 인구 고령화 등 의료 수요가 증가하면서 외국 의료진의 이주 증가하고 있으며, 지리적 근접성이나 비용에 상관없이 최고 의료 기술에 대한 선택 증가하고 있다. 고품질이면서 상대적으로 가격이 낮은 외국 의료서비스에 대한 수요 증가하며 특히 미국 JCI등 국제적 병원인증 기준의 확산되고 있다. 병원 수출은 관련 기술을 더욱 더 효율적으로 융합해서 수출 할 수 있는 ‘ICT 융합병원’ 수출 산업화의 길을 열었다고 평가되고 있다. 현재 국내의 병원은 이미 포화상태에 이르렀고, 국내병원들의 세계화 가 필요한 시점임. 따라서 국가별로 전략을 달리하고, 기술 이전뿐만 아니라 건물마련, 의료장비 구매, 현지 의료인력(의사 및 간호사) 선발 및 교육훈련, 홍보마케팅 등 토탈 수출도 가능하다. 이에 공공성 유지와 해외 진출을 위해 현행 의료법이 전향적 으로 개정될 필요가 있으며, 해외 의료서비스의 국내법 적용에 보다 신축성 있는 법적용과 더 나아가 적극적 정책지원이 필요 하다. It may be summarized to four kinds of innovation through global convergence, and the convergence of adjacent areas according to mega-trends in medical services market and actively introduced ICT technologies, public and private partnership. Health care is no longer a local industry, it is becoming Global Convergence. In the case of developed countries, it is increased to income levels, the development of new medical technologies, while the increase in specialized medical services and need of aging population. It increases migration of foreign medical personnel, geographical proximity and choice of the best medical technology, regardless of the cost. The increasing demand for high quality yet relatively low foreign prices of medical services. Hospitals are especially spread of international certification such as the US JCI standards. Hospital exports are being evaluated and opened the way for the export industrialization as ICT convergence hospital that can be exported to the fusion-related technologies more efficiently. Current local hospital has already reached saturation, globalization of Korean hospital is being the time necessary. Thus, unlike a strategy for each country, as well as technology transfer it is also possible, such as total exports provided the building, medical equipment procurement, local medical personnel (doctors and nurses) selection and training, PR and marketing. In the current medical law and need to be revised prospectively maintained for publicity and abroad, there is a need for further legal dragons and actively support a more flexible policy on the application of national law overseas medical services.

지역중심의 스마트관광 생태계 지원 서비스 플랫폼

The tourism industry has a great influence on national economy activation. The development of IT technology has enabled the collection and analysis of personal profile information, location information and activity information based on the characteristics, behavior, purchase propensity and interest of tourists. In order to realize this, the implementation of convergence smart tourism information service platform is completed by developing business model, IoT & Big Data integration management system, big data algorithm development and analysis platform in three stages. The underlying technology of the platform and algorithm needs a process of adopting open source, expanding the service element on the basis of it, and then complementing the problem through the test-bed demonstration test that connects the area. Using this platform, it is possible to develop a smart tourism environment that can provide customized services for each tourist by analyzing various information in an integrated manner. Also, it will be possible to improve the life of tourist destination residents and contribute to regional revitalization and job creation through the creation of smart tourism ecosystem focused on the region. 관광 산업은 국가 경제 활성화에 지대한 영향력을 갖고 있으며, IT기술의 발전은 관광객의 특성, 행위, 구매 성향, 관심사 등에 기반한 개인 프로파일 정보 및 위치정보, 활동정보 등의 수집과 분석이 가능해졌다. 이를 구현하기 위해융합형 스마트관광 정보 서비스 플랫폼 구현은 3단계로 나누어 비지니스 모델 개발, IoT & 빅데이터 통합관리 시스템, 빅데이터 알고리즘 개발 및 분석 플랫폼 개발로 완성된다. 플랫폼 및 알고리즘의 원천기술은 오픈소스를 채택하고 그기반위에 서비스 요소를 확장한 후, 지역을 연계한 Test-Bed 실증 시험을 통해 문제점을 보완하는 과정을 진행하게된다. 이 플랫폼을 활용하면 다양한 정보를 통합적으로 분석하여 관광객별 맞춤화된 서비스를 제공할 수 있는 스마트관광 환경이 가능해진다. 또한 지역중심의 스마트관광 생태계 조성을 통해 관광 목적지 주민의 삶을 개선하고 지역 재생과 일자리 창출에도 기여할 수가 있을 것이다.

