자치경찰의 확대도입을 위한 과제

전국단위로 자치경찰을 확대 도입하는 것은 현 정부의 100대 국정과제의 하나이다. 뿐만 아니라 제주특별자치도에서 자치경찰이 시범적으로 운영된 지도 이미 2년여가 경과하고 있다. 따라서 자치경찰을 확대 도입하는 것은 조만간 가시화될 정책으로 전망된다. 그러나 자치경찰의 확대도입을 위해서는 그간에 논란이 되었던 다수의 개선 과제들이 조속히 보완될 필요가 있다. 따라서 본 논문에서는 제주 자치경찰의 운영실태를 분석하고, 그에 기초하여 확대도입 시에 보완이 필요한 개선과제들을 분석하고 있다. 자치경찰의 확대도입을 위해서는 자치경찰에 대한 인식정립, 인력의 양적 및 질적 수준의 확보, 광역자치단체의 역할 및 중앙정부의 지원 등이 사전에 보완되어야 한다. The enlargement of Self-governing Police with nationwide is one of the 100 national policy tasks of this government. Also it has been passed almost 2 years since Self-governing Police launched exemplarily in Jeju Special Self-governing Province. By the way it is prospected that the enlarging the Self-governing Police will be substantialized before long. In order to enlarge the Self-governing Police, however, it is essential that the multiple reformative tasks which had been argued for a while should be complemented as soon as possible. Therefore the actual conditions on operating of Self-governing Police of Jeju Special Self-governing Province will be investigated in this study. Also the reformative problems needed to be complemented at the time of enlarging Self-governing Police will be analyzed. In conclusion, some of factors such as establishing the understanding of Self-governing Police, securing the manpower in the dimension of quantity and quality, performing the roles of regional autonomies and acquiring the support from central government will have to be accomplished previously.

일선경찰의 직무스트레스와 직무만족의 관계에 관한 실증분석

In any organization, there must be troubles between the organization and its members because of the gap between the purpose of the organization and the members' desires. The troubles give stresses both to the organization and to the members. Those stresses that the members receive from their work not only injure their health but also cause a great deal of loss such as falling-off in work-satisfaction, lowering of productivity and increase of nonattendance and leaving rate. Stresses, however, do not always make matters worse. Some stresses of appropriate level may result in good results. It becomes very important to manage the stresses that the members experience in their work life. In this thesis, the correlates between the work-stresses and job-satisfaction of the Police are positively analyzed. They are most important factors both for the members and for the whole organization. The sex, age, working place, academic background, period of service and rank are analyzed. The six background variables give direct or indirect influences to the work-stress that is the independent variable and to the subordinate job-satisfaction. Work-stresses, however, give direct influence to job-satisfaction. An analyzing model was composed and it was examined statistically on the basis of index made of the six variables. Among the six background variables, only the three of sex, age, and serving period gave direct influence to work-stress. The three variables, however, did not have any direct effect on job-satisfaction but had indirect effect on it through the work-stress. Job-satisfaction was affected directly by the work-stress at the size of -0.186. The longer their serving period is and the older they are, the more stress they receive. Policewomen feel more stressful than policemen. These kinds of work-stress reduce their job-satisfaction. The followings are the points that must be considered to relieve the three variables that give direct influence on work-stress and increase job-satisfaction. Firstly, political and systematic concern must be had on policewomen. The police organization that has been run mostly by policemen should be changed to the one of information society so that policewomen reduce their work-stress and increase their job-satisfaction. Secondly, the schemes for the aged members whose serving period is long to reduce their work-stress and increase their job-satisfaction should be laid out. It should be considered that the older they are, the more difficult it is for them to meet the fast changes of the organization environment. The opportunities of learning and training for easy management should be given to the aged members of the police. 이 논문은 조직구성원은 물론 조직 전체의 삶을 위해 가장 중요한 요소 가운데 하나라고 할 수 있는 직무스트레스와 직무만족이 일선경찰조직에서 어떤 관계를 갖는가를 실증적으로 분석하였다. 이를 위해 이 논문에서는 먼저 배경변인으로서 일선경찰의 성별, 나이, 근무처, 학력, 근무기간, 계급이라는 여섯 가지 변인이 독립변인인 직무스트레스와 종속변인인 직무만족에 직접 · 간접으로 영향을 미치는 한편 직무스트레스는 직무만족에 직접 영향을 미친다는 분석모형을 구성한 다음에 이들 변인들을 조작화한 척도를 사용해 분석모형을 통계적으로 검증해서 다음과 같은 결과를 얻어냈다. 배경변인 가운데 성별(-0.237), 나이(0.351), 근무기간(0.346)이라는 세 가지 변인만이 직무스트레스에 직접 영향을 미쳤다. 그러나 그 세 변인도 직무만족에는 직접 영향을 주지 않고 직무스트레스를 통해 간접으로 영향을 미치는 것으로 나타났다. 직무스트레스는 -0.186의 크기로 직무만족에 직접 영향을 미치는 것으로 나타났다. 이것은 근무기간이 길면 길수록 직무에 대한 스트레스를 많이 받고, 나이가 많으면 많을수록 그리고 남성경찰보다는 여성경찰일수록 스트레스를 많이 받으며, 이러한 스트레스는 다시 직무만족에 부정적인 영향을 끼쳐 일선경찰들이 직무에서 스트레스를 받는 만큼 직무에 대한 만족이 줄어든다는 것이다. 직무스트레스에 직접 영향을 미치는 세 가지 변인을 완화시켜 직무만족을 높이기 위해서 다음과 같은 점을 고려해야 한다. 무엇보다 먼저 일선 경찰에서 차지하는 비중이 점점 커지고 있는 여성경찰에 대한 정책적 · 제도적 배려가 있어야 한다. 이제까지 업무의 속성상 여성경찰보다는 남성경찰 위주로 운영되던 조직을 정보사회라는 시대 변화에 맞는 조직으로 바꿈으로써 여성경찰들의 직무스트레스를 줄이고 직무만족을 높일 수 있는 방안을 마련해야 한다. 나이가 많고, 근무기간이 긴 경찰의 직무스트레스를 줄이고 직무만족을 높일 수 있는 방안을 마련해야 된다. 나이가 많은 경찰일수록 급변하는 조직 환경에 신속하게 대응하기가 어렵다는 점을 고려하여, 이들이 조직 환경의 변화에 유연하게 대응할 수 있는 교육과 훈련 등의 지원활동을 마련해야 한다.

