        세대별 자가선택요인 분석을 통한 자가점유 제고방안

        This study tries to investigate policy direction for enhancement of homeownership through analyzing tenure choice and impact factors of each cohort generations in Seoul, based on assumption that homeownership has positive social impact and thus necessity to be enhanced in terms of Asset-based welfare argument. From the analysis, following implications are derived. Firstly, impact factors of tenure choice for echo, middle, baby-boom and older generations are revealed different, and thus tailor-made policy schemes considering each characteristics are needed. Secondly, supporting higher homeownership policy alike other advanced countries is necessary considering the gap between current tenure type and desired tenure type to the extent of 1.1~3.9 times. Thirdly, people are not so sensitive to their expectation of future housing and rent price that they would change their tenure choice. Fourthly, changed direction of public housing policy shall be necessary to solve the mismatch problem between homeownership demand and supply, and to achieve asset-based welfare system. 본 논문은 자산기반복지(Asset-based welfare) 차원에서 주택의 자가점유가 갖는 사회적 편익과 제고 필요성이 크다는 전제하에 서울시의 세대별 자가점유 선택과 이에 영향을 미치는 주요 변수를 파악함으로써 향후 자가점유 제고에 필요한 정책적 방향에 대해 고찰하였다. 분석 결과 다음과 같이 시사점이 도출되었다. 첫째, 에코, 중간, 베이비붐, 고령세대 별로 자가점유 선택에 미치는 요인이 모두 상이하므로 세대별 특성을 고려한 맞춤형 공급이 필요하다. 둘째, 모든 세대에 걸쳐 1.1배에서 3.9배에 이를 정도로 자가점유 수요가 큰 것으로 나타났으므로 다른 선진국의 경우와 같이 자가점유 확대를 정책적으로 지원하는 방안을 검토할 필요가 있다. 셋째, 미래의 주택가격이나 전세가격 상승 전망에 대해 사람들이 민감하게 반응하지 않으므로 향후 전망이 주택가격 인상을 초래하지 않을 수 있다. 넷째, 자가점유 수요와 공급의 불일치(mismatch)를 해소하고 자산기반 복지를 실현하기 위해 임대주택 공급 위주인 공공주택정책의 방향 전환이 요청된다.

        Role of Public Agency in Housing-led Urban Regeneration Policy Network toward Sustainable Community Building: Happy House of Seoul, Korea

        Although the role of public sector and aim of housing-led urban regeneration policy in this era have been changed in the wake of new partnership among various actors, network approach to understand these phenomena is yet under researched particularly in housing and regeneration sector. The focus of this study is to identify the role of public agency representing public sector within policy network toward sustainable community building through housing-led urban regeneration. After analyzing Happy House project of Seoul, South Korea, it was identified that policy network of housing-led urban regeneration was lead organization-type policy community, where Korea Land and Housing Corporation(KLH) favored efficiency, internal legitimacy and stability with public-like top-down relational role. According to the framework of Provan and Kenis(2007), KLH is to be said effective in terms of efficiency and stability but less effective in terms of legitimacy. We hope this study could contribute to better understanding of housing-led regeneration policy network in regeneration policy of Korea and other parts of the world, particularly developing countries.

        The aim of this study is to explore an advanced version of value orientation for public organizations by re-examining the orientation of Social Value, which was radically pursued by the Moon Jae-in government. This study finds that the approach was problematic by the Big Society agenda that was a starting point for social value discussions. For this purpose, this study analyzed the Big Society agenda, and then, suggested alternative values and tools in terms of public value and co-production for social value followed by policy implications to make them happen. This study, therefore, acknowledges that current policies and approaches to the social value of public organizations should be changed drastically.

        포용도시 개념의 다차원적 모색

        Making Inclusive Cities is a new urban agenda for better future cities. Inclusive cities should be conceptualized from multidimensional viewpoints including various academic disciplines beyond a single discipline such as urban planning/design and urban engineering which are primary disciplines to have handled urban challenges. The aim of this research is to propose diverse approaches to examine the concept of the inclusive city. This study examines the inclusive city from the lens of co-evolution, social exclusion, inclusiveness, and amenity, looking forward to more academic attempts to investigate this worldwide urban agenda.

        Revisited Meaning of Gated Community as a Tieboutian Voter: Evidence from Seoul of Private Governance and Local Public Goods

        Main research question of this study is about whether gated community (GC) as private urban governance gets along with local public goods by locating near to them. We examine this question through testing the Tiebout hypothesis from case study of Seoul, capital city of South Korea, in which GCs are so common to test the assumption empirically. For this, we examine the meaning of GC in 3 Es viewpoints; conceptualize the framework of Tieboutian co-evolution of GC and local public goods by hedonic price modeling. As a result, possibilities are found that GCs are to be seen from different point of view, viz. co-evolutionary mechanism between private and public governance; GCs effectively capture and represent the demand of residents for local public goods through voting by their collective locational choice. It allows us different kind of approach to investigate APTs as a co-evolutionary form of private and public urban order rather than seeing them only as a tool of speculative investment, particularly in rapidly urbanizing countries like Korea.

      • 동명사절에서의 비대칭 현상과 ECP

        This study aims at explaining the basic causes of the asymmetries to be captured in Clausal Gerunds (CG) with Chomsky's(1986) ECP, based on Chomsky's Barriers framework and Johnson's (1986) analytical work, under the assumption that the asymmetries in CGs are attributable to ECP. We have found out by examining various gerundial constructions that objects and subjects enjoy relative freedom of movement when CGs are complements to Verbs: in case CGs are complements to Prepositions there exist the following two forms of asymmetry: i) objects of Complex Predicate made up of Verb and Preposition are moved relatively freely, hence generating grammatical sentences, whereas the movement in subject positions causes mild ungrammaticality (marginality), ii) but objects in CGs introduced by the gerund class of prepositions like 'by, without, despite, instead of' are difficult in the WH-movement, whereas subjects are impossible. And We have reached the following conclusions that the two forms of asymmetry mentioned above can be accounted for by means of Chomsky's ECP and Johnson's (1988) suggestions. We could explain the first form of asymmetry with ECP as in the following diagram: (1) ------------------------------------------------------------------------------ kinds of government antecedent lexical degree of government government grammaticality --------------------- positions ------------------------------------------------------------------------------- a : objects O.K O.K grammatical ------------------------------------------------------------------------------- b : subjects O.K X marginal ------------------------------------------------------------------------------- (1) implies that the θ'-governed empty categories are subject to antecedent government and lexical government plays an important role. In (1a) ECP is fully satisfied, but in (1b) ECP partially satisfied. This fact distinguishes grammaticality from marginality. In the same way, the 2nd form of asymmetry is diagramed as following. (2) ------------------------------------------------------------------------------ kinds of government antecedent lexical degree of government government grammaticality --------------------- positions ------------------------------------------------------------------------------- a : objects X O.K marginal ------------------------------------------------------------------------------- b : subjects X X ungrammatical ------------------------------------------------------------------------------- In (2a) ECP is partially satisfied, but in (2b) ECP is completely violated. This is the reason why the former is marginal, but the latter is ungrammatical. In this way, We could conclude that the two forms of asymmetry are attributed to ECP and can be accounted for with ECP. However, Chomsky's Theory of Barriers, as discussed in this paper, raises the problem that 'government' should not be defined on barriers.