금융IT 발전과정의 추적을 통한 코어뱅킹 모델의 발전방향에 관한 연구

본 연구의 목적은 금융IT 발전의 거시적 관점에서 방향성을 제안하고, 국내 금융IT 환경의 변화과정에 대한 경험적 모델을 바탕으로 향후 진행될 금융IT 시스템의 이론적 근거를 제시하는데 있다. 이를 위해 금융IT 발전과정 40년 동안 중요한 영향을 미쳤던 의미있는 패턴들을 도출 및 분석하고 코어뱅킹 모델의 라이프사이클을 역 추적하였다. 연구결과 첫째, 우리나라 금융IT 시스템의 라이프사이클은 10년으로 분석되었다. 둘째, 코어뱅킹 모델의 라이프사이클은 평균11년으로 분석되었으며 최장기 모델의 라이프사이클은 33년으로 분석되었다. 셋째, 장기 생존 코어뱅킹 모델들은 초기부터 철저한 객관적 분석과 벤치마킹을 통해 설계되고 발전시켜 왔다. 넷째, 금융IT 분야는 융합산업 분야로 성장시켜 나가야 하며, 이를 위해 코어뱅킹 모델연구의 체계화와 전문인력 양성이 필요하다. 본 연구는 그동안 명확하게 정리되지 않았던 코어뱅킹 모델의 분석을 통해 새로운 방향성을 제시하였다는데 의의가 있다. 전반부에는 코어뱅킹 모델의 역추적 의미와 금융IT 경영전략 차원의 핵심요소들을 중심으로 조사하였고, 후반부에는 이를 근거로 본격적인 코어뱅킹 모델의 라이프사이클을 분석하였다. The main purpose of this paper is to propose the direction of financial IT development in macro-perspective. And it also shows a theoretical basis on the financial IT system that will be progressed with regard to an empirical model on the basis of the transformation process of the domestic financial IT environment for the future. In the process, this research produces and analyzes the meaningful patterns that have a significant influence on the financial IT development for 40 years, and attempts to backtrack the life-cycle of the core-banking model. This paper can be summarized as follows: Firstly, I analyzed the life-cycle of financial IT system in Korea per 10years. Secondly. The life-cycle of core-banking model is analyzed by 11years on the average and the one of the long term model by 33years. Thirdly, from the earlier days, the models of a long-term survival core-banking have been designed and developed through the objective analysis and bench-marketing. Lastly, the financial IT field should be developed into the integrated industry, and systematization of core-banking model studies and more professionals need to be extended. This research has contributed to provide the new frameworks through the analysis of the core-banking model that has not studied obviously for a long time. The paper involves two related sections, the first section deals with the significance of backtracking in core-banking model and also focuses on the key components from the perspective of financial IT management strategies. Based on the process, the second section figures out the life-cycles of actual core-banking model.

스마트 환경재해 관리를 위한 서비스 플랫폼 설계

환경의 문제는 전세계적으로 인류가 꼭 해결해야 할 문제로 급박하게 다가오고 있다. 특히 우리나라는 중국과의 지정학적인 위치로 인한 대기, 해양 오염의 직접적인 피해를 입고 있으며, 국내적으로도 공기, 물, 토양, 기상 등으로 인한 수많은 오염 가능성에 노출되어 있다. 이런 상황 속에서 국가 환경관련 관리 도메인/서비스(시스템) 간 연계성 단절로 인해 환경오염이나 재해 발생시 신속한 원인 규명 및 상황 대처 능력이 취약하고, 중복 투자 발생 등의 과제를 안고 있다. 스마트 환경재해 관리를 위한 서비스 플랫폼 개발은 국가 차원의 스마트 환경재해 관리 및 환경관련 계측 및 자동측정 데이터의 국가적인 표준 프로토콜 정의를 통하여 융복합적인 스마트 환경관리를 통해 환경재해를 조기에 감지하고, 신종 복합 환경재해를 예측할 수 있는 방안이 될 것이다. The problem of the environment is urgently coming to the world as a problem that humanity must solve. In particular, Korea is directly affected by air pollution and marine pollution due to its geopolitical position with China, and is also exposed to a great deal of pollution due to air, water, soil, and weather. In this situation, due to the disconnection between the management domain / service (system) related to the environment, the ability to quickly identify causes and cope with situations in the event of environmental pollution or disasters is weak, and duplication and investment are being faced. The development of a service platform for smart environment disaster management is designed to detect environmental disasters in an early stage through the management of smart environment disaster management at the national level, It will be a way to predict complex environmental disasters.

최근 소프트웨어 개발 기술이 발전함에 따라 사용자들의 관심이 높아지면서 컴포넌트 기반의 개발방법이 빠르게 도입되고 있다. 사용자의 서비스에 대한 요구가 다양해지면서, 다양한 요구를 소프트웨어에 반영하여 단기간에 개발해야 하는 경우가 점차 늘어나고 있으며 산출물의 수도 점차 증가하고 있는 추세이다. 그러나 현실적으로 사업 유형별, 사업 주체별, 그리고 적용 방법론 별로 납품해야 하는 산출물이 서로 다르고, 산출물의 내용 역시 개발목적과 관리목적에 따라 다양하므로 이러한 내용들을 표준화하기가 쉽지 않은 것이 현실이다. 이런 점을 고려 하여 본 논문에서는 각 방법론에 대한 산출물들을 비교 정리하여 향후 단기 개발 공공 프로젝트에서 산출물 선정 및 관리를 효율적으로 할 수 있는 가이드라인을 제시하고자 한다.