지역사회 경찰활동의 함의와 한계

최근에 이르러 경찰의 역할은 전통적 범주를 탈피하여 그 범위를 확대하는 경향성을 보이고 있다. 이러한 경찰역할의 확대는 주민들의 요구에 의한 측면도 있지만, 일정수준 지역사회 경찰활동이라는 경찰역할에 대한 패러다임의 전환에도 그 원인이 있다. 지역사회 경찰활동은 최근의 경찰활동을 정립하는 철학적 기초이기도 하면서 동시에 경찰활동의 효율성을 설명하는 해석기제이기도 하다. 그러나 최근의 관련 연구들은 주로 지역사회 경찰활동의 기법적 타당성에 편향되면서 본질적 함의에 대한 심층적 고민을 간과하는 측면이 없지 않다. 지역사회 경찰활동의 기법적 타당성은 함의에 대한 명확한 이해가 선행되면 국가적 특수성을 반영하여 충분히 확보할 수 있는 추후적 과정이기도 하다. 따라서 여기에서는 지역사회 경찰활동의 함의를 철학정립, 접근전략 및 활용방법 등의 측면에서 전통적 경찰활동과의 비교분석을 통해 살펴보고 있다. 전통적 경찰활동과 달리 지역사회 경찰활동에서는 경찰활동을 경찰의 역할에 비추어 볼 때 원칙적으로 발생된 범죄의 신속한 해결이 아니라 범죄 없는 사회를 구현하는 것으로 해석하고 있다는 것이다. 또한 이를 달성하기 위한 접근전략으로 지역사회 경찰활동에서는 범죄에 대한 사후적 신속대처가 아니라 사전적 예방에 초점을 두고 있다는 것이다. 한편, 수단의 활용방법에서는 전통적 경찰활동이 주목하였던 경찰인력의 전문화 대신에 범죄발생의 토대이고 정보원인 지역사회와의 친밀성 또는 연대성 강화에 역점을 두고 있다. 이처럼 지역사회 경찰활동은 경찰의 역할에 대한 재해석을 기반으로 그에 따른 접근전략과 활용방법을 강구하고 있다. 이러한 함의에도 불구하고, 지역사회 경찰활동은 내재적 한계를 지니고 있는 바, 개념적 맥락과 인간에 대한 가정 및 다른 공공서비스와 충돌현상 등에서 분석하고 있다. 이러한 노력이 선행될 때 보다 적실성 있는 한국적 지역사회 경찰활동의 기법들을 강구할 수 있을 것이다. The role of police has recently broken from conventional category and it has extended. This extension is from the needs of citizen as well as the transformation of paradigm in community policing. Community policing is both the base that establishes the recent activity of police and the definitional mechanism that explains the efficiency of it. However, many recent studies lean to technical validity of activity of police and ignore its basic implication. If the clear understanding on its implication would be proceeded, its technical validity could be the later process that ensures by reflecting national particularity. Therefore, this study compares the implication of community policing with the conventional activity of police in terms of philosophy establishment, access method, and application. Contrary to conventional police activity, the role of community policing is not to fix the occurred crime rapidly but to realize society without crime. As an approach to achieve it, community policing is not the post management but the prior prevention of crime. In turn, community policing focuses on the intimacy to community or the strength of solidarity, contrary to conventional police activity that has focused on the expertise of police force. Like this, community policing considers an approach and utilization based on reinterpretation of police activity. Also, this study examines the implication of community policing in terms of conceptional context, assumption on human, and conflict with other public services because community policing has internal limits. This study could contribute on exploring the methods of appropriate community policing.
